Local administrative functions with the Guttuli Protectorate are conducted by a patchwork of public-benefit corporations assigned to provide and manage the Secondary Economy within a defined territorial jurisdiction. There are currently such 34 Authorities (Pr. Anvoda). An authority's administrative staff is provided by the Guttuli Corps personnel who are assigned to Home rotation.

Administrative Structure

Atop the authority's administrative hierarchy is a Judge (Pr. Stoan). Serving the judge is a tiered hierarchy of clerks (Pr. Biszonan), to provide administrative services and supervise junior officers under their command.

There is no legislative function within an authority, as it is expected to exercise national law. The administrative hierarchy, however, does possess a limited capacity to issue bylaws for the purpose of fulfilling their assigned administrative duties or to extend the law beyond its statutory meaning.

Each authority is assigned a security attachment, which does not fall under its command structure, but rather under that of GU-Hæntz. These detachments additionally fulfill the functions of local law enforcement.

Special Authorities

Authority Gaton has a administrative structure not replicated elsewhere within the Guttuli Protectorate. Rather than falling under the command of a Protectorate Military Council office, its governance is handled by a series of such offices, each tasked with administering a city quarter. As such, Authority Gaton itself is effectively functionless, serving only as a semi-powerless go-between for the various administrative organs of the city.

On 16.V.1672 AN, Authority Aïna was renamed Special Authority Svalbarh, with a new urban center constructed on its southeastern shore, complete with port section and a trio of temples dedicated to the Sun. The daily radio announcement described Svalbarh as an opportunity to enact the guiding principles of the new order onto effectively virgin land, and that the work accomplished there would be the shape of things to come. Locally-sourced labor battalions, deployed from Command Meszor, were able to complete the first stages of construction in record time, with the Temple to the Unyielding Sun consecrated on 1.VI.1672.

Special Authority Svalbarh was initially governed directly by the Protectorate Military Council's Office for Svalbarh Resources, but by 1675 AN, the responsibilities of that office had expanded to include additional authorities along the southeastern coast, and administration was devolved to separate administrative structures akin to other authorities (while still retaining the 'special' designation).
