Background

Text of Legislation

Purpose

An Act to provide for the holding of a referendum in Haifa on a question about the independence of Haifa, among other purposes.

Enactment Clause

BE IT ENACTED, therefore, by the Queen's Most Excellent Majesty, by and with the advice and consent of the Lords and Burgesses in this present Parliament assembled, and by the authority of the same, as follows:

Article One: Citation

This Act may be cited in all purposes as “the Haifa Referendum Act, 1661”.

Article Two: Referendum on Haifan Independence

1. A referendum is to be held in the state of Haifa only on a question about the independence of Haifa.

2. The question shall be, "Should Haifa be an independent country?".

3. The date on which the poll at the referendum is to be held is at least one (1) AN year from the date of Royal Assent of this Act, unless before then an order is made if there are determined threats that render impossible or impracticable for the poll at the referendum to be held before one (1) AN year passes, or that it cannot be conducted properly if held on that date.

4. The Queen-in-Council may by order appoint a later day as the day on which the poll at the referendum is to be held.

Article Three: Entitled to Vote

1. Only legal residents of the state of Haifa that are duly registered to vote in Haifa at least five (5) days before the referendum is held in Haifa may participate in this referendum.

2. The government of the state of Haifa shall maintain a roll of registered voters for this referendum, to ensure the integrity of the vote and preserve the rights of the public to participate in a free and fair election.

Commencement Clause

This legislation and all the provisions therein shall come into force upon receiving the Royal Assent.
