The North Lyrican Constabulary is the primary police force operating at the regional level in North Lyrica, one of the Regions of the Federation of Nouvelle Alexandrie. Established and governed in accordance with the National Police Act, 1699, it functions as a regional police agency within the national Federal Gendarmerie of Nouvelle Alexandrie.

This hybrid model integrates regional policing into a federal framework while preserving significant local operational autonomy.

Overall Structure

The Constabulary is not an independent entity but a component of the Federal Gendarmerie, the unified national law enforcement body under the federal Department of the Interior. It performs allotted public security duties across North Lyrica, including general policing, traffic control, public order maintenance, and specialised functions (e.g., counter-terrorism units mandated nationally). The structure is tiered and decentralised:

  • Regional Level: The North Lyrican Constabulary itself, handling region-wide responsibilities.
  • Local Level: Up to two supplementary local police agencies may be established under the Regional Governor's control (or by City Mayors within North Lyrica), tailored to specific sub-regional needs such as population density, geography, or traffic conditions. These local agencies are subordinate to the regional agency.
  • Stations and Sub-Structures: Local police stations, sub-stations, and specialised forces operate under chiefs, with criteria for establishment prescribed by federal decree.

This allows flexibility: for instance, a densely populated urban area in North Lyrica could have a dedicated local agency alongside the broader Constabulary.

The Constabulary is led by a Commissioner (typically holding a senior rank such as superintendent or higher), who manages day-to-day affairs.

Operational control is vested in the Regional Governor of North Lyrica, enabling localised direction aligned with regional priorities. However, this system includes mandatory federal sub-structures (e.g., for intelligence, counter-espionage, and major crime investigation) and adherence to national ranks, training, and standards.

The Constabulary is funded partly through federal block-grants for equipment, salaries, and infrastructure, alongside regional resources, whilst Public Security Councils provide advisory input on local needs.

The organisation balances national uniformity (for consistent enforcement of federal criminal law) with regional adaptation, reflecting the Act's retention of powers from the Proclamation of Punta Santiago.

The chain is hierarchical, blending federal oversight with regional/local input:

  • Federal Level:
    • Secretary of the Interior (federal executive oversight).
    • Commissioner General of the Federal Gendarmerie (national head; appoints and supervises regional commissioners; sets major policies).
  • Regional Level:
    • Regional Governor (operational control over the North Lyrican Constabulary).
    • Commissioner of the North Lyrican Constabulary (direct command and supervision; reports to the Commissioner General).
  • Local Level:
    • Commissioners or chiefs of local agencies/stations (under the regional commissioner's supervision).
    • Day-to-day control by City Mayors for municipal agencies.

This ensures ultimate federal accountability while allowing the Governor to direct routine operations—preventing fragmentation but accommodating North Lyrica's unique characteristics.
