Field Marshal Tzao Yao is probably one of the most famous and prominent Jingdaoese officers to support the Gunbatsu faction within the administration.

The Gunbatsu is a group of Army officers, and their supporters, in Jingdao. The faction brought forth some of the more famous and infamous Diwangs, like Yuan Windsor, Xin Windsor and Jung Shun. Throughout time, it mostly was in a constant power struggle with the Kantai-ha, which was often seen as more trustworthy. The faction is often seen as the dominant power within the Empire, which led to the removal from several of military units from its command (and to be placed under direct control of the Imperial Household). While, after the War of Lost Brothers, the Navy lost most of its influence, the power base of the Armed Forces remained untouched and even grew with the eastwards expansion in Apollonia.

Fear of its growing power, led to co-operation by the Guancheng and Kantai-ha to act as a counterweight.
