The Special Ministry of the Populace (Ostlandic: Sonderministerium der Bevölkerung/SmBv) is one of the two ministries created during The Reconstruction Era of Ostland to provide specialized services for the population during rebuilding efforts of the country. The ministry is headquartered in Koln, Count-Palatinate of Breẞenborg, but holds offices throughout the Kingdom in order to better serve the population. The main headquarters building is 1183 Bertrand Avenue, Building A, housing all main offices of the Ministry. All offices of the Populace Security Division are located in Building B behind Building A, connected by a series of elevated walkways.

Conflict Victim Aid Division - AfHK

The Conflict Victim Aid Division (Ostlandic: Abteilung fur Hilfe der Kriegsopfer - AfHK) was implemented to provide financial and medical aid to victims directly affected by the conflict, especially those affected by the use of Florian chemical weapons.

The Populace Security Division (Ostlandic: Sicherheitsabteilung der Bevölkerung - SB) is probably the most visible of the offices of the Special Ministry as it is tasked with all security services for keeping the population of Ostland safe from remaining and future threats from the Dispossessed, former aggressor nation combatants of the Giftunheile and any other perceived internal or external threats to the reconstruction efforts of the nation. Civilian personnel and law enforcement officers of the SB are given nationwide jurisdiction over all provinces of Ostland. However, border protection and militarized internal security units are still under the Ministry of the Interior - all SB personnel, including law enforcement personnel are plain-clothed.

The SB is administrated by the Chief Inspector (Ostlandic: Oberinspektor der SB), a position appointed by the Minister of the Populace and serving at their leisure. The first Chief Inspector appointed was Ernst Steiger, having spent nearly ten years as an officer of the Ministry of the Interior Border Guard - National Immigration and Customs Enforcement Regiment. He is known for his unmatched skill utilizing the Vogt-Kempf Machine - a device used to determine if a subject of investigation is non-human.

Reinheitschein

Reinheitschein or Purity Identification Papers - often abbreviated as RhS - are one of the first efforts put forth by the Ministry for ensuring public safety. All citizens of the Kingdom are required to carry them and any foreign national visiting the Kingdom must be issued a temporary set of papers in addition to their passport. Upon the expiration of the RhS papers, a person must submit to a VK examination to renew them. These are issued independently from any visas or travel permits as issued by the Ministry of the Exterior. As such, foreign nationals must be in possession of both their travel visas and their Reinheitschein when traveling in or through Ostland.

The SB maintains strict surveillance of all foreign dignitaries within Ostland. As Ostland does not provide embassies for foreign nations, visiting foreign dignitaries and their missions are received on a temporary basis and often housed in the Royal Hotel of Reichsborg (Königlicheshotel der Reichsborg), a purpose-built luxury hotel. All Inspectors are permitted to stop and ask for any person's RhS papers at any point in time while in public. Anyone unable to produce or producing expired, forged or suspended RhS papers are subject to immediate detainment by the SB.
