Kalgachi Orders of Council
The following is a list of the more prominent orders issued by the Council of Perfecti, the executive of the Garden of Kalgachia. It comprises only a fraction of the Perfecti's rulings, the majority of which are issued to specific authorities and in many cases are classified Sub Juniperus. As a result, only orders of national or diplomatic importance are featured on the official roll.

| Pleaseday Springrise 28th, 174 AL | Inauguration of the Lieutenancy of Lepidopterum |  WHEREAS further arrangements for the governance of the territory of Lepidopterum have been finalised and found proper, 1. THE COUNCIL OF PERFECTI by This Order inaugurates the Lieutenancy of Lepidopterum comprising that territory circumscribed by the new Kalgachi frontier established pursuant to the Order of This Council dated Springrise 25th, 174 AL, excepting that segment north of the Minarborian-era border of Vollity and Whisperwood which is ascribed to the Lieutenancy of Bergburg and defaulted in title to the Church of Kalgachia (Pesakhnik) for due delineation into March and Parish. 2. Title to those parts of the Lieutenancy of Lepidopterum lying North of the planned Gravelbottom-Lepidopterum road, and South of the planned Gravelbottom-Lepidopterum railway, is granted intransferable to the administration of the Lieutenancy of Lepidopterum. The aforesaid parts are designated the Litovine Forest and shall be administered by an Agister General, appointed by the Lord Lieutenant of Lepidopterum, with the following responsibilities: a) Prohibition of permanent humanoid habitation in the Forest excepting the Agister's authorised officers. b) Facilitation and reception of predatory flora and fauna into the Forest, excepting a sanitary cordon of twenty-five kilometres in width about its edges, and their subsequent conservation. c) Issuance and enforcement of permits for the sustainable and safe economic exploitation of the Forest. d) Guidance of such provincial or national authorities as may require passage of the Forest for the enforcement of the sanitary cordon, national border patrol or any other reason. 3. Title to that part of the Lieutenancy of Lepidopterum lying between the planned Gravelbottom-Lepidopterum road and the planned Gravelbottom-Lepidopterum railway, inclusive of the city of Lepidopterum itself but excepting land requisitioned by the Kalgachi Defence Force or Prefects in reference to this Order, is defaulted to the Church of Kalgachia for due delineation into March and Parish. 4. One Beatrice Formicida, Parish Proctor of Tealsburrow in Lithead, is honourably dismissed from that office and hereby appointed Lady Lieutenant of Lepidopterum with immediate effect. 5. The Oktavyan Code is hereby amended to the Revision of Springrise 28th, 174 Anno Libertatis in alignment with the provisions of This Order. |
| Thanksday Springrise 25th, 174 AL | Closure of the Lepidopterum Gap | WHEREAS The Garden of Kalgachia and the Kasterburger Republic are agreed that their continued seperation by ungoverned territory is intolerable in the face of their neighbourly relations, AND WHEREAS both nations are in the material position to secure a common frontier in the name of mutual security, prosperity and the general restoration of civilisation to the Benacian continent, AND WHEREAS the Nezeni population of the fallen city of Lepidopterum, final nest of the Broodmother, would in the long term be greatly emperilled were any Benacian power other than Kalgachia to assert its governance among them, AND WHEREAS that ground between Lepidopterum and the present Kalgachi frontier, although topographically indefensible, presents an ideal venue for the massed relocation of regional Tyrannocricetus aliger populations into a controlled biomic minefield of the Minarborian style, thereby providing some relief for the Tee-al afflicted peoples of both Kalgachia and Kasterburg, 1. THE COUNCIL OF PERFECTI by this instrument asserts full and exclusive Kalgachi sovereignty over that portion of ungoverned territory between the present Kalgachi frontier at Gravelbottom and the fallen city of Lepidopterum, resting place of the Broodmother, inclusive of such lands either side of that axis as might present a coherent frontier, in accordance with the Schedule to this Order. 2. The Kalgachi Defence Force is instructed to conclude Operation Beefsteak with immediate effect and to redeploy its constituent forces - namely the 3rd Cossack Regiment Shumyanov, the 7th and 8th Squadrons of the 2nd Kossar Regiment Ha-Esh Volyri and the 15th Whirdlebirb Squadron - to the abovegiven area where they are to be reinforced by the following: a) From the 1st Oktavyan Division - the 3rd Infantry Regiment, the 2nd Whirdlebirb Squadron, the 1st Electronic Warfare Battalion and such elements of the Special Purpose Regiment as are not presently engaged on other operations. b) From the 4th Jollity Division - the 10th Infantry Regiment, the 10th Whirdlebirb Squadron and the 4th Electronic Warfare Battalion. c) From the 6th Bergburg Division - the 15th Infantry Regiment, the 27th and 28th Underground Infantry Battalions and the remaining 5th and 6th Ha-Esh Volyri Kossar Squadrons. d) From the 7th Lithead Division - the 17th and 18th Infantry Regiments; the 30th and 31st Underground Infantry Battalions, the 17th and 18th Whirdlebirb Squadrons and the 11th Air Defence Battalion, the hardware of the latter to be disengaged from its road transport elements and rigged for heli-lift. e) 45 Frontier Patrol Units of the Prefects' Border Guard Service deployed from quieter portions of the existing Kalgachi frontier at the Prefects' discretion. 2. The abovegiven force is designated Task Group Celestine within the auspices of Operation Broodmother, whose command staff shall be led by two KDF Brigadiers and one equivalent officer of the Prefects, the latter of whom shall serve as staff chair and overall Task Group commander subordinate only to the Council of Perfecti itself. Task Group Celestine is instructed to pursue the following objectives immediately upon arrival: a) The establishment of a coherent and secure frontier line about the perimeter of the new Kalgachi territory, incorporating upon its western boundary a functional and amiable line of contact with the advancing forces of the Kasterburger Republic and the establishment of such operational liaisons and agreed crossing points as may subsequently be required. b) The location and deportation/liquidation of criminal or heretical elements within the secure frontier in line with the requirements of the Oktavyan Code, and the referral of compliant elements to the Prefects for citizenship processing. 3. Title to all new territory obtained through the execution of this Order is reserved in the first instance to the Lieutenancy of Oktavyan for administrative purposes, without apportionment to the Church of Kalgachia or any organ of state, until the matter of its final jurisdiction is settled. The command of Task Group Celestine is responsible for the daily administration of the territory until such time as secured portions can be transferred to the oversight of civil authorities. 4. Due notice of this order and its implications shall be forwarded to the Sxiro-Kalgachi Military Coordination Council. THE COUNCIL OF PERFECTI is solemnly and regretfully disposed to announce the death of Ilessa Zakatte Aerit, Pedagogue General of the Garden, from complications of childbirth. 2. The Council directs the administration of the Abiding Rustle Elementary School in the Parish of Frostypeeps, Oktavyan, to place at the Council's disposal the following: a) a portion of land located at the centre of Abiding Rustle's school playground sufficient to perform an interment and erect thereupon an appropriate memorial, and b) ten final-year pupils from Abiding Rustle, of sufficient physical condition and emotional resilience to serve as pallbearers. 3. | Helloday Winterfall 11th, 169 AL | Ratification and Implementation of the Sterklucht Agreement | WHEREAS The Directorate of the Tumultuous Wastes has negotiated with the Kasterburg Republic the Sterklucht Agreement on Airspace Security, 1. THE COUNCIL OF PERFECTI by this instrument ratifies into effect the Sterklucht Agreement on Airspace Security as given in Schedule 1 of this Order. 2. In fulfilment of the Agreement's first provision, the following will be undertaken: a) The Directorate of Labour and Economic Planning is instructed to commence the production of one hundred (100) units to Filed Specification M168-00795 (Dandelion SAM Unit, Quad-Rail, Truck-Mounted, For Export) as given in Schedule 2 of this Order, including an adequate stock of munitions, and assemble them for export to the Kasterburg Republic. b) The Kalgachi Defence Force is instructed to muster and make available a cadre of instructors from the Bergburg School of Air Defence, Electronic Warfare and Military Intelligence to accompany the exported units and instruct the Kasterburg Volksarmee on their proper use. 3. The DLEP/DTW Standing Committee on Foreign Trade is instructed to clear, by year's end 170 AL, all arrears in foreign debt accrued in the year 169 AL due to transit delays arising from the closure of ungoverned airspace on the Poroly coast. +++ Schedule 1 - the Sterklucht Agreement on Airspace Security THE STERKLUCHT AGREEMENT ON AIRSPACE SECURITY The Garden of Kalgachia and the Kasterburg Republic, Having a mutual interest in the secure and efficient administration of sovereign airspace, commit by this Agreement to the following: 1. The Garden of Kalgachia shall provide to the Kasterburg Republic one hundred truck-mounted units of the Dandelion surface-to-air missile system, with the undertaking that the maintenance of said units in working order and their provision with adequate munitions be assured by the Garden of Kalgachia without any levy beyond the means of this agreement. 2. The Kasterburg Republic shall allow the overflight of civil aviation assets of the Garden of Kalgachia through the sovereign airspace of the Kasterburg Republic, expressly conditional upon the prior submission of individual flight plans or regular flight timetables by the relevant Kalgachi air operator to the relevant authorities of the Kasterburg Republic and their approval thereby. 3. The Garden of Kalgachia shall provide to the Kasterburg Republic one thousand Kalgarrand per annum Libertatis as a fee for the use of Kasterburg airspace. 4. This agreement may be suspended in part or in full by either signatory with written notification. 5. THE COUNCIL OF PERFECTI by this Order ratifies the 162 AL Agreement between the Kingdom of Nova England and the Garden of Kalgachia on the Short-Stay Visa Waiver and effects its provisions as follows: a) Accredited citizens of the Kingdom of Nova England may enter and stay without a visa in the territory of the Garden of Kalgachia for a maximum period of sixty days during a year long period Gregorian following the date of first entry. b) Accredited citizens of the Kingdom of Nova England between the ages of eighteen and thirty years may, if fulfulling the necessary conditions, obtain a work permit lawfully extending their stay within Kalgachia for the duration of their employment. c) In special cases the stay of authorised Nova English residents in Kalgachia may be extended beyond the maximum period upon the approval of the Prefects of the Garden. 2. That part of the 162 AL Nova English-Kalgachi Visa Agreement referring to the provisions of Article the Third of the pre-166 AL Oktavyan Code concerning the prohibition of foreign ruling lineages, shall in its implementation be interpreted to refer to the entirety of Chapter the Fourth of the 166 AL revision of said Code concerning general conditions of faith and nationality, or subsequent revisions thereof. 3. Violation of the life status or bodily integrity of Nova English residents by private citizens or authorities of any jurisdictional tier within Kalgachia is prohibited. Any provison of the Oktavyan Code to the contrary is superceded by this Order. Nova English residents found to be violating Kalgachi law or public order shall be brought in tribunal before the Abbot of the relevant March and upon conviction be expelled from Kalgachia. 4. The provisions of this Order shall not prejudice the residency of accredited Nova English diplomats within Kalgachia, which is subject exclusively to the Oktavyan Code and the provisions of diplomatic immunity contained therein. |

KDF cossack units currently operating in Southwestern Poroly, namely the 1st and 2nd Squadrons of the 3rd Cossack Regiment Shumyanov, shall with immediate effect cease and desist from the following: a) repropriation of goods from areas now within the borders of the Kasterburg Republic. b) violation of the borders of the Kasterburg Republic in any form whatsoever without the express invitation of its ruling Magistrate. 5. The 1st and 2nd Shumyanov Squadrons shall commence raiding actions against any encampments or formations of unaligned bandits suspected of raiding Kasterburg territory, and transfer any goods found to be stolen from Kasterburg to the administration of its ruling Magistrate for return to their original owners. The KDF is furthermore instructed instructed to deploy the remainder of the 3rd Cossack Regiment Shumyanov to the area, with fire support from the 7th and 8th Squadrons of the 2nd Kossar Regiment Ha-Esh Volyri and air cover from the 15th Whirdlebirb Squadron, under the auspices of Operation Beefsteak. 6. The movements and plans of forces involved in Operation Beefsteak shall be notified in full to the Sxiro-Kalgachi Military Coordination Council for the purposes of deconfliction with Shirerithian assets operating in the area. |

| Pleaseday Harvestfall 17th, 161 AL | Froyalanish Emancipation | WHEREAS the Froyalanish population of Kalgachia, by hard and honest toil for the betterment of the Kalgachi nation over several years, has achieved some measure of redemption from the historical disgrace of enabling the rapacious excesses of their erstwhile Storish king in Elwynn, and in doing so has repaid much of its wider moral debt to the sovereign peoples of Benacia, YET WHEREAS their reward, while doubtless due, requires great care and diligence in its implimentation to prevent economic disruption and socio-memetic blowback, 1. THE COUNCIL OF PERFECTI instructs all Kalgachi employers to release their contingent of Froyalanish labourers from bondage no later than the end of the year 162 Anno Libertatis. 2. Froyalaners thus freed are to be offered formal citizenship of Kalgachia. Those accepting may retain their previous employment on a voluntary basis or else seek alternative employment as they wish, remunerated by a minimum wage of one Millirand per hour. Those declining Kalgachi citizenship are to be escorted to the Kalgachi frontier and released into the ungoverned Green. 3. For the purposes of ethnic parity, the minimum wage of one Millirand per hour is extended to all Kalgachi workers. 4. All importation of Froyalanish labourers from beyond Kalgachia is terminated, as are all exports purchased with such, with the exception of those Froyalaners obtained through the Assayer Armaments contract who shall be released from their bondage upon arrival in Kalgachia and processed per Item 2 of this order. 5. Froyalaners arriving in Kalgachia by any means shall continue to be detained and sterilised before their release into the general population. The COUNCIL OF PERFECTI hereby instructs the Kalgachi Defence Force to carry out a military expedition, under the auspices of Operation CREDULITY'S EDGE, to occupy and retain possession of the Shrubbery until such time as the Garden of Kalgachia is recognised as a sovereign state. 2.
