The Joint Tribunal on Crimes in and for the Lower Elwynn, also known simply as the Joint Tribunal or as the Shiro-Ransenari Tribunal is an international court established by the Second Treaty of Teldrin, with the purpose of investigating, charging, and trying major crimes conducted by the Guttuli Protectorate and its allies and associates.

On 2.IX.1684 AN, the Joint Tribunal formally assembled in the City of Teldrin to begin proceedings. It quickly became clear that the list of people and crimes to be investigated were so numerous that the Joint Tribunal issued instructions on 23.IX.1684 AN for the prosecution to begin dividing cases up by category and began drawing up the necessary paperwork to enact Article 1, Section 6 of its charter, to create subsidiary tribunals.

Subsidiary Tribunals

The first two subsidiary tribunals, on Apollonian and on Keltian Nationals, were opened on 24.IX.1684 AN to put the broad range of investigations and evidence collection to order. At the opening meeting, Cassian Holly-Wythe delivered a speech, in which he committed the Tribunals to deliver evidence to foreign states with whom Shireroth and Ransenar had firm and trustworthy relations, so that they may investigate and prosecute the criminal behavior uncovered by their investigations, rather than for the Tribunals to pass judgment upon foreign nationals. The obvious exceptions to these were non-state actors and foreign nationals of states with whom neither Shireroth nor Ransenar could invest the necessary trust that justice be served upon those who would have aided in the brutal and horrific acts that have taken place in the Lower Elwynn these past thirteen years.

Joint Tribunal on Apollonian Nationals

This tribunal's focus was on Apollonian Nationals, i.e. foreign ideological supporters, financial backers, front companies, merchant organizations et al. from or operating within the Apollonian Continent who had meaningfully provided material and morale support to the Guttuli Protectorate in such a way as to aid in its criminal acts.

On 22.XII.1684 AN, the Joint Tribunal on Apollonian Nationals issued 15 indictments for trial to be held in Teldrin. It further delivered evidence to the authorities in Craitland, Floria, Jingdao, Krasnocoria, Senya, and Thracistan for those nations to investigate and prosecute as their discretion. Evidence related to criminal acts committed in states or by nationals of states primarily located in Benacia were recategorized for such a future tribunal, or otherwise shelved due to government policy regarding communications with said state.
