Elluenuueq, historically known as Elwynn (Babkhi: Элвин, Elwin; Norse: Elvyneland; North Amokolian: l'Elwyjn) officially the Riqi Elluenuuerssuarion (Elw: Риқи Эллуэнууэрссуарион, Greater Elwynnese State; see also Names of Elwynn, until 1685 known as the Elwynnese Republic) is a constituent realm of the Benacian Union, taking up a large northern chunk of the Benacian continent. Traditionally, Elluenuueq is considered to consist of the land between the Red and Blue Elwynns, and the associated land northwards to Cape Farewell, and thereafter extending eastwards and westwards. Between 1678 and 1703, the Elwynnese State also included Normark in northern Keltia, between 1681 and 1703 also the Sovereign Confederation, and between 1690 and 1703 also Chryse.

Elluenuueq has in its history been an in imperial state of Shireroth (16001665 AN), an independent state (15671600), a Shirerithian duchy (14521588, 15091562, 15871600), barony (14881500, 15041509), and a county (15001504). As an independent country, west Elwynn was a republic with an elected prince. Since rejoining Shireroth, Elwynn kept its independence-era government (16001607), then became the Coordinated State of Elwynn (16071612), the Democratic People's Republic of Elwynn (16131618), a transitional monarchy (16181623), and a Vanic state (16231651). Since the fall of the Vanic State, Elluenuueq's governing institutions were eroded by factional infighting and popular unrest, culminating in an Imperial intervention and the partition of Elwynn in 1665. Parts of the previously partitioned Elwynn re-established itself as the Elwynnese Republic in a congress in Eliria in 1671, and reunited fully in 1685 with the acquisition of West Amokolia, where it then changed its long-form name to the Elwynnese State. In 1703, Elluenuueq merged with the Unified Governorates to create the Benacian Union, whereupon the Sovereign Confederation was promoted to equal member state with the other two (in gratitude for its loyalty in the Second Elwynnese Civil War, and Normark was given its independence in an Amicable Grant.

The name Elluenuueq comes from a goddess Elwynn who originally hailed from the Treesian pantheon. The Riqi Elluenuuerssuarion is noted for its violent and complex history, its significant minority cultures, sometimes living in harmony with one another, sometimes brutally massacring one another.

Elluenuueq, claimed Cimmeria and Hyperborea as integral parts of their sovereign territory, a situation that was later regularised by the incorporation of the islands into the Benacian Union as a special autonomous region.

The territory under the control of the Greater Elwynnese State (as of 1707 AN) covers the area between the Blue and White Elwynn rivers (save for the city of Shirekeep under Shirerithian sovereignty), as well as the Northern Reaches (stretching from Wintergleam in the east to eastern Oleslääd in the west (about forty degrees longitude wide). Added to this is Amokolia, reaching as far west as Batavia. Elwynn also controls the Automatican and Cimmerian islands, Raikoth, as well as most of the island of Leng (see Elwynnese Leng).

Borders

On Benacia, Elluenuueq borders (clockwise) the Sovereign Confederation, Ransenar, Shireroth, the Unified Governorates, Kalgachia, and Batavia. Excepting the frontier with Batavia, borders are open for crossings by subjects with the requisite exit visas. The island of Leng is divided between Elwynnese Leng and the Iron Cult of Leng. This border is closed.

The geography of Elluenuueq is rich and diverse.

Amokolian lands

The so-called Amokolian lands within Elluenuueq, also known as East Amokolia, are composed of the two Automatican Islands (also known as Amokolian Isles) and Vattnaland. The Automatican Islands are cold, with a stable climate. Rich in forests of hardy wood, the economy is based on timber, paper, and construction. South of the islands, we find Vattnaland, a bread-basket of Elwynnese economy. Much agriculture is done here, with rye and potatoes being the main products. Grazing of cows and sheep is also a common sight in Vattnaland. The Elwynn river system, fed by the melting water from glaciers in the high north of Elwynn, provide a lush landscape that gives the soil high nutrition suitable for agriculture.

Northern Reaches

The Northern Reaches, constituting the northern-most coastline of Elwynn (Cape Farewell and Illumination) stretching from Vattnaland in the west to the Cimmerian islands in the east, are cold and humid. As they are low-lying, they are however shielded from the winds from the continent's inner highlands. The local wildlife consists mainly of marine mammals (such as seal, polar bear, walrus, narwhal, whales) along the coast, some of which in the sea and on land, as well as penguins, and flying migratory birds. Despite the harsh climate, thanks to Hyperborean hotspot technology throughout the past two centuries (drilling below the crust to create tiny controlled hotspot volcanoes for energy and heat), the area has hosted a larger than expected population. The far east of the Northern Reaches have a forest, the Phoenix Forest, created in the late 1400s, by Halluci refugees, using the hotspot technology. The Phoenix Forest is famous for a protected habitat of the hangover owl (Strigida crapula). The hangover owl's behaviour is special because of its fervent, loud and bizarre nightly activity, while in day-time the bird is often seen walking (almost penguin-like) on the ground from tree to tree, looking for quick high-energy foods such as nuts.

The inland Cape Farewell and northern Illumination have some glaciers of note.

Cimmeria

A subregion of the Northern Reaches is Cimmeria, a group of five rocky volcanic islands. Thanks to hot springs (geysir), they are warmer than their latitude would otherwise indicate. A few endemic species in the fauna, little mammal life outside livestock.

Agnesia and Wintergleam

Agnesia and Wintergleam cover the north-eastern parts of continental Elluenuueq, and these regions' climate and geography also include the Asantelian region. Historically formed by receding ice from the last ice age, as well as glaciers, the Agnesian coast houses numerous fjords, the greatest of which is the Vijayanagara Fjord. While northern Agnesia is rocky, the central parts (around Dragonskeep) are covered in pine forests. The southern parts, bordering on the Eliria area, have fertile grounds, where grazing occurs, as well as some agriculture in the form of potatoes, wheat, rye, and vegetables.

Wintergleam, to the east, is humid and fertile. Thanks to the Straylight Stream, the area is warmer than what would otherwise be indicated. This is the agricultural basket for Elluenuueq. The waters outside Wintergleam are particularly rich for fishing. The beaches south of Asantelian are said to be the best in Elwynn thanks to the southern latitude in interaction with the Straylight Stream.

Iserdia

Iserdia's name comes from an expression in a Nordic vernacular dialect, Íseirdia-la-Vraulalennir, meaning "tundra and barren lands". This is an accurate description. The inland of Elluenuueq north of the Elwynn rivers' mouths is mostly barren, cold, with permafrost, tundra, and taiga. The land is suitable in parts for the growing of the hardy Leng cabbage, but little else besides flourishes there.

Araxion and Utasia

Araxion and Utasia are lush and fertile. However, they are on a higher ground than northern Elluenuueq, so there are glaciers in the north of these areas. They experience hot summers and cold winters. In Araxion there is some forest (cultivated, for the purposes of timber), while Utasia has more agriculture. The fishing cat is found along the river Elwynn.

Alalehzamin

Alalehzamin, Elluenuueq's southernmost region, has a rocky hilly, at times mountainous interior, and a fertile, lower-lying lands along the banks of the Elwynn rivers. The interior used to be one forest, but in the late 1400s all brought down. As such, grasslands and cold deserts cover the interior these days. The kalitoskolon, endemic to the White Elwynn, is famous in Alalehzamin. The fishing cat is also found along both the White and Blue Elwynn in Alalehzamin.

Leng and Raikoth

Leng and Raikoth have very similar geography, both are surrounded by an all encompassing ice-shelf known as the Boreal Wastes, and there is little vegetation in both of them. Leng has, however, some vegetation in the form of endemic species of cabbage. Raikoth has a central mountain, Yaanek, 3273 metres above sea-level, which is also Elluenuueq's traditionally tallest mountain. However, Leng is more mountainous and has several taller mountains.

Raikoth has several glaciers while much of Leng's interior is covered by ice shelf. Both of the islands have some barren lands, "ice deserts", where ground can be seen. The inner lands have very little life outside the human footprint. Southern Leng has an "archipelago" of islands with geysers, making the sea there sometimes visible for a few days at a time. This has brought many species of sea birds and marine mammals to the area, as well as fish.

Elluenuueq is currently divided into three time zones. The Alalehzamini Autonomous Republic and the Congressional Counties (except Raikoth) are in the CMT-8 timezone. The Amokolian region is in the -9 timezone, and Raikoth, further to the east than the rest of the country, is in the CMT-6 timezone. Normark, west of Benacia but across the international dateline, is in the CMT+7 timezone.

History

Governance

The constitutional and republican system of government did not survive the Second Elwynnese Civil War (1692 AN1696 AN). Following the dreadful cost of victory in that conflict the institutions that actually held power in Elluenuueq, the Honourable Company, the Nationalist & Humanist Party and the Union Defence Force were no longer prepared to indulge in the pretence of being constrained by the rule of law. Faced with the anarchy that took root in the aftermath of the The Scouring, a mix of orbital bombardment and limited nuclear exchange which obliterated seven major cities and caused widespread economic and societal collapse, the priority was to suppress lingering rebellions and dissent, to reward the loyalist constituencies that had contributed to victory, and to extract the capital, resources, and labour that would pay for reconstruction.

In the post-constitutional state the UDF controlled matters pertaining to defence and security, the N&H Party exercised control over the administration of surviving national-level civil institutions and the participation of individual subjects in society, and the Benacian Directorate of the ESB Group established the network of "residencies" through which resources for export would be extracted and the bailiwicks of Elwynn "farmed" for revenue according to assessed liabilities - including contributions towards reparation payments.

The prevailing philosophy is that those institutions and individuals which possess power will exercise it, and that further subordinate institutions and laws which arise from the exercise of power will do so organically. Conflicts between these institutions will define and delineate the extent of those powers and the fields in which they can be exercised, and by whom. The system anticipates its eventual ossification and demise, as institutions become hidebound and process driven and thereby unable to sustain themselves against internal and external competitors. The Humanist ideology seeks to embed its cadres within the perpetual cycle of conflict, destruction, and renewal, thereby ensuring that whatever the next iteration of the ruling oligarchy may be it will continue to work towards the Human Supremacy for so long as the nation endures.

Whilst remaining sovereign, significant aspects of defence, security, economic, and foreign policy were coordinated through the evolving Benacian Union where the Congress of Chryse had also transitioned from being a temporary deliberative body charged with empowering the High Presidium of the Benacian Union into a permanent institution in its own right.

Reconstituted as a realm of the Benacian Union in 1703 AN, Elluenuueq is subject to the Charter of the Benacian Union and the Union Covenant, these forming the sole constitutional documents now applicable to the realm. Such authorities as exist and survive within the realm, do so on the sufferance of the Benacian Union and its patrons - the Honourable Company, the Nationalist and Humanist Party, and the Raspur Pact. Since 1698 AN four-hundred and seventy-seven separate petitioners for a constitutional document or fundamental law have been executed by impalement. Since 1704 AN petitioners have been given a tour of the bailiwick of Babran and directed to turn their attention towards the monument to Kaspar Soleimân around which the deceased have been staked out. The more fortunate latter-day petitioners are then invited to depart, and to contemplate all that they have been shown.

The Civil Executive is the governing authority with responsibility for the administration of the whole Realm of Elluenuueq.

Governorates

Elluenuueq is divided into five governorates: Central, Mishalacia, Absentien, East, and Leng. The last three are grouped under the Circuit of the General Government, which is a special supervisory regime established as a consequence of the rebellion of those northern territories during the civil war. The Central Governorate extends from Alalehzamin in the south to the Automaticas in the far north, occupying swathes of Vattnaland and the Upper Elwynn in such a way as to the formerly rebellious northern realms the advantage of contiguous territories.

Although official discrimination and reprisals against the northerners had ended by 1712 AN, it remained clearly apparent that Mishalacia and the loyalist bailiwicks of the Central Governorate enjoyed preference in the eyes of the civil executive. Mishalacia and the bailiwicks along the course of the Blue Elwynn retained the surviving concentrations of Elwynnese heavy industry, and Ardashirshahr, as the capital of the realm, remained the paramount metropolis and the centre of most domestic economic activity. In contrast, the governorates under the General Government were still treated as being little more than resource extraction zones. The Amokolian-speaking population of Absentien remained sorely persecuted, expelled from the cities and obliged to register under a half-dozen impoverished and squabbling clans spread out across the dismal northern boreal forests. Whilst the Elw may not longer fear destruction as a non-compliant population, it is clear that the legacy of their rebellion weighed heavily upon them throughout the early decades of the eighteenth century after Norton. In consequence, the Elw were poorly represented in the upper cadres of the Nationalist and Humanist Party, at least when compared to the Babkhi and Norse amongst others. This seeming cap on the numbers of Elw permitted into senior positions of authority all but excludes them from public administration at the governorate level within the realm. The suspicion abided long afterwards that being born an Elw, counted heavily against an individual in the metrics of both the Benacian Censorate and the Guild of the Sacred Carnifices.

Bailiwicks

At a practical level therefore, the historic bailiwicks of Elwynn, less those reclaimed by the Sovereign Confederation or lost to the Cult of the Sacred Detonation, are run as self-governing municipal corporations controlled by the Court of Aldermen. A bailiwick in the Benacian Union is the lowest level of subdivision in any form of meaningful administrative relationship with the levels (Circuit > Governorate > Realm > Union-State) set above it. As a municipal corporation it meets the various needs of the populace whilst fulfilling the requisitions for manpower and resources, as well as for financial contributions, levied upon it by higher authority.

The full title of the municipal corporation is always thus:

The Worshipful Municipal Corporation of the Aldermen of the Bailiwick of [insert name], Guarantors of its Ancient Liberties

For the sake of brevity this may be shortened to the Bailiwick of [insert name] after the first usage of the full title. Similarly when discussing the governance of the bailiwick, the Worshipful Municipal Corporation may be shortened to the Corporation after the first instance.

Court of Aldermen

The Aldermen of the bailiwick comprise of the representatives of the chapters of the guilds resident in the bailiwick. This may include all recognised guilds established by ancient custom and usage, but must always include those guilds represented in the Chamber of Guilds and Corporations in Chryse. Also included are those appointed to represent higher authority in the bailiwick. Those who are to be considered aldermen and entitled to sit on the Court of Aldermen therefore include:

  • The Bailiff of the Bailiwick, appointed by the Governor of the Governorate with jurisdiction;
  • A Tribune, appointed by the Worshipful Guild of the Sacred Carnifices;
  • A Commander of Cudgels, appointed by the Corps of the Gentlemen-at-Cudgels;
  • The President of the Worshipful Municipal Corporation of Aldermen of the Bailiwick (elected by the guilds);
  • An Intendent of Cargo & Customs, appointed by the Benacian Directorate of the Honourable Company in those bailiwicks without a ESB Resident or Deputy Resident in place;
  • The Censor, appointed by the Benacian Censorate, keeps registers of subjects and guild members, their service, their year cohorts, and their eligibility;
  • A Fiþnan (captain) of the Benacian Union Defence Force appointed as liaison, usually a reservist or retiree in bailiwicks that do not host a bailiwick, responsible for maintaining and raising a militia (minimum 1% of the adult male population of the bailiwick) in times of war or emergency;
  • Masters of the Chapters of the Guilds present within the bailiwick (elected by their members, and the liveried companies of the bailiwick);
  • A Draconarius (Golsapbir) of the N&H Regional Sector Party, appointed by the N&H Regional Sector Party to be responsible for the discipline of the party cadre within the bailiwick;
  • A Vicar of the High Gods, appointed by the United Ecclesiastical Corporation of Benacia to ensure consistent spiritual conformity and harmony.

Infrastructure

Roads

The roads of Elluenuueq had traditionally been neglected ancestral byways, and the thoroughs worn into the land by the centuries worth of passing herds, tribes of indigent peddlers, and the siege trains of innumerable feudal hosts. The sole metalled road of any consequence had been the Trunk Road leading from Ardashirshahr to Islus, and thence up to Eliria, but the point of that had been lost with the destruction of the last two of those three cities in the Second Elwynnese Civil War. The notoriously poor condition of the roads had been a contributory factor to the tediously slow progress of the opposing armies during the civil war, which had struggled to keep their own forces supplied whilst relying upon those clogged and fraying arterial networks, let alone to organise a swift and victorious advance.

The renaissance of the roads of Elluenuueq would begin, ironically enough, with the abrupt decision of Adam al-Osman in the third month of 1708 AN to commence with the destruction of the realm's own decaying railway network.

Railway

In former times Elluenuueq was claimed to possess an extensive high-speed magnetic levitation railway system. The magnetic levitation tracks were purportedly parallel to the original railway tracks which are also used, mainly for local mass-transit, freight, and for exclusive chartered railway (like the Orient Express before relations soured between Elluenuueq and the then West Amokolia).

It should be noted that, owing to the civil war and the destruction arising thereof, the maglev services formerly provided were suspended indefinitely in Amokolia and Upper Elwynn at the termination of the conflict. Priority access to the legacy Imperial-era railway network was given to the Union Defence Force and later the Benacian Union Defence Force, personnel and equipment assigned to reconstruction duties, and the requirements of heavy industry and agriculture. With much of the rolling stock and network outright destroyed or rendered inoperable as a result of the Scouring, the existing railway network, taken into public ownership as of 1697 AN, is overburdened and as a consequence services are frequently late, cancelled, or overloaded when they do arrive.

In the third month of 1708 AN the order was given that all existing railway tracks and infrastructure was to be uprooted, demolished, and sold for scrap. Work parties of the Benacian Labour Reserve, commencing from Ardashirshahr were to radiate outwards from the capital of the realm, along the course of the railways and to erase all trace of their existence.

Such locomotive engines as had survived the civil war were to be broken up for the resale value of their scrapped metals, whilst the carriages and rolling stock were to be burnt under the supervision of the Corps of the Gentlemen-at-Cudgels. Former railwaymen were to be branded, placed under the discipline of the Guild of Dunporters and sent out into the fields of Alalehzamin to work as auctionable agricultural labourers for the tenant farmers of the bailiwicks there.

The attempted destruction of the railways, focused primarily in the old region of Alalehzamin, occasioned much protest and open speculation within the regime as to the sanity of the Szodan. This doubtful and resentment-laden dissent was hardly lessened by the news, promulgated later in the same year of 1708 AN, that rails for cargo transport would be housed in the central partitions of the guarded roads that would be the sole means of lawful travel permitted for meritorious subjects passing over the bounds between the bailiwicks that would henceforth be fenced and guarded.

Faced by widespread resistance, a wave of strikes and industrial actions matching only those seen in the immediate aftermath of the Scouring, and the unmitigated fury of the Chamber of Guilds and Corporations at the self-inflicted disrupted to a vital link in the supply-chains of the Benacian Union, the fate of Adam al-Osman was sealed by the Congress of Chryse which obliged him to depart into exile at Teldrin in 1709 AN.

Air

Air travel was once very common, especially in freight. Freight by air having been exclusively conducted through airships, while passengers generally travelled by aeroplane for speedier travel.

With the destruction of Eliria, Glenfiddich, Kingsgate, Islus, Tephal, and Vijayanagara during the course of a single day, known ever after as the Scouring (20.XIV.1695 AN), the air transportation network of Elluenuueq, already disrupted by the Second Elwynnese Civil War, collapsed overnight. As of the year 1697 AN no plans to reactive civil aviation exist, being a lower priority than reconstruction work and the needs of the Benacian Union Defence Force.

As of 1717 AN, the airspace of the realm remained closed to international aviation, as well as domestic commercial aviation. Flights operated by the BUDF, as well as chartered services operated by the Honourable Company for the Civil Executive, N&H, and the United Ecclesiastical Corporation of Benacia, are permissible to Ardashirshahr and Araxion from Chryse and Merensk, but must follow pre-approved flight plans along aviation corridors designated by Benacia Command. Deviation from an approved flight plan can result in an aircraft being engaged and brought down by interceptors or ground based air defence networks without prior warning.

In most instances, it remained safer to take the train.

Electricity

Elwynn (with the exception of Normark, Leng) is part of, and a net contributor to, the Unified Power System of Benacia. Normark has its own power grid; local communities in Leng provide electricity for their installations and residents in ways best suited to the local environment, generally through petroleum and lithium cells (in winter) and solar power (in summer). Hydro-electric and natural gas power-stations predominate in Alalehzamin whilst thermal energy (obtained via boreholes) mark the contribution of Upper Elwynn.

Significant damage was inflicted upon the hydroelectrical infrastructure of the East Elwynn River during the Scouring of 20.XIV.1695, which saw the destruction of Eliria, Kingsgate, and Islus. The subsequent abandonment of Zoroaster owing to fallout, meant that many of the dams and sluices into which energy generating turbines had been installed, had first to be made safe by remediation crews before engineers could conduct damage assessments, structural surveys, and commence the repair works urgently needed to bring these sites back to full operating capacity.

Economy

Elluennuueq is a member of the Raspur Pact. As such, it is part of a zone of free movement of capital, goods and workers with its member states. However, owing to the internal passport and security requirements of the Benacian Union, only meritorious subjects and foreign nationals from Pact member states are permitted the liberty to apply to benefit from the exercise of these rights.

Elwynn was formerly dominated by three main companies – the ESB Group, the Iron Company and the Anzarolexion (the latter one mainly in banking, obligations, investment and insurances). These companies, regarding one another as mortal enemies, create good ground for competition. Furthermore, especially in northern Elwynn, there is a culture of small companies, start-ups, one-person companies in the services, consulting and construction sectors. It is relatively easy for any person to set up a joint-stock company, and most companies in Elwynn are incorporated in this form, though others exist. Such others are mainly in the form of foundations (such as the People's Academy of Elwynn) or cooperative ownership. Cooperative ownerships are most common in the manufacturing and agricultural sectors, where former communist-run were privatized at the end of communism during the reign of Prince Jonathan (1618–1623). Many of these, however, have converted into joint-stock companies as they have a reputation of being more profitable and easier to run. The fall of the Iron Company has however created a new space in the marketplace for independent operators ambitious enough to go up against the Honourable Company and Anzarolexion.

The economy of Elwynn was devastated in the twenty years following the Auspicious Occasion. The civil wars, lasting with little periods of peace 1660–1669, took their toll. However, the Vanic government's insistence of putting its paws everywhere meant that there existed a considerable paper trail for all legal persons, holdings, and deeds of titile. This meant that when reconstruction began in the late 1660s, there was cause for little dispute over such information. The civil wars did, however, cause destruction of infrastructure, agriculture, factories, as well as bombings of large areas of cities. Many people became jobless, homeless or both, with authorities struggling to find quick housing. As such, many suburbs in areas ravished by the civil war have a similar style of simple, cheap architecture.

During the Vanic era, Elwynn's economy was dominated by funds pumped in from Stormark and the Stormark-owned company Sameinaða Erlendur Kaupsýsla Einokun Félagið (SEKEF). SEKEF held a monopoly on trade between Stormark and any other jurisdictions, and with regard to the Froyalanish financial status during this era, SEKEF was the richest company in Elwynn during this time. Its assets in Elwynn, and across Shireroth, were seized during the Auspicious Occasion and set into a fund held by the Imperial Government which was used for reconstruction in Elwynn in 1651–1660 and 1669–1671 (halted by the Elwynnese civil wars). After the independence and reunification of Elwynn in 1672, this fund has been frozen and is under dispute between the Elwynnese and Shirerithian governments. The matter is under negotiation, as Elwynn also seized all imperial-held infrastructure and assets in Elwynn during the struggle for independence.

Guilds and Corporations

The five historic guilds of Elwynn, codified during the era of the Coordinated State were as follows:

  1. The Guild of Dunporters represents the cleaners, the diggers and the toilers who remove the nightsoil of our Common Weal. They are also responsible for the spreading of the night soil in the fields and for this reason we count the constituency of yeoman-farmers and country folk amongst them.
  2. The Guild of Artisans comprises the craftsmen responsible for the manufacture of the products necessary for the functioning of our society and trade.
  3. The Guild of Artificers are those craftsmen of exceeding quality and skill whose hand has turned to the creation of luxury goods, adding value to the products of the artisans for the benefit of the export market.
  4. The Guild of Factors is the home of all merchants charged with the export of finished goods and the import of raw materials for those finished goods where insufficient quantities are available at home as well as nominal monies for those finished goods.
  5. The Guild of Aldermen, comprises the fifty most able individuals in each Ward, chosen by competitive examination before the ward’s highest governing office under which the Worshipful Corporation is established.

Of these, the Guild of Factors gained representation on the Chamber of Guilds and Corporations, a legislative body subordinate to the Congress of Chryse that handles matters of an administrative and technical nature beneath the notice of the High Presidium of the Benacian Union or the Congress. Alongside the Guild of Factors in the Chamber sits the Guild of Academicians, the Guild of the Lotus, and the Guild of Magisters-Carnifex.

Any corporate body, or organisation, that wishes to operate in any capacity in the Elwynnese economy must apply for and receive a charter and livery from a guild. For an application to be considered valid, the Guild must have received the submission and rendered tribute of the supplicant entity. Each admission is a bespoke process where the negotiations commence upon the exchange of pleasantries, gifts, and hostages. A liveried company, once it is registered with the Heralds, is thereafter subject to the rule of the Chapter of the Guild to which it is affiliated in the bailiwick where it has its primary headquarters and registered premises. In return for this submission the liveried company receives the protection and patronage of the Guild, as well as assurance against misfortune offered the system of insurance maintained through the payment of annual capitulation fees.

It should be noted that the above obligations do not apply to the corporations founded by the victors in the Second Elwynnese Civil War, or their subsidiaries, that have attained representation on the Chamber of Guilds and Corporations, these being:

Currency

Upon independence, Elwynn quickly began using the natopo as its currency, citing the instability of the Shirerithian erb at that time. This was, and remains, a stable currency. However, being bound to a currency union (which the natopo de facto is) means that Elwynn could not control its own inflation rate, set its own central bank interest rates, and so on. As such, the Nationalist and Humanist government set up the mark in 1686. The natopo and the mark would coexist until 1.1.1688 when the mark became the only legal tender in Elwynn. The value of the mark was set to be based on a complicated formula of a basket of currencies and then divided so that one mark would be roughly the average item in a shopping basket consisting of a litre of cow milk, half a litre of camel milk, a loaf of plain bread, a kilogram of potatoes, a kilogram of rye flour, a kilogram of wheat flour, and a kilogram of white rice. Prices were fixed artificially high in Amokolia and Upper Elwynn so as to discourage excess consumption in the aftermath of the Second Elwynnese Civil War. With prices fluctuating, and supply and demand fluctuating too, average prices for these items across the autonomous countries were on 2.I.1699 as follows (including taxes):

With the formation of the Benacian Union in 1698 AN, the Benacian sovereign, and derivations thereof, is also accepted as legal tender in the continental portions of the country, excluding Normark and Station Kaamiozyr. Beginning in the eleventh month of 1703 AN all holdings in marks were converted to the Benacian sovereign at a rate of 1 mark to 7 chits. The process of transferral was scheduled to be completed by 24.V.1704 AN.

Wage

During the era of the Second Republic each autonomous country set a minimum hourly wage for work. Following the Second Elwynnese Civil War the minimum wage was standardised across the Benacian autonomous states at 8.50 per hour coinciding with the abolition of all social benefit payments and the mobilisation of the populace for reconstruction work. The received minimum wage payment was reduced in Amokolia and Upper Elwynn to 4.00 per hour beginning in 1699 AN as part of a series of reprisals carried out against the bailiwicks of those states for their failure to meet post-war targets for reconstruction work and reparation payments.

In 1701 AN the minimum wage in Alalehzamin, Mishalacia, and the Sovereign Confederation was slashed to 6 marks per hour in an effort to reduce expenditure on imported goods by lowering incomes. As guild pay scales were constructed through a grade/specialism weighted system of multiplication based upon the minimum hourly rate, the effect of this sudden change reverberated through the economy.

With the removal of the mark from circulation in 1704 AN, following the switch over to the Benacian sovereign, all minimum wage provisions were abandoned in favour of industry sector agreements imposed by the Chamber of Guilds and Corporations.

Central Governorate

Alalehzamin and Utasia have long been known as the breadbasket of Elwynn – and this remains true to present day. The River Elwynn provides irrigation across the fertile grounds of West Alalehzamin and Utasia. South-East Alalehzamin, closer to Shirekeep, is more polluted. The Elwynnese Cold Desert is found in this area, too. The desert is not bad for the economy though, as mining is fruitful here. Cheap labour from willing Babkhis helps too, especially since unionization is low in this part of the country.

With mining comes refinery – and note that the refineries of Alalehzamin have different niches from the ones of Upper Elwynn (the Upper Elwynnese import raw metal for refining which is then either exported (at profit) or used in the local economy there), while the refineries of Alalehzamin feed the heavy industry of Alalehzamin.

Furthermore, the Alalehzamini region not only provided food for all Elwynnese, but also energy. Thanks to the West Elwynn Dam, located outside Ardashirshahr, provides 25–40% (depending on years and water flow) of the Elwynnese electrical needs (the rest is covered by other dams along the Elwynn, mainly in Alalehzamin and Utasia, and by nuclear power; some oil, mainly imported from Sanama and natural gas from the North also contribute to the electric grid). Under the Unified Power System of Benacia energy generated via hydroelectricity in the AAR is exported to the metropolis of Shirekeep and to the UGB industrial complexes in Mishagrad and Gloomburg. Negotiations concerning a revenue sharing agreement between the Governorate of Transelwynn (west bank) and the AAR (east bank) are in their preliminary phase, with the AAR being opposed to a significant division on account of the hydroelectric power plants being situated on the east bank above Ardashirshahr.


General Government

Absentien

The Amokolian economy is quite geographically divided. The far east of Amokolia, as well as the Amokolian Islands, is more or less inter-linked with the Upper Elwynnese economy and follows the trends from its eastern neighbour. The former West Amokolia is different – having been outside the Elwynnese entity for decades before its reunification following the downfall of the Frankish regime. Here, the economy is focused on small-scale manufacturing, some agriculture, fishery, but mainly the economy is dependent on the large forests of West Amokolia. Timber is the main produce here, with companies existing for various niches of wood: construction, paper, book-binding, printing, insulation, furniture, carpentry.

The supply situation in Absentien is considered presently, as of XIV.1709 AN, to be quite irregular. The partial dismantling of the rail network in the Alalehzamin region had a series of knock-on effects for the logistics chain extending westwards into the former Amokolian mainland. Combined with this was the most serious crop failure in the northern lattitudes of the realm since the famines immediately following the the Scouring. Indeed, the crop failure was so serious that the realm was obliged to purchase bulk consignments of wheat from Ransenar and Arboria. Owing to the prioritisation of industrial workers in the Central Governorate and Mishalan, the Absentien subjects had to make do with receiving whatever was leftover.

Most varieties of white bread were only obtainable on the Higher Government & Guild Service Ration, available only to Government, Guild, Political, and Corporate management cadres - regimental officers or above, or else purchasable in restaurants maintained for foreign visitors from the Honourable Company or Raspur Pact in the major urban bailiwicks. Ordinary subjects, even meritorious ones in receipt of the Field & Industrial Service Ration or Government & the Guild Service Ration would have a choice between black rye bread or a bread that whilst labelled as "white" was adulterated in colour, texture, and taste on account of the wheat flour being adulterated with a substitute form of flour made from varying mixtures of beans, corn meal, oatmeal and peas. The supply chain situation also affected the availability of other staple foods; barley, buckwheat, pasta, rice, and similar grain products disappeared from guild commissariat stores completely. The availability of meat was also severely reduced, with attempts by officials to substitute bags of powdered mealworm for the specified meat rations meant to be dispensed from the Halls of Allocation and Appropriation resulting in rioting across several bailiwicks. In some remote rural districts, especially in bailiwicks without a BUDF garrison or guild affiliated industrial enterprise, black bread might be all that was available for months at a time, particularly in the lean months when all the local produce which had been hidden away by the more crafty and enterprising of the tenant farmers had been exhausted.


East

Prior to the Second Elwynnese Civil War the Upper Elwynnese economy was largely focused on four sectors: industry, finance, service, and energy. Tourism, fishery, and forestry played a limited, but in certain areas, significant role in the economy.

Industry in Upper Elwynn was for the most part restricted to refining raw metal to fine metal. Elwynnese harbours played an important role in securing transport. The destruction of Eliria and Vijayanagara during the Scouring, an orbital bombardment and limited nuclear exchange which occurred over the course of one day in the final months of the war, was instrumental in the collapse of much of this metallurgical heavy industry. Surviving industrial plant, salvaged from the irradiated dead-zones or else captured intact in other cities following the collapse of the rebel cause, had been for the most part dismantled and shipped to the Unified Governorates of Benacia during 1696 AN1697 AN as part of repayments made to service the war debts incurred by Elwynn for the rebellion against the Raspur Pact.

In terms of energy, Upper Elwynn once housed nuclear power stations of good quality; however these were heavily damaged during the Pact's strategic bombing campaign against the infrastructure of Upper Elwynn. Following a criticality incident in Araxion following one such raid, it was deemed prudent to hurriedly decommission the remaining nuclear reactors. The nuclear energy infrastructure of Upper Elwynn was subsequently sought and dismantled as part of the reparation payments demanded by Benacia Command from the rebel bailiwicks at the conclusion of the war. This has left Upper Elwynn, formerly a net energy producer, dependent upon the Unified Power System of Benacia for its energy needs, these being strictly rationed to prioritise reconstruction work and those forms of economic activity deemed most useful for advancing the payment of reparations. Where Upper Elwynn (and the Amokolian islands) is still able to make a contribution to the Benacian energy mix, is in the realm of thermal energy (from the hotspots under the ground). This has historically been important for ensuring the habitability of many Upper Elwynnese cities in the inhospitable Boreal regions.

Upper Elwynn, especially the Greater Eliria area, was once the financial centre of Elwynn. Banks, insurance companies, financiers, and so on, had their headquarters in Upper Elwynn – largely thanks to no-nonsense regulations and belief in the rule of law. Thrice, this belief has been placed in doubt, the first two occasions involving Verionist businesses, the Iron Company and the Coldwater Company – with Verionism gone, confidence in the Elwynnese market has recovered, with great yields to shareholders in Upper Elwynn ensuing. The final time however, which saw the Ayreonist inspired effort at secession which gave rise to the second civil war, resulted in an unprecedented capital flight, as it became clear that the rebel government was attempting to detach itself from the economic and political structures of the Raspur Pact and subsequently saw the physical destruction of the infrastructure that has sustained the financial sector, along with the greater part of Eliria itself. As such, it may be said, that the financial services sector for which Upper Elwynn was once so justly famous, has literally been burnt away.

Taxpayer funded health-care, once considered by many in Upper Elwynn to be less a benefit than a right, was abolished as one of the many efficiencies demanded to cover the cost of reparation payments to Alalehzamin and the Sovereign Confederation for damages inflicted during the war.

Mishalan Governorate

In Mishalacia, salaries are lower comparatively speaking to the rest of Elwynn (but higher than in the neighbouring UGB). As such, Mishalacian economy is well suited for manufacturing of various machineries and products, in spite of losing the majority of the heavy armaments industry located along the Blue Elwynn to the Central Governorate after the civil war. However, the Mishalacian economy has also a significant agricultural sector and a large forestry sector.

The cost of doing business in Elwynn

For a foreign (non-Benacian Union) business to operate in Elwynnese territory it is considered a minimum requirement that the entity form a subsidiary domiciled in Elwynn that is under the majority ownership (51%) of a named Elwynnese subject, and which accordingly undertake to submit to an appropriate guild in return for a charter and livery.

Because of its privileged position in the Elwynnese economy, the Honourable Company acts as the protector of Ransenari companies operating in Elwynn, at no cost to those companies, as a gesture of goodwill to the Kingdom for the protection afforded in turn to Honourable Company's cantonment in Teldrin. The ESB writ also safeguards the investments of Constancian and Alexandrian enterprises.

While Elwynn remains a party to the Raspur Pact, and other free trade agreements, foreign companies were strongly encouraged to enter into a favourable protective agreement with an Elwynnese corporation or guild so as to avoid the various bureaucratic and or unofficial barriers to entry.

Culture

Elwynn has been a diverse country, although efforts to correct this are ongoing. The national identity was once based on a civic Elwynnese identity that was enjoined with one's ethnic and/or regional identity. The largest ethnic groups are the Elw and Babkhi (plurality in the north and the south respectively) with other significant groups being the Tapferites, Amokolians, Farewellish, Norse, Hyperboreans, Cimmerians, etc. However, people's regional identity, regardless of actual ethnic identity, were also once a uniting measure. Cape Farewellers, for example, whether Elw or Farewellish or Amokolians, etc, had a strong sense of being Cape Farewellers, based on the area's particular culture, history, climate, and stories.

Many people also had several ethno-liguistic identities due to intermarriage and cultural appropriation, but they were ultimately forced to make the fateful choice as to which identity they ultimately belonged, as the realm unravelled into civil war after the treachery of Amokolia, Upper Elwynn. Indeed it was a choice that would prove fatal for many.

Following the Auspicious Occasion of 1651 AN, the Froyalanish culture has wholly cleansed from Elluenuueq. Using, displaying or propagating material or immaterial objects of the Froyalanish culture was considered taboo and, after 1698 AN would the wrath of the authorities.

Guidance from the Commission for Coordination, issued via the Coordinating Offices of the Academy in 1691 AN, had stipulated that artists desiring patronage from official institutions should focus upon cultural works that encourage contentment, patriotism, piety and private happiness instead of "negatively adversarial" political engagement. In all forms of art realism was to be preferred over "those forms of abstraction that tend towards the obscuration of meaning and wilful degeneracy". Successful artists were those who achieved an aesthetic unity between a realistic rendering of the subject matter presented and also the universal message of satisfaction of a contented Elwdom, prosperous at home and triumphant abroad. The purpose of culture, in this sense therefore, was to encourage a deepening of community consciousness through a mix of music, art and performance.

All forms of cultural expression in Elluenuueq endured a long hiatus during which no official patronage was to be received on account of the war and the long bitter period of reconstruction that followed. It was ultimately not until late in the second decade of the eighteenth century after Norton that the subjects of Elluenuueq could gain the patronage of the Benacian Academy, the permission of the Benacian Censorate, and the forbearance of the Magisters-Carnifex, to the extent necessary for them to be permitted to once more engage in a meaningful way with the cultural life of the ascendant Benacian Union. But even in 1716 AN, twenty-years after the Scouring, it would be a brave artist who dared to speak of Elwdom having a cultural identity worthy of celebration, and a suicidal one who spoke in any way that suggested a desire for the restoration of an independent Elwynnese nation.

Roqpin

Roqpin refers to the two summer months in the Elw calendar, Araroqpin (IX, "old roqpin") and Elroqpin (X, "new roqpin"). The summer months are, especially in the Congressional Counties, Utasia, and the Northern Commonwealth, a period where society more or less closes down. Factories go on low, agriculture (while generally automated) is in growth awaiting the harvest after the end of Roqpin, schools are closed, many workplaces close. The Roqpin months are characterized by rest, pleasure, and going out in nature. Different social mores apply to the Roqpin months than the rest of the year. This is exemplified by sexual promiscuity, recreational drug use, extraversion (Elw people are generally introverted in their culture for the rest of the year), and the abandonment of cares. Many people go to the countryside to special camps where there is no modernity. Although this tradition is originally Elw in origin, predating the Shirerithian and Treesian days, it is observed by many non-Elw Elwynnese, particularly the Tapferites, the various Norse groups (the Froyalaners, when part of society, being a noticeable exception). It is observed, in a less intense form, by Amokolians in Elwynnese Amokolia. It is generally not observed by the Babkhi community. The Babkhi community, however, takes part of it by a flood of summer workers to hospitals, farms, factories, infrastructure placements, etc, giving a boost to the Babkhi economy.

The old literature

Elwynnese literature was rich and diverse. The main languages of publication were Istvanistani, Elw and Babkhi. Elwynnese-published books were generally translated to these languages by routine, while translations to Amokolian, Norse and other Elwynnese language were rarer.

The Book of Orchids, although written in Treesia, was a collection of narratives which detail the Creation of the Universe and the History of the World focusing, aside from some mention of Treesian and Micran heroes, on the Treesian Gods and other supernatural beings of the Treesian Unorthodox faith. In Elwynn, an especial focus was on the relationship between Goddess Elwynn and her twin brother Lest. In Elwynn, the Book of the Orchids became considered by a broad constituency within the Elwynnese Nation to be authentically and eternally Elwynnese – in spite of there being no shortage of evidence to the contrary. It was one of the ancient writings which provided the Elwynnese Nation with a common, overarching culture for the quite disparate country, and therefore became an inherent part of the Elwynnese cultural canon in the brief second period of Elwynnese independence (1672 AN1703 AN.

In the field of fiction, famous Elwynnese authors included Soreaa Isurui and Rai Avon-El. Further, authors in popular science and history include Irijah Prosper Arturion and Ander Avon-El.

The era of a genuine "Elwynnese" body of literature came to end with the Second Elwynnese Civil War (1692 AN1696 AN). So many works, once near universally acclaimed, were consigned to the bonfires for their part in stimulating the growth of that Ayreonist treason which had born the poisonous fruits of rebellion which had been so nearly fatal to the nation as a whole. The Magisters-Carnifex, assisted enthusiastically by the censors, the cudgellers, and the ever-vigilant eyes of Panopitcon, continue their work of uprooting the last vestiges of that literary corpus which had proved so harmful to the common-weal of the realm.

Religion

Mass media

Films and programmes for viewing via the Benacian Data Network, were commissioned under the Second era of Coordination, proclaimed after the second election victory of Kamilla Winther in 1691 AN, so as to give preference to those which promoted cosiness, peace of mind, and a sense of belonging and well-being springing from social acceptance. The media of Kalgachia was held up as an example of indoctrination through jollity that ought rightly to be emulated. With the result that out of work Kalgachi actresses, scriptwriters, crew hands, and directors, found themselves assiduously courted by Elwynnese production companies seeking to procure their talents.

The entertainments industry was widely disrupted by the Second Elwynnese Civil War. As normalcy gradually resumed, the media landscape in Elluenuueq came to be dominated by the studio system of the Guild of the Lotus.

Froyalanish television

During the Vanic era, Froyalanish-produced television series were made popular among the Elwynnese population. Although the popularity was not, as the Vanic elite intended, to stimulate a sense of adoration for King Noah and the Vanic revisionism of Elwynnese history, they became popular, especially among the youth of the nation, for their perceived tackiness.

Elwynn is divided into a circuit of three governorates subordinate to the General Government, the Mishalan Governorate, and the directly administered Central Governorate. The governorates are further subdivided into bailiwicks.

Demographics

The population of the Elwynnese Republic is, as of the Census of 1679, 99,805,325 inhabitants (up from 87,678,127 persons in the Census of 1672). Before the Auspicious Occasion in 1651, King Noah's government in Elwynn divided up the population in what was called the Twelve Peoples of Elwynn. This division was, according to scholars after the fall of the Vanic state, made in order to weaken Elwdom by encouraging the minority population groups within the Elwynnese Nation to privilege their own identities over that of the prevailing national culture. In so doing, the Elwynnese monarchy, an instrument of the disguised occupation of Elwynn by Stormark, was able to advance its own cultural practices and belief systems. After the Auspicious Occasion, despite the many problems facing Elwynn in terms of civil wars, economic mismanagement, food and fuel shortages, and civil unrest, the people of Elwynn began uniting as an Elwynnese nation, not divided up in distinct ethnicities, but having fluid identities. The transitional government, established during the Kalirion Fracture and basing its data from the governments of the now defunct duchy of Akordionnyr and the Northern Reaches, decided not to collect any data on ethnic or cultural identities, but rather only linguistic, in order to provide appropriate social services.

The Alalehzamini Autonomous Republic meanwhile decided to collect full details of their citizens ethnic, cultural, religious, and political identities as full-spectrum information awareness was a key tenet of the AAR's governing ideology.

The cataclysm of the Second Elwynnese Civil War made the repopulation of Upper Elwynn and Amokolia a priority for the Benacian Union, almost on a par with the collective punishment of the former rebel population and the exacting of reparations from the conquered bailiwicks of the north. Accordingly most forms of abortion were prohibited in the aftermath of the conflict.

During 1700 AN and 1701 AN the Guild of Magisters-Carnifex detained and interrogated a sample of the unmarried youths living in Elwynnese cities between the ages of 18 and 26. It found that 44% of its female respondents did not intend to get married, with a sizeable 25% of the survey's male respondents answering likewise. In consequence, the Congress of Chryse prepared the 1701 Edict on Family Planning which increased the fines associated with individuals who remained childless past the age of 30, via an escalation factor, and introduced a blanket prohibition on the sale and distribution of contraceptives in rural bailiwicks so as to offset the inherent decadence and dysfunction of the urban population centres.

As a subject realm of the Benacian Union the officially sanctioned languages of Elluenuueq are Army Crandish, Babkhi, Elw, Istvanistani and Praeta, with the last two being the official administrative languages of the Benacian Union. Agnesian, Ashkenatzi, Mishalanese, Norse, Suthric, Tapferite, and Wintergleamish are also tolerated and permitted for use in private and commercial settings.

Of the other languages not otherwise permitted or authorised for use in the realm of Elluenuueq, the expressly prohibited languages include Cimmerian, Elfinshi, Frankish, Kadhamic, Kalasperin, and North Amokolian.

Whilst Lengish was not formally prohibited, there being no Leng-born subjects available to interrogate at the time of the drafting of the relevant edicts in 1699 AN, the entire indigenous culture of Elwynnese Leng is suspected to be tainted with daemonic influence. As such the whole culture is likely to be exterminated in the near future, rendering the classification of its language a moot point.
