Caradian justice most oftenly sentences those convicted of crime to be punished by "serving the state", which means the convicts are placed in camps spaced throughout the eastern portions of Caradia to be worked in mines, quarries, farms, and plantations that support the Caradian state. Most often, these camps are controlled and owned by the CIC, which was given license by the Caradian crown to utilise these camps as free labour for their enterprises, thus allowing the CIC to produce goods at low prices. The camps are also partially controlled by the Church of the Black Flame, which sent ministers and evangelists to these camps in an effort to convert the convicts back to the light of the Black Flame. As such, every tenth day is a mandatory day of no work, when the Flemic representatives (who usually construct makeshift shrines near the camps) evangelise to the convicts, and discipline those who show no growth. While the effectiveness of using the free labour generated by this system can hardly be called useless, the official reason for this punishment is to encourage convicts to return to normalcy under the supreme Caradian state.
