Laws of Drak-Modan are passed by The Fury, the unicameral legislature of the Bovic Kingdom of Drak-Modan. It was first convened in 1671 following the Declaration of Drakorda that separated Drak-Modan from Shireroth. During its first session it passed a core set of laws that formed the Drak-Modani government. The laws and government of Drak-Modan are purposefully modeled on that of Natopia.(WiP)

The Core Acts

The King and Kingdom

So be it enacted by the Fury of the Drak-Modani People, assembled here in Drakorda, elected by Our countrymen, with the blessing of Our god Bous, and ruling in the name of Our king, That:

1. The Bovic Kingdom of Drak-Modan is established as a sovereign state, independent and free from all other nations and empires.
2. This Kingdom is the successor state to the County of Lachmodan and the islands of So-Sara, of the Imperial Republic of Shireroth.
2.1 All denizens who resided in Lachmodan and on So-Saran islands on the 23rd Day of Freideber, 1671, are citizens of this Kingdom.
3. The last Duke of Modan & Malarboria, Nathan II, is our King.
3.1 The King is Head of State and Commander-in-Chief of the armed forces.
3.2 The crown, kingdom, and throne of Drak-Modan shall pass to the designated heir of Nathan II.
4. The King will appoint a Secretary for Defense, a Secretary for Foreign Affairs, and a Secretary for Legal Affairs.
5. The King, with his Secretary for Defense, will command the Drak-Modanese Defense Force.
6. The King, with his Secretary for Foreign Affairs will set the kingdom's foreign policy and diplomacy.
7. The King, with his Secretary for Legal Affairs, will be the kingdom's supreme court of appeals for civil, criminal, and constitutional cases.
8. The King, in accordance with his pedigree, lofty station, devout faith, and inherent royalty, will have the full and formal title of: His Bovic Majesty, {given or reigning name}, King of Drak-Modan, Grand Commander of the Drak-Modani Defense Force, Heir to the Kaisers of the Imperial Line of Drak.
9. The King shall have certain symbols of royal authority: The Royal Crown and The Emberbark Scepter.
10. The King holds his royal court and provides offices for his secretaries in the city of Drakorda, the kingdom's capital.

The Fury and the Chancellor

So be it enacted by the Fury of the Drak-Modani People, assembled here in Drakorda, elected by Our countrymen, with the blessing of Our god Bous, and ruling in the name of Our king, That:

1. The Fury is hereby recognized as the voice and will of the Drak-Modani people
1.1 The Fury is composed of Representatives elected by all citizens of the kingdom over the age of 18.
1.2 One Representative will be elected from each district. There are 400 districts, of approximate equal population, to be redrawn as needed every ten years by a computer program.
2. The Fury elects from its own membership a Chancellor as its presiding officer, who will also be the kingdom's Head of Government.
2.1 The Chancellor will appoint a Speaker of the Fury, Minister of Justice, a Minister of Security, and a Minister of Information.
2.2 The Speaker of the Fury will maintain the public record of laws of the kingdom, preside over the Fury in the absence of the Chancellor, and serve as deputy chancellor when needed.
2.3 The Minister of Justice will coordinate the various law enforcement agencies of the kingdom.
2.4 The Minister of Security will coordinate immigration, customs and border control, and homeland security.
2.5 The Minister of Information will coordinate the census, cartography, and research agencies. 3. The Fury creates laws by passing Acts and the Chancellor enforces those Acts.
4. The Fury will establish subordinate civil, criminal and constitutional courts of law.
4.1 The Chancellor will appoint justices to these subordinate courts.
5. Royal assent from the King is implied and automatically granted 3 days after the Fury passes an Act.
5.1 The King may submit a Letter of Veto to the Chancellor within 3 days to prevent the Fury's act from passing into law.
5.2 The Fury may override the veto by passing the act with a 2/3 majority.
6. The Fury meets and provides offices for the Chancellor and the Ministers in Drakorda.

The Governor-General

So be it enacted by the Fury of the Drak-Modani People, assembled here in Drakorda, elected by Our countrymen, with the blessing of Our god Bous, and ruling in the name of Our king, That:

1. A Governor-General may fulfill the obligations and duties of the King while the King is away from the kingdom.
2. The Chancellor shall provide a list of candidates to the King and the King will select from among that list a person to appoint as Governor-General.
3. The King may dismiss the Governor-General at any time for any reason.

The Church

So be it enacted by the Fury of the Drak-Modani People, assembled here in Drakorda, elected by Our countrymen, with the blessing of Our god Bous, and ruling in the name of Our king, That:

1. The Benacian Bovic Church of the Capric Rite is the official state church of this kingdom. It is in full communion with the Dozan Bovic Church.
2. The Bovic Patriarch of Drakorda shall be the spiritual leader of the Drak-Modani people who seek him or her. 3. Native religions, ancient cults, and foreign religions of allies, shall be permitted to express themselves freely. 4. The right of daemons to domicile, govern, or possess shall not be tolerated in this Bovic Kingdom.

The Regular Acts

The Demesnes

So be it enacted by the Fury of the Drak-Modani People, assembled here in Drakorda, elected by Our countrymen, with the blessing of Our god Bous, and ruling in the name of Our king, That:

1. There shall be four demesnes of the Bovic Kingdom: Kizshire, Sehmlshire, Capeshire, and So-Sara.
2. The demesnes shall each have an elected representative council, and an elected governor.
3. The councils create local laws and ordinances, and may devolve powers to municipalities.
4. The governor enforces the laws of the demesne and appoints various officials as required.

The Raspur Pact

So be it enacted by the Fury of the Drak-Modani People, assembled here in Drakorda, elected by Our countrymen, with the blessing of Our god Bous, and ruling in the name of Our king, That:

1. The Bovic Kingdom of Drak-Modan asserts its status as an inheritor to full membership in the Raspur Pact.
2. The Bovic Kingdom of Drak-Modan, nevertheless, in its own right ratifies the Raspur Pact and recommits itself to that alliance.

The Defense Force

So be it enacted by the Fury of the Drak-Modani People, assembled here in Drakorda, elected by Our countrymen, with the blessing of Our god Bous, and ruling in the name of Our king, That:

1. The military of the Kingdom is the Drak-Modani Defense Force and the King is Grand Commander.
2. The King's Secretary for Defense shall administer the Defense Force and serve as military representative as needed to the Joint Military Commission of the Raspur Pact.
3. Various local militias of the demesnes may, by decree of the King, be integrated into the Defense Force for temporary periods of time.
4. The Defense Force shall maintain a standing Army, Navy, and Air Force capable of defending the territorial integrity of the kingdom and the kingdom's security.
5. The Defense Force will be organized to allow for the formation of combined armed corps and interoperability with the military units of other Pact allies.

The Subordinate Courts

So be it enacted by the Fury of the Drak-Modani People, assembled here in Drakorda, elected by Our countrymen, with the blessing of Our god Bous, and ruling in the name of Our king, That:

1. The Subordinate Court of Criminal Law is established with jurisdiction over felonious cases, heinous crimes, when the kingdom is plaintiff on behalf of victims, and other high crimes.
1.1 This court shall sit in Lyhigh, it is composed of a Presiding Justice and three Assistant Justices.
2. The Subordinate Court of Civil Law is established with jurisdiction over minor cases, financial crimes, non-violent offenses, and other misdemeanors.
2.1 This court shall sit in Modan Hamlet, it is composed of a Presiding Justice and three Assistant Justices.
3. The Subordinate Court of Constitutional Law is established with jurisdiction over cases between the kingdom's agencies, and its citizens, and all other cases outside the jurisdiction of the other subordinate courts.
3.1 This court shall sit in Kurpla, it is composed of a Presiding Justice and three Assistant Justices.
4. The Justices of these court are appointed by the governor of the demesne in which they sit from a list of 16 candidates provided to him by a commission of 60 attorneys practicing in that demesne.
4.1 After one full year, at the next available election, the justices shall be retained or ousted according to the will of the voters.

The Order of the Emberbark

So be it enacted by the Fury of the Drak-Modani People, assembled here in Drakorda, elected by Our countrymen, with the blessing of Our god Bous, and ruling in the name of Our king, That:

1. There shall be an order of chivalry established within the kingdom to honor and reward those people who serve this Bovic Kingdom and its people.
2. The name of this order is: The Radiant Order of the Emberbark, and the king shall be Sovereign of this order.
3. The King shall name various members of this order, who shall have the title of Knight or Dame of the Emberbark.
4. Certain individuals shall have automatic membership in this Order ex officio, as follows:
4.1 The Avatar of the House of Waffel-Paine.
4.2 The Patriarch of the House of Ayreon-Kalirion.
4.3 The Patriarch of the Benacian Bovic Church.

The Symbols of the Kingdom

So be it enacted by the Fury of the Drak-Modani People, assembled here in Drakorda, elected by Our countrymen, with the blessing of Our god Bous, and ruling in the name of Our king, That:

1. The flag of Drak-Modan shall be the same red and blue flag of the county of Lachmodan.
2. The coat of arms and achievement of Drak-Modan shall be emblazoned: Party per pale Gules and Azure, overall an escutcheon of the arms of Waffel-Paine; for a Crest, upon the royal crown Proper thereon a cow statant Or; for Supporters, two dragons rampant Vert
3. The motto of the kingdom is Lo facciamo nostro derived from the motto of the House of Waffel-Paine.
4. The anthem of the kingdom if the Bovic hymn "The Spirit of Cow Like Butter is Melting."
5. Salome Ayreon-Kalirion, the Kaiseress of the Imperial Republic of Shireroth, is a living symbol of unity. We recognize the Kaiseress, and her future heirs, as having primacy in status over the King of Drak-Modan, who shall grant the Kaiseress of Shireroth a yearly tribute.

The Naval Defense Procurement Act, 1674

So be it enacted by the Fury of the Drak-Modani People, assembled here in Drakorda, elected by Our countrymen, with the blessing of Our god Bous, and ruling in the name of Our king, That:

1. The Drak-Modani Defense Force is authorized to order and purchase several naval vessels from the West Bay NDF Shipyards.
2. The Drak-Modani Navy shall have at least one Gustav Lindstrom-class aircraft carrier with a full complement of N-1 fighters, 2 Natopia-class destroyers, 1 Unterdu-class submarine
3. The aircraft carrier will be christened as the Drak-Modani Ship Drak Attack; the destroyers as the DMS Sehml's Revenge and DMS Enforced Peace, and the submarine as DMS Prince John.
4. The Navy shall choose an appropriate hull paint scheme to differentiate Drak-Modani vessels from others.
5. The Navy, along with consultation with the Raspur Pact Benacia Command, shall review the needs for further expansion of the Navy every 3rd year.

The Sanama Treaty and 5 Isles Cessation Act
