Menet Enfranchisement and Stability Act

Passed in 2002, just before the Third War for Cyberian Liberation.

1- Under the terms of the Enfranchisement and Stability Act of Menet, I declare that an emergency exists.

2- To protect the province from dangerous drugs and the crime that inevitably falls in their wake, I declare that all dangerous and narcotic drugs, as described by the use and practice of the various United Nations treaties, are hereby banned in the province of Menet.

3- Anyone selling or purveying such drugs may be held until such time as the legislature of the province may meet to act on these emergency measures.

4- The assets in Menet of the Cannabis Corporation of Cyberia are hereby sequestered and placed in escrow pending action of the legislature.

5- The security of any individual who wishes to speak to the legislature regarding these questions and his/her immunity from arrest or prosecution is guaranteed for one week from today. (signed)
