Ghent had a vibrant culture and lots of parties. Its culture was more or less leftist in nature. Ghent was also the first province with an active economy.

According to the constitution (full text), legislative power was vested in the People's House (Volkshuis). The entire provincial population was member of the People's House. The Eksee was the chief executive. There were several political crises and the constitution was amended twice.
