The economy of the Unified Governorates of Benacia is a mixed agrarian-industrial system that emphasised production for the purpose of meeting the needs of Benacia Command and the Black Legions for food, fuel, weaponry and munitions. To achieve this the consumer sector was deliberately suppressed outside of a few key cities, such as Merensk, and the service sector similarly curbed - confined to special projects such as the financial hub of Port Benacia.

History

The economy of the UGB was founded upon the ruins of the Economy of Shireroth in those areas that came under the direct sway of the Black Legions, and thereby Benacia Command, following the Kalirion Fracture of 1671 AN.

Most aspects of the economy came under the purview of the Commissioner of Works following the Assertion of Right (Directive 1671 D7 004), the means whereby Benacia Command had taken for itself the title to all resources, be they animal, vegetable, or mineral, to be found within the territories directly administered through the UGB. The Commissioner of Works, a member of the Civil Executive, was in turn subordinated to the Command Executive of Benacia Command through the Political Directorate. Within the Political Directorate the Military-Industrial Relations Bureau had primary responsibility for ensuring that the requirements set by the Command Executive were met by the economic resources of the Unified Governorates. The Territorial Administration Bureau, another branch of the Political Directorate, oversaw the distribution of licences for resource extraction and exploitation, in a bureaucratic process that entailed the obtaining of triplicate permits from the bureau, the Commissioner of Works, and the ruling governor of the territorial governorate in the region wherein the works would take place.

Excluding the manpower drafted for the Black Legions, the primary split of the workforce by sector in 1685 AN was Primary (agriculture, forestry, fisheries, and livestock) 34%, Secondary (including construction, transport and communication) 48%, and Tertiary (including trade, finance, health, education, science and administration) 18%.

Currency

In common with most former Shirerithian Vulture States, the UGB adopted the Natopian natopo shortly after independence due to the collapse of the Shirerithian Erb. This helped stabilise the economy during the early years. However, in common with its southern Benacian counterpart Sanama, the UGB found its monetary policy being ultimately constrained by the Natopian control of the the money supply. Accordingly the Command Executive of Benacia Command resolved to adopt a new national currency. Beginning in 1682 the Natopian natopo was supplemented by the Benacian Sovereign as the official, government issued, currency of the UGB.
