The 1704 Ransenar Navy Gambling Scandal began from an exclusive headline article published by the The Times of Ransenar.

The 5-part investigative series relayed to the public how an empty storage facility, known as N-4438, became the center of a major gambling ring within the Ransenar Navy, in violation of naval regulations as well as the law.

It began as a regular weekend card game among building maintenance personnel, which soon expanded to other enlisted personnel, then encompassing multiple tables no longer limited to card games, but also roulette, sports game betting, and eventually resembled a small unlicensed casino.

Official sources claimed at the time that they paid it no mind as it seemed like a regular off-duty weekend get-together among the sailors, which was unofficially encouraged since it was good for morale. Trouble began when a lieutenant was indicted in court-martial for having misappropriated funds of the officer's mess, and the investigation soon led to the exposure, and eventual arrest of the ringleaders, co-conspirators, and even a few high-ranking officers who were likewise involved in a protection racket.

The public outrage at the scandal soon reached a wellspring that it began to have social and political implications.
