The BCER (Bureau of Catastrophic Emergency Response) is an Florian federal agency of the Confederate States Commission of Domestic Security. Created under President Sharp, the agency's main purpose is to coordinate a response to natural disasters that have occured domestically in Floria and in other micronations worldwide that overpowers the resources of local and state authorities.
