The following is a list of Orders issued by the Council of Perfecti, the executive of the Garden of Kalgachia.

WHEREAS the precarious yet optimistic circumstances in which the Garden of Kalgachia finds itself shall require, in the initial stages, a great deal of effort in a relatively short space of time,

1. The COUNCIL OF PERFECTI HEREBY CONFERS upon each principal institution of the Garden of Kalgachia a TWO YEAR PLAN, to be effected in its greater part within two years Anno Libertatis of this order, as follows:

a) For the Troglodyti, objectives occluded which are witheld from the public versions of this order.

b) For the Church of Kalgachia, (i) the completion of the subdivision of the Kalgachi Lieutenancies into Marches and Parishes in accordance with local conditions, (ii) the assemblage of a coherent foundational body of scripture and liturgy directed primarily at the spiritual stabilisation of Kalgachia's many displaced incomers, of sufficient mythic viability to prevent the attrition of the general population toward more established regional beliefs such as Creed-Minarborealism or Froyalanism, and (iii) the recruitment and training of partisan bands for the maintenance of security and public order in those Parishes where such needs have not yet been met by other armed elements.

c) For the Kalgachi Defence Force, the coalescence of Kalgachia's existing armed formations into the folowing units: (i) Six regiments of mountain infantry, (ii) three regiments of Kossars with integral fire support and air defence capability, (iii) three regiments of Laqkozaki scouts, (iv) an aviation regiment with tactical strike and light airlift capability, (v) a long-range air defence regiment, and (v) an electronic warfare regiment.

d) For the Directorate of Public Works, the construction of deep-level underground installations beyond the kinetic-thermonuclear vulnerability envelope for the following purposes: (i) command of the Kalgachi Defence Force replicated in redundant threefold, (ii) the manufacture and storage of arms and munitions, (v) the development and manufacture of miscellaneous high-end technological apparatus and critical industrial plant, (vi) the deposition of agricultural surplus, fuel and other strategic supplies, and (vii) the generation of geothermal power.

e) For the Directorate of Labour and Economic Planning, (i) the assembly and allotment of manpower for the fulfilment of all parts of this order, maintaining a reserve for (ii) the manufacture and/or shipment of material necessary for said fulfilments, and (iii) the continued direction of Kalgachia's armed elements for operations in the moribund Minarborian Shrublands to assist in the above.

f) For the Directorate of Education and Public Outreach, (i) the identification and allotment of skilled individuals pertinent to the Directorate of Labour and Economic Planning's assemblage of manpower, and (ii) oversight of continued technological and cultural development by those skilled cadres acquired from the moribund Empire of Minarboria.

g) For the Directorate of Health and Public Welfare, the rationalisation of existing agricultural land assets and the appointment of agronomists supplied by the Directorate of Education and Public Outreach to bring marginal arable lands and pastures into cultivation, sufficient to ensure the nominal self-sufficiency in foodstuffs of a mountain territory with a rapid projected population increase.

h) For the Directorate of the Tumultuous Wastes, a systematic analysis of Kalgachia's diplomatic position - with an emphasis on the viability of foreign trade - in the following three circumstances: (i) stagnant perpetuation of the Minarborian Shrubbery, (ii) post-Minarborian territorial scramble, or (iii) the descent of Kalgachia's immediate limitrophes into a level of barbarism sufficient to precipitate cartographic greening.
