The Imperial Star Syndictae (I.S.S.) was founded in a basement Or trailer somewhere outside of Tiberias It was founded by Victor del zuev and 5 other guys.

In its early days, Victor and his men would be very cautious and sell street drugs, over the time when he had enough money from street drug sales and other sources, he’d planned big. He’d vision a secret underground tunnel from tiberias to Vandia-Levi, where most imported goods are banned.

By this time, victor had established himself as the grand leader of the ‘ISS’ And had organised small militia groups who’s equipped with black market weapons and equipment. He’d began the digging at another area. From a large basement, his men digged for days upon days upon days. When it’s 3 months in, the tunnel seen improvement, there was ventilation, lights, and even a working minecart system. They disposed the dirt in many ways,

1) dumping little amounts into the river.
2) Selling it to companies who are smart enough not to ask where all the dirt came from.
3) and probably the most screwed up version... Digging up fresh bodies from graveyards, filling the coffin with dirt, place it back in And fill it up, and sell the corpse to morgues smart enough not to ask where the fresh body came from...
