Elwynn (Elw: Еӆуенууеқ, Elluenuueq [əɬuənuːəχ])) is a region in northern Benacia, generally consisting of the land between the Red and Blue Elwynns, and the associated land northwards to Cape Farewell.

Elwynn has in its history been an in imperial state of Shireroth (1600–1665), an independent state (1567–1600), a Shirerithian duchy (1452–1588, 1509–1562, 1587–1600), barony (1488–1500, 1504–1509), and a county (1500–1504). As an independent county, west Elwynn was a republic with an elected prince. Since rejoining Shireroth, Elwynn kept its independence-era government (1600–1607), then became the Coordinated State of Elwynn (1607–1612), the Democratic People's Republic of Elwynn (1613–1618), a transitional monarchy (1618–1623), and a Vanic state (1623–1651). Since the fall of the Vanic State, Elwynn's governing institutions were eroded by factional infighting and popular unrest, culminating in an [Fall Hagg-Ellen|Imperial intervention]] and the partition of Elwynn in 1665. Parts of the previously partitioned Elwynn re-established itself as the Elwynnese Republic in a congress in Eliria in 1671.

The name Elwynn comes from a goddess with the same name who originally hailed from the Treesian pantheon. The Elwynnese Republic is noted for its violent and complex history, its significant minority cultures, sometimes living in harmony with one another, sometimes brutally massacring one another.

Geography

The territory under the control of the Elwynnese Republic (as of 1671) covers the area between the Blue and White Elwynn rivers (save for the city of Shirekeep under Shirerithian sovereignty), as well as the Northern Reaches (stretching from Wintergleam in the east to eastern Oleslääd in the west (about forty degrees longitude wide). Elwynn also controls the Amokolian Islands of Automatica and New London and the Cimmerian islands. Aside from the territories of control, Elwynn claims the islands of Leng and Raikoth, calling the Boreal Kingdoms' presence there an illegal occupation. The Boreal Kingdoms also claim patches of land along the Cape Farewell peninsula and the coast of the Northern Reaches

History

Politics

The Elwynnese Republic established itself as an independent state in [TBA], and was recognized as independent by Shireroth in [TBA]. In a congress in Eliria on [TBA], consisting of delegates from the bailiwicks of the Northern Reaches, Akordionnyr, Raikoth, Leng, Vattnaland and the Amokolian Islands, as well as of political, social, academic, and military leaders of various fractions in Elwynn, the political organization of the new republic was decided. First of all, a transitional government would remain in place until the end of 1672. This transitional government is led by the Conducator of the Elwynnese Republic, Firdaus Abdollahi Mehr, of the Behsaz Elwynn party of Alalehzamin, and is tasked with ensuring that the new constitution could enter force upon 1.I.1673.

Elwynn returned to its republican principate – an elected Prince (Elw: Aran) – and a disavowment of all monarchical and noble titles and hierarchies in Elwynn. A unicameral legislature, the Congress, will be elected by the people on proportional party lists every four years (with the exception of Alalehzamin and territories outside the control of the Republic which will have no representation in the Congress). The people will elect the Prince in a national election every six years. The Prince will be head of state, and will be responsible for immigration, defence, foreign affairs, and the law and justice systems of the Republic (police, security, courts, etc.). The Congress will legislate on all other matters – and the Prince will from the majority of the Congress appoint a Council of Ministers, headed by the Conducator (Elw: Kondukytoor), who will execute all other rmatters of the Elwynnese law not belonging to the Prince.

The Council of Eliria will be the executive committee of the Prince. The Prince will appoint 2 members. The Government of Alalehzamin will have two representatives, the Council of Ministers will have one representative (the Conducator), and the Congress will have 1 representative (the President).

The Elwynnese Republic will under its new constitution function as a unitary state, with the exception of Alalehzamin, which is granted autonomy from the Congress (and hence will not be represented in Congress). Congress laws will not bind Alalehzamin without the consent of the Alalehzamini legislature (only laws made by the Prince will apply).
