The High Council (Calraeg: Gyngor Uchel) is the governing council of Calbion. The council doesn't have a set number of members but generally has a membership of around ten. The way in which the High Council members were appointed has varied over time, from appointment by the King to the appointment by the elected National Assembly. The current High Council consists of the following positions:
- Governor-General
- High Councillor for Home Affairs
- High Councillor for Foreign Affairs
- High Councillor for the Treasury
- High Councillor for Commerce
- High Councillor for the Navy
- High Councillor for Defense
- High Councillor for the Overseas Territories
- High Councillor for Agriculture and Fishery
- High Councillor for Kilkelly
- High Councillor for Y Faenor
- Junior High Councillor for Home Affairs
