The Allar Militia is an armed civilian militia group in the Ciric Confederacy. It is completely separate from any official military or paramilitary of the confederacy, and is maintained exclusively by the civilian sector and its members are considered to be ordinary citizens. The militia is a group of various militant groups in the confederacy that have been organised into a singular entity, though the groups maintain autonomy within the militia, and many even have smaller groups and sects that they are split into.

Organisation and Composition

The Allar Militia has very little official or top-down style organisation, leaving most of its administration to the individual divisions and groups. The militia is also highly individualist, not following any typical military organisational structure in favour of allowing its members to form close groups with those they naturally gravitate towards to allow for efficiency.

The militia was formed in the ashes of the gang culture that was widespread in the confederacy in the 1550s, 60, and early 70s. While most traces of gang activity were wiped out, the remnants were still very active and were a worrying presence in the confederate local governments. The militia was formed by ex-gang members who had been reformed by the confederate reformation programmes, and incorporated many aspects of stereotypical gang culture into its own particular culture and, to quote Haddick Allar, who founded the militia, the appropriated symbols and culture enhanced the militia's "vibe". Much of this gang culture is not actual gang culture, but was instead targeted at troubled teenagers who commonly portray gangs as "cool"; graffiti is a commonly used tool of the militia, for example, and militia members are encouraged to think of the crime rings they fight as oppressive and greedy syndicates, drawing a relation between them and "The Man" that many recruits are intent on fighting.

Services and Controversy

The militia is licensed to store weapons not normally allowed to be possessed by civilians in specified warehouses, where militiamen are to report to to receive weapons and armour in advance of a raid. The local militia leaders are expected to notify the local Moros Corps office of their planned raid in case of mishaps and damages incurred.

The militia primarily fights crime rings and, ironically, criminal groups similar to the gangs the militia sprang from. It is also heavily involved in the ongoing urban struggle against the Arman Family, an organised criminal syndicate in the confederacy. They are occasionally supported by Moros Functionaries, but usually operate alone in small groups. The militia has a fairly high success rate of these raids, and thus often uses graffiti and small improvised explosives to deface buildings related to criminal activity as a fear tactic.

Certain government officials, particularly those related to the Ciric armed forces, have raised concerns about allowing organised civilian access to military grade hardware, and allowing the conduction of raids outside of police involvement. These arguments are usually met with counterarguments revolving around how much the militia has aided the Moros Corps in the takedown of notable crime rings and how the militia also has a role in the reformation of troubled youths; many militia members who leave the militia, for example, go on to join the armed forces. General public opinion of the militia has remained fairly steadily high, though concerns have been raised about the lack of formal training given to many recruits in less heavily urban areas, such as the militia's chapter in the city of Zaisten.
