The following is a list of Orders issued by the Council of Perfecti, the executive of the Garden of Kalgachia.

Byeday Summerise 18th, 146 AL Military Operations in the Moribund Shrublands

WHEREAS a certain supranational mapping organisation has insisted upon the control of the Shrubbery of the defunct Empire of Minarboria by elements sympathetic to Kalgachi sovereignty, for a little over two years Anno Libertatis, as a condition of said organisation's recognition of said sovereignty, AND WHEREAS aerial reconnaissance by Whirdlebirb helicopters indicates that the Shrub Minarbor has been removed from the Imperial Palace courtyard of said Shrubbery, presumed evacuated to the region of Whisperwood by hardline remnants of the dissolute Church of Minarbor, AND WHEREAS as a consequence the local defence of said Shrubbery appears to have been discontinued aside from the inevitable attentions of looters and religiously-fixated lunatics,

1. The COUNCIL OF PERFECTI hereby instructs the Kalgachi Defence Force to carry out a military expedition, under the auspices of Operation CREDULITY'S EDGE, to occupy and retain possession of the Shrubbery until such time as the Garden of Kalgachia is recognised as a sovereign state.

2. The Council of Perfecti stipulates that Operation Credulity's Edge shall entail, at a minimum, the following troop strength:

a) Two squadrons of mounted Laqkozaki (each comprising four Laqkozak Troops) as an advance force, deploying by land.

b) Two squadrons of Kossars (each comprising two Patrol troops, a Fire Support Troop and an Air Defence Troop), deploying by land.

c) Four battalions of infantry, deployed gradually by air during the course of the operation.

d) Such Whirdlebirb Multi-role Helicopters as can be spared for the above infantry reinforcement, in tandem with the delivery of supplies to the occupied Shrubbery to avoid rogue mutant fauna and other hazards of an overland supply line.

3. The Council of Perfecti grants permission for the capture of local civilian elements and their close detention alongside occupying forces to dissuade attack by the aerial assets of humanistically-inclined powers from altitudes beyond the effective range of Kossar air defence assets (6.6 km), provided the detained elements are sufficiently many to ensure coverage of the whole Shrubbery and sufficiently few to be provided adequate food rations.

4. The Council of Perfecti instructs the Church of Kalgachia to deploy a delegation of Credents alongside the deployed force, for the spiritual re-education of detained civilians and identification of the most willing detainees for future evacuation to Kalgachia proper.

5. The Council of Perfecti additionally instructs a single squadron of Laqkozaki to sortie to the border of Lywall and Lachmeren, for the purpose of establishing a peaceful line of contact with Shirerithian forces advancing from the east and ascertaining their intentions.

WHEREAS the precarious yet optimistic circumstances in which the Garden of Kalgachia finds itself shall require, in the initial stages, a great deal of effort in a relatively short space of time,

1. The COUNCIL OF PERFECTI HEREBY CONFERS upon each principal institution of the Garden of Kalgachia a TWO YEAR PLAN, to be effected in its greater part within two years Anno Libertatis of this order, as follows:

a) For the Troglodyti, objectives occluded which are witheld from the public versions of this order.

b) For the Church of Kalgachia, (i) the completion of the subdivision of the Kalgachi Lieutenancies into Marches and Parishes in accordance with local conditions, (ii) the assemblage of a coherent foundational body of scripture and liturgy directed primarily at the spiritual stabilisation of Kalgachia's many displaced incomers, of sufficient mythic viability to prevent the attrition of the general population toward more established regional beliefs such as Creed-Minarborealism or Froyalanism, and (iii) the recruitment and training of partisan bands for the maintenance of security and public order in those Parishes where such needs have not yet been met by other armed elements.

c) For the Kalgachi Defence Force, the coalescence of Kalgachia's existing armed formations into the folowing units: (i) Six regiments of mountain infantry, (ii) three regiments of Kossars with integral fire support and air defence capability, (iii) three regiments of Laqkozaki scouts, (iv) an aviation regiment with tactical strike and light airlift capability, (v) a long-range air defence regiment, and (v) an electronic warfare regiment.

d) For the Directorate of Public Works, the construction of deep-level underground installations beyond the kinetic-thermonuclear vulnerability envelope for the following purposes: (i) command of the Kalgachi Defence Force replicated in redundant threefold, (ii) the manufacture and storage of arms and munitions, (v) the development and manufacture of miscellaneous high-end technological apparatus and critical industrial plant, (vi) the deposition of agricultural surplus, fuel and other strategic supplies, and (vii) the generation of geothermal power.

e) For the Directorate of Labour and Economic Planning, (i) the assembly and allotment of manpower for the fulfilment of all parts of this order, maintaining a reserve for (ii) the manufacture and/or shipment of material necessary for said fulfilments, and (iii) the continued direction of Kalgachia's armed elements for operations in the moribund Minarborian Shrublands to assist in the above.

f) For the Directorate of Education and Public Outreach, (i) the identification and allotment of skilled individuals pertinent to the Directorate of Labour and Economic Planning's assemblage of manpower, and (ii) oversight of continued technological and cultural development by those skilled cadres acquired from the moribund Empire of Minarboria.

g) For the Directorate of Health and Public Welfare, the rationalisation of existing agricultural land assets and the appointment of agronomists supplied by the Directorate of Education and Public Outreach to bring marginal arable lands and pastures into cultivation, sufficient to ensure the nominal self-sufficiency in foodstuffs of a mountain territory with a rapid projected population increase.

h) For the Directorate of the Tumultuous Wastes, a systematic analysis of Kalgachia's diplomatic position - with an emphasis on the viability of foreign trade - in the following three circumstances: (i) stagnant perpetuation of the Minarborian Shrubbery, (ii) post-Minarborian territorial scramble, or (iii) the descent of Kalgachia's immediate limitrophes into a level of barbarism sufficient to precipitate cartographic greening.
