Cárdenas is the capital city of Alduria-Wechua. It was founded following the federation of Alduria and the Wechua Nation in 1686 AN as the seat of government for the new Federation. The city is located in the Federal Capital District, in the region of Santander.

In 1685 AN, Alduria and the Wechua Nation united into the Alduro-Wechua Federation as established in the Proclamation of Punta Santiago. The proclamation provided for the creation of a Federal Capital Commission, a joint committee created by the Proclamation of Punta Santiago under the Federal Constituent Assembly to select the site, design, and build a new capital city for the Federation. In 1686 AN, the Commission officially selected the Cárdenas Plan, which aimed to rebuild the old Alexandrian city of Cárdenas under a new urban plan. Architect Hyacinthe Betancourt submitted it, and upon its approval, he was named Chief Architect and Vice-Chair of the Commission.
