Drak-Modan was founded by [[Nathan II] as an attempt to salvage and protect Natopian investments on the Benacian continent during the turmoil of the Kalirion Fracture. Initially, Drak-Modan was founded as a monarchy with a government nearly copied off of the Natopian system. During the tumult of the Kalirion Fracture, the kingdom and its king were viewed very positively by the Drak-Modani, who witnessed the instability of other vulture states and the nearly constant war in the west. The might of the Natopian empire was used to secure and stabilize the former Lachmodan and to press claims to the So-Saran archipelago, which was also claimed by a short-lived independent Yardistan.

The kingdom was ruled by Natopian elites to make sure the new country aligned with Natopian and Raspur Pact interests. After the continent's political landscape settled, Natopia's patronage was no longer seen as necessary.

Over time, nativists began to resent foreign interference and slowly began to erode at the Natopians' popular mandate. The Bovinist Schism of 1676 forced Nathan II to abdicate in favor of his youngest son, thus ending the personal union between Natopia and Drak-Modan.

In 1679, Nathan II abdicated and his son John became King. Nathan's sister, Clara Sundara, was appointed as the Governor-General and became responsible for protecting her nephew, the new king, and resisting power grabs from the anti-Natopian parties in power in the legislature. Threatening to wield her nephew's veto power on almost all legislation, she worked with the Bagelcraticans in the Fury, a minority party, to secure greater powers for her own position in exchange for the chancellor being allowed to consolidate more power himself.

By the middle of 1679, the Bovic Kingdom had been transformed by amendments and repealed laws to such an extent that King John was left with no power whatsoever, and was ordered to return to Natopia by his father for his own protection. Clara and the Bagelcraticans pushed hard for a traditional lindstromist government, which appealed to the hardline conservatives in the majority of the legislature. The Bagelcraticans would only allow such a transformation of the government if Clara would serve as the Supreme Judge. On 13.VIII.1679, the Fury voted for sweeping constitutional and legal changes, transforming the Bovic Kingdom into the Bovic Republic, granting increased legislative powers to the Grand Chancellor, and reserving the powers of high justice for the Supreme Judge and making the judgeship a hereditary position to satisfy those who wished to maintain a genealogical link to kaiserial Line of Drak.

In 1682 a grassroots monarchist restoration movement began on the island of Nel Modan. The residents of Dracoheim claim to be ancestors of the Draconian diaspora that eventually settled on Yellow Island before splintering again in Ynnraile, and Smjorkyr. The movement attracted Draconian activists from across the diaspora, from Hoffenheim, Natopia; Demonsfall, Sovereign Confederation; Smjorkyr, Elwynn; and the northern suburbs of Lindstrom, Natopia; all cities with a significant minority population of Draconians. Various attempts to create a nation-state for the Draconians have failed over the years and after the Drak-Modani Abdication Crisis removed the possibility of the Imperial Bloodline of Drak from ruling Drak-Modan, the Draconian people became angry at the loss of another potential homeland. The residents of Nel Modan organized a convention that asked island residents two questions. They voted 62% in favor of securing autonomous status within Drak-Modan and also voted 58% in favor of inviting John Hilding Waffel-Paine to become King of the Draconians and re-establish his royal court on the island to preserve and continue the Imperial Bloodline of Drak. The kingdom of Draconia was formally established in VI.1682.

In 1684 a grassroots Reintegration Campaign sprang up seemingly out of nowhere. Critics and pundits warned that the sudden organization and well-financed protests and advertisements pointed to foreign interference. The campaign had a single focus: to reintegrate Drak-Modan back into Shireroth as a Duchy under the nominal rule of the titular Duke of Modan and Dowager Imperial Consort, Nathan II.

Government

The new constitution creates a government modeled off of the old lindstromist governments of the early Natopian republics. The grand chancellor is elected by the legislature, The Fury. In addition to the Fury following the Chancellor's legislative agenda, the Chancellor may also rule by decree. A hereditary Supreme Judge holds the authority of high justice over all elected officials, including the grand chancellor, and may imprison, penalize, or execute any government official for "crimes of tyranny against the good of the people." The first Supreme Judge of Drak-Modan is Clara Sundara Waffel-Paine & Drak. A hereditary judge serving as head of state is one of the few Drak-Modani departures from fundamental lindstromism. It was decided to elevate the position of judge to that of head of state mostly out of pragmatism, to curry favor with Natopia, Clara's experience as Natopian chancellor, and to appease royalists, and Waffel-Paine sycophants.

The grand chancellor appoints various officials to administer the executive agencies of the government, including domestic affairs; foreign affairs; speaker of the Fury (Consul); religious affairs (ex offcio the current Otchim) and military affairs (Commander).

Demesnes

Drak-Modan is a unitary state, and local governments are devolved from the central government. There are four demesnes of the kingdom, Capeshire, Kizshire, Sehmlshire, and So-Sara. Capeshire, Kizshire, and Sehmlshire are subdivided from the former Shirerithian county of Lachmodan. Kizshire and Sehmlshire are named for the two Kaisers from the Line of Drak: Kaiseress Kizzy and Kaiser Sehml. There is one autonomous region, the Kingdom of Draconia.

Reasons for Independence

The rapid fracturing of the Duchy of Modan & Malarboria, a gift from Ayreon IV to Natopian Emperor Nathan II, prompted the Emperor to make a direct claim to the core territory of the duchy and areas of significance to both his family and Natopian history. The entire duchy split apart at its seams almost instantly: the RIB encroaching in the west, the Black Legion asserting control in Malarboria, Laqi revolutions in Amarr, and the sudden resurgence of Yardistan's thirst for annexation. The Duchy of Modan & Malarboria was thought to be a secure and personal investment in the prosperity of Shireroth, Natopia's longtime ally. Natopia had come to rely on Shireroth's military acumen and tradition. The sudden loss of almost all of the duchy, and the possibility of a dramatic or total reduction of Shirekeep's power, was a direct threat to Natopia's security and Nathan II saw the independence of Lachmodan and So-Sara as the only viable solution to maintaining the strength (or at least some semblance of it) of the Raspur Pact's military hegemony over the western hemisphere, which is the cornerstone of Natopia's defense strategy. Remnants of the ducal militia, under orders from the duke quickly secured population centers in Lachmodan, as Nathan II issued a public declaration in Drakorda calling for the peaceful and mutual independence of Drak-Modan from the rapidly fracturing Imperial Republic. The newly self-proclaimed King promised the residents of Lachmodan and So-Sara security and prosperity as a closely allied and supported state of Natopia. The islands of So-Sara are disputed with Yardistan.

Claims to Legitimacy

The government of the Bovic Kingdom of Drak-Modan was built off of the remnants of the ducal administration of the duchy of Modan & Malarboria. It derives the authority to govern from the duke being the last appointed Shirerithian duke to rule and Nathan II's status as Heir to the Line of Drak, a Shirerithian bloodline with two kaisers, Sehml and Kizzy, that claims descent from Loki I and ancestors in the So-Saran archipelago.

The Bovic Republic recognizes this heritage and celebrates it. Clara Waffel-Paine & Drak is a direct bloodline descendant of the Line of Drak and, as Supreme Judge, serves as the head of state of Drak-Modan. It is expected that Clara's eldest daughter, Lisa Waffel-Paine & Drak will succeed to the supreme judgeship creating a dynastic link and sidestepping John Hilding's royal claims.

Foreign Policy

The tense situation on Benacia has made foreign policy a top priority. Drak-Modan is still somewhat reliant upon support from Natopia, and in turn, is mostly aligned with Natopian foreign policy, including relations with other Raspur Pact members. Drak-Modan cannot currently afford to enter politics beyond Benacia's coast. Drak-Modan follows a One Kaiser Policy, where it rejects any state or group that does not recognize Salome Ayreon-Kalirion as the sole Kaiseress of the Imperial Republic of Shireroth.

In 1678, after the 1678 Sanaman coup d'état, the overthrown Sanaman government relocated to Drak-Modan to form a government in exile. This naturally strained relations.

In 1678, the Batavian king and queen divorced, ending the familiar relationship between Drak-Modan and Batavia/Francia. Clara Sundara Waffel-Paine, the ex-Batavian queen, established herself in Drak-Modan as a vocal critic of Batavian hegemony over western Benacia.

Military

The military of the Kingdom is the Drak-Modani Defense Force, with the Grand Chancellor of Drak-Modan serving as Commander in Chief of the Defense Force and the Commandant serving as operational leader. The DMDF is composed of the loyal units of the Modan and Malarboria Ducal Militia. The DMDF is expected to easily be reconfigured into the unified command structure of the remaining units of the Raspur Pact's Benacia Command. The DMDF provides the administrative and logistical core of the Southern Banner Group of Benacia Command, befitting Drak-Modan's current status as "Lead Nation" in the southern theatre of operations.

Culture

The culture of the republic was in flux, and Nathan II attempted to Bovinize and Natopianize the former counties of Lachmodan and So-Sara to ensure the population supports the independent kingdom and its incorporation into the Raspur Pact. The process of Natopianization took into account and respect local customs and be mainly limited to administration. The king and his advisers were keen to avoid comparisons to the process of Froyalanization that devastated Elwynn. Although most of the population accepted Bovinism, most Drak-Modani rejected attempts to Natopianize.

Nathan II sent his youngest son, John Hilding Waffel-Paine, to grow up in Drakorda. In 1673, the youngest son of the Natopian emperor was sent to live in Drakorda, so he could grow up in the Modani manner. His father gave him the title Crown Prince of Drak-Modan to signify his future role as king. Although John became king, eventually the Fury eroded his powers to such an extent that Nathan recalled his son home to Natopia for his protection, suspending the House of Waffel-Paine's dynastic ambitions for Drak-Modan.

A quasi-royal tradition was established under Clara Waffel-Paine serving as a hereditary judge in 1679. Clara has given few interviews about this development, but has expressed her desire to keep the office of Supreme Judge "austere, republican, impartial, and future-focused."

Uncertainty in Iserdia, Ynnraile, and Demonsfall, the parts of Shireroth with significant populations with Natopian heritage, coupled with the unambiguous goals of establishing a Natopian client state on Benacia, has caused Tapferite-Iserdians and Draconian-Ynnraillis to migrate to Drak-Modan as a safe haven for the Natopian diaspora on Benacia.

Religion

The process of Bovinization allows the once-tolerated Capric rite established under Demon-Queen Kizzy of Malarboria to flourish and receive official promotion from the Dozan Bovic Church. The Benacian Bovic Church of the Capric Rite is headquartered in Drakorda and local congregations will be given loans by the government to build church buildings in each city. Demon worship, Vanicism, and the Stripping Path are three faiths not tolerated in Drak-Modan.

The new Benacian Bovic Church was established under the Patriarch of Drakorda and has separated from the Dozan Church.
