| '''OFFICIAL DIPLOMATIC AGREEMENT'''
| |
|
| |
| '''Between the People's Republic of Graecia and The Realms Represented by the Hexarchy of Pyrax, Eridu, and the Eventide Islands (Hence referred to as the signatories, Graecia or The Hexarchy).'''
| |
|
| |
| ''After long but fruitful discussions, and addressing the need for friendship, good neighborliness, and geo-strategic initiatives about the borderline and exclusive economic zones, the two signatory states agree to the following:
| |
|
| |
| '''Article 1: Boundaries between the Signatory States''' <br>
| |
|
| |
| ''Section 1: Aerial Boundaries''<br>
| |
| The Aerial boundaries and/or borders between the signatories shall be defined as follows:
| |
|
| |
| The defined aerial boundary reference point for The Hexarchy shall be fixed as the military base of Enkidu, which is located on The Hexarchy. A point shall be fixed 50 kilometers directly south of this point. From this point, a line will continue westwards and eastwards. The reference point for Graecia shall be the locations which are defined by Graecian law as ''Point West'' and ''Point East'', respectively. A similar line shall be established here, and similar points shall be marked 50 kilometers north of these points. The minimal airspace belonging to Graecia shall follow this line from the point directly south of the point designated by the Hexarchy to a western terminus 50 kilometers beyond Point West.
| |
|
| |
| In this region, the exact airspace between each Signatory beyond these designated lines shall be designated as the '''Neutral Zone''', in which citizens of either side may peaceably fly civilian aircraft and other personally owned vehicles without fear of reprisal by either Signatory (with the exception of airspace designated during joint air or naval exercises). The Neutral Zone is bounded by the exact lines approximated by this Treaty and shall not extend beyond this unless further Treaties dictate otherwise. Military activity shall be prohibited in this region except for purposes of joint exercises between the Signatories or to enforce the provisions of this Treaty, or to protect the freedom of the seas in international waters. Further airspace beyond those set beyond this Treaty may be designated by the Signatories at their own discretion, which shall not extend beyond the halfway mark between each Signatory, or to the airspace boundaries belonging to other States.
| |
|
| |
| ''Section 2: Maritime Boundaries''<br>
| |
| The Martime boundaries of the signatories shall be defined as follows:
| |
|
| |
| The core external territorial waters between both nations shall be defined as a minimum of 24 kilometers from their respective coastline. Each Signatory retains the right to establish additional territorial waters in the form of special Economic Exclusion Zones (EEZs) beyond their territorial waters. The EEZ of each Signatory shall not extend beyond the Aerial boundaries where demarcated, nor farther than halfway between any point of land located between the Signatories, whichever is greater.
| |
|
| |
| '''Article 2''' <br>
| |
| Citizens of Graecia (or other states), or vehicles, terrestrial, naval or aerial, registered in them, shall neither approach or enter the region known to The Hexarchy as "Ereshkigal Forest," an area considered extremely dangerous because of its wild natural species, under any circumstances. The same shall also apply to The Hexarchy's own citizens, with stipulated exceptions. Any civilians entering the Forest shall remain subject to the same penalties as citizens of The Hexarchy committing the same violation.
| |
|
| |
| However, Graecia, if the government of The Hexarchy requests so, is willing to directly assist them to resolve any dangers that jeopardizes either state's welfare. Such exemptions shall be granted on a case-by-case basis. Additionally, The Hexarchy authorizes the destruction of fauna or unwanted persons known to be escaping from Ereshkigal Forest and entering Graecian territorial airspace, land, or waters, and shall compensate at fair market value for damages caused by said fauna, as well as for any resources directly expended to neutralize any such threats.
| |
|
| |
| '''Article 3'''<br>
| |
| Any non-military and non-fishing vessel registered in one of the two signatories may transit through the other's exclusive economic zones without the imposition of any tax or toll for doing so. Such transit through territorial waters shall be the sole prerogative of the respective Signatory involved in assessing the passage of ships and aircraft through their territory.
| |
| An exemption to this proviso shall be made at the discretion of the offended Signatory if the vessel approaches more than 24 kilometers, or if any activity that breaks any laws of either signatory takes place by or on the ship or its crew.
| |
| If a fishing vessel willfully enters for purposes other than transit, it will be seized by the navy of either signatory at their discretion. If a military vessel or aircraft enters without authorization, it will be considered an act of aggression. It shall be the responsibility of the relevant Signatory to address potential breaches to this treaty by any rogue vessels or personnel, and rapidly notify the other Signatory should the need arise.
| |
|
| |
| '''Article 4'''<br>
| |
| Any non-military aircraft registered in one of the two signatories may enter the other's aerial space without any tax, if the owners of the aircraft are allowed under the laws of the host country to travel in or through the other's designated airspace.
| |
| No aircraft shall be permitted to fly below 10.000 feet in either Signatory's airspace without explicit permission, or if any activity that breaks any laws of either signatory takes place by or on the aircraft, or by its passengers or crew.
| |
| If a military aircraft enters without authorization, it will be considered an act of aggression. It shall be the responsibility of the relevant Signatory to address potential breaches to this treaty by any rogue aircraft or personnel, and rapidly notify the other Signatory should the need arise.
| |
|
| |
| '''Article 5'''<br>
| |
| Any taxes that may be imposed if a ship passes than 24 kilometers of either Signatory's land area(s). If any aircraft not otherwise given permission flies lower than 10,000 feet, that shall be the concern of the respective signatory's government.
| |
|
| |
| '''Article 6'''<br>
| |
| It is in very rare cases that improperly trained dragons owned by the citizens of The Hexarchy, or else those in the wild in specific regions, may go out of control and, in even more unusual circumstances, fly beyond the confines of The Hexarchy. Graecia shall only shoot down a dragon only if it seems that the safety of Graecia Island is jeopardized; otherwise, Graecia shall inform the authorities of The Hexarchy. The Hexarchy shall fairly compensate for damages caused by the creature, as well as for resources expended to neutralize any threat it poses. It shall furthermore assist where asked and/or required to prevent such events from occurring.
