A Decree from Her Imperial Highness

Salome, through the intercessions of Divine Providence, Duchess of Brookshire,

announcing that,

  1. The Imperial Circles are directed to choose representatives from among their population to convene at Maltenstein as The Kehl. Each Circle will send:
    (a) 24 persons of noble stock,
    (b) 12 persons of merit from the burghs, and
    (c) 12 persons of merit from the hinterlands.
  2. Each person sent will swear oaths to Our person before they may be seated in the Kehl.
  3. We shall open the Kehl on the first of the sixth month of this year.
  4. The Kehl is asked to resolve three questions, to be addressed in the following order:
    (a) To draft and approve rules to regulate the conduct and activities of the Kehl;
    (b) To select, from its membership, the rosters for three standing committees: to direct state affairs, to regulate economics affairs, and to judge legal affairs; and
    (c) To make directives regarding the proper activity of local government and advise Us on matters of state, to designate grantees and sign contracts to stimulate productivity across Our realm; and to review decisions from subordinating courts, respectively.
  5. Upon the conclusion of the first and second questions, the body of the Kehl shall go into recess. The three standing committees will establish courts, offices, and residences to support the sustained duties of their memberships during this recess.
  6. The body of the Kehl shall reconvene yearly to review and approve or contravene the decisions of the standing committees, to induct new members into the Kehl, and to update the rosters of the three standing committees as necessary for their continued operation.
