The Kalisa Rrumëli (State Guard in Sanaman) is the national gendarmerie force of Sanama and a branch of the Sanaman Armed Forces. It was formed in 1682 by separating military police and provost units from the other branches of the armed forces. It carries out domestic policing duties as well as provost services for the Armed Forces. It is one of the main national law enforcement alongside the Kalisa Sivile, Customs Enforcement Service and the Office of the Inquisitor General. As a branch of the armed forces, it comes under the authority of the Department of Defence, but in relation to its domestic policing duties, it relies on the Department of Justice. There is some overlap between the Kalisa Rrumëli and the Kalisa Sivile (Civil Guard in Sanaman), but the main difference is that the KRr handles policing, emergency response, patrols and general law enforcement duties, while the KS handles criminal investigations, searches and seizures. The KS has no role within the armed forces, it is a fully civilian agency. The Kalisa Rrumëli is the principal law enforcement agency in Sanama proper, Highpass and Western Shimmerspring, while Cisamarra and Thanatos have separate police agencies enforcing local autonomous country laws. Highpass is authorised to establish its own police force but has so far opted not to do so.

Organisation

The KRr is headed by the Komanto (Command) consisting of the Shenerel Komantan (Commandant General), holding the rank of Shenerel (General), the Shenerel Komantan Kila (Vice-Commandant General), a Shenerel Lutenen (Lieutenant General), and a chief of staff. For law enforcement purposes the KRr is organised on a territorial basis. It consists of fifteen divisions (one for each province and one for Highpass and Western Shimmerspring), subdivided into regional brigades, local battalions and station companies. Outside of this general territorial organisation exists a national support structure, both for administrative tasks as well as common law enforcement assets.
