1. All Bullion, mineral resources, raw materials, natural resources of any form whatsoever, including wildlife, within all of the Benacian Theatre of Operations, are by incontestable right under this decree, the exclusive property of the Community of the Realm.
2. In the name of the Community of the Realm that right is hereby asserted by the Benacia Command of the Raspur Pact on behalf of the future Benacian Commonwealth.
3. Excluding those items brought into the State from beyond the Continent of Benacia by whatever means, it shall be understood and accepted by all, that it shall only be by the most graciously permitted allowance of the Territorial Administration Bureau that any of the aforesaid articles covered by the Assertion of Right shall be removed from the territory held under the jurisdiction of the Unified Governorates of Benacia.
   1. Permits for the extraction of raw materials for the benefit of the Community of the Realm, must be sought and obtained before any extraction may commence.
   2. Licences for mineral extraction and export must be sought in triplicate from the Territorial Administration Bureau, the Civil Executive of the Unified Governorates of Benacia, and the Governorate wherein the extraction work will take place.
4. All acts, laws, decrees, resolutions, orders, regulations, judgements, usages, or customs, if any, which are contrary to or inconsistent with the provisions of this decree shall upon the coming into effect of this decree be repealed, suppressed and superseded.
5. This Directive shall come into effect immediately.
