Preamble

The People, pursuing the goals spelled out in this Constitution, establish the State in the Territory.


Chapter I. Of the Ransenari Kingdom.

1. The Kingdom of Ransenar is the political association of all Ransenari citizens. They form a free and independent nation, which does not admit with any other nation, any bond of union or federation that conflicts with its independence and national sovereignty.

2. Its territory is divided into counties in the form in which they are at present; they may, however, be altered, organized, or subdivided as the Government may require.

3. The Government of the Kingdom of Ransenar is monarchical-hereditary, constitutional, and representative. It is multiethnic, multilingual, democratic, independent, indivisible, and sovereign.

4. The division and harmony of the political powers are chief conservers of the rights of citizens and the surest means of making effective the guarantees which the Constitution offers.

5. The political powers recognized by the Constitution of the Kingdom of Ransenar are four:

  • Legislative;
  • Moderative;
  • Executive;
  • Judicial.

6. The representatives of the Kingdom of Ransenar are the monarch of Ransenar, the Lord High Steward, and the Ransenari Congress.

7. All these powers in the Kingdom of Ransenar are delegations of the nation.

8. The Constitution of the Kingdom of Ransenar is the supreme law of Ransenar, and any law that is inconsistent with the provisions of the Constitution is, to the extent of the inconsistency, of no force or effect; it is directly binding on all State authority.

9. The Constitution of the Kingdom of Ransenar includes:

  • This Constitution of the Kingdom of Ransenar, and any amendments made thereof;
  • The Proclamation of Accession of Queen Salome I;
  • The Social Contract of the Kingdom of Ransenar, and any amendments made thereof.

10. The type of hereditary monarchy in the Kingdom of Ransenar is absolute and equal primogeniture and of the popular form. The spirit and essence of the Kingdom of Ransenar come from its people, and from such national essence does the monarch of Ransenar have their Majesty.

11. The citizens of the Kingdom of Ransenar shall be all persons who are children of a citizen of the Kingdom of Ransenar, who are born in the territory of the Kingdom of Ransenar, or who are properly naturalized and registered.

12. The official language of the Kingdom of Ransenar is Istvanistani. [Insert all recognized regional languages here, as "Associate Languages".]

13. The Kingdom of Ransenar shall have its national anthem, national colors, flag, seal, and coat of arms determined by Royal Decree, Ordinance of the Lord High Steward, or by Ordinance-in-Council.

14. The motto of the Kingdom of Ransenar shall be Ar scáth a chéile a mhaireann na daoine (Under the shelter of each other, people survive).

15. The capital of the Kingdom of Ransenar, and the seat of its Government, shall be the city of Goldfield. It shall be moved only by Royal Decree, for extraordinary reasons, for no more than ten (10) AN years.

16. The Kingdom of Ransenar and its Government shall promote justice and the universal protection of human rights as individual rights. It shall encourage fraternity among its citizens by establishing solidarity, general welfare, and national unity.

17. The Kingdom of Ransenar and its Government shall take adequate measures to preserve its integrity even in the state of war or civil war.

18. The Ransenari People shall be protected by its Government against terrorism, extremism, and catastrophes.

Chapter II. Of the Ransenari Monarch.

1. There shall be a monarch of Ransenar, King if male, Queen if female. The monarch of Ransenar is inviolable and sacred; he is not subject to any responsibility whatever, and shall be the head of state.

2. The titles of the Ransenari monarch are, to be altered appropriately for the monarch's gender, King of Ransenar, Light of the Realm, Duke of Goldfield, Defender of the People of Ransenar, and Guardian of Goldshire.

3. The Ransenari monarch shall exercise the moderating powers of the Kingdom of Ransenar as follows:

  • In nominating a direct and voting representative to the Ransenari Congress after its first general election has been conducted in accordance to this Constitution;
  • In convoking an extraordinary session of the Ransenari Congress when required for the good of the Kingdom and its People;
  • In giving sanction to the laws and resolutions of the Ransenari Congress and giving them the force of laws;
  • In pardoning and moderating the verdicts imposed upon condemned criminals;
  • In freely providing to the Lord High Steward, in private, their warnings, advice, and counsel.

4. The Ransenari monarch shall not issue any Decrees or make any political act without the consent and countersignature of the Lord High Steward.

5. The presumptive heir of the Kingdom of Ransenar shall have the title of “Prince Royal,” and his firstborn son that of “Prince of Airle;” all the others shall have that of Prince. The style of address of the heir presumptive shall be “Imperial Highness,” and that of the Prince of Airle shall be the same; the other Princes shall be addressed as “Highness.”

6. The heir presumptive on completing fourteen years of age, shall take the following oath at the hands of the Speaker of the Ransenari Congress, in the presence of the Representatives: “I swear to serve and protect the people of Ransenar, to defend the Kingdom and preserve its sovereignty and independence, to observe the political Constitution of the Kingdom of Ransenar, and to be obedient to the laws.”

7. As soon as the monarch comes to the throne, the Ransenari Congress shall assign the monarch and the spouse, a dowry corresponding to the decorum of their lofty dignity.

8. The Ransenari Congress shall also make provisions for the Prince Royal and the other princes as soon as they may be born. The allowances given the princes shall cease only when they go out of the Kingdom.

9. The endowments, allowances, and portions above mentioned shall be paid by the public treasury and delivered to a Lord Protector appointed by the Lord High Steward, with whom the interests of the Royal House, both active and passive, may be arranged.

10. If the Ransenari monarch, from physical or moral cause or for other reasons, is evidently recognized to be unfit to govern, a motion to vacate the Throne will be proposed by the Lord High Steward, debated and if approved by the plurality of the Ransenari Congress, the Throne shall be vacated and the Ransenari monarch removed, and the Congress shall proceed to elect a new monarch to vest the Throne of Ransenar on them and their heirs and successors.

11. The lines of the legitimate descendants of Sr. D. Pedro I, being extinct, during the life of the last descendant and in his reign, the General Assembly shall choose a new dynasty.

12. No foreigner can succeed to the Crown of the Kingdom of Ransenar.

13. The Ransenari monarch is a minor until he or she is eighteen years of age.

14. During their minority, the Kingdom shall be governed by a Regency, which shall belong to a member of the House of Aldric, confined to Ruadh Aldric, his heirs and successors.

15. If no member of the House of Aldric combines these qualities, the Kingdom shall have a Regency appointed by the Ransenari Congress and composed of three members, the oldest of whom shall be its president.
