Etymology

The name of the Confederacy comes from many different sources. The Confederacy is a grand and rather loose international coalition of militant groups, slavers, independence movements, pirates, mercenaries, and smugglers. The loose and wholly voluntary arrangement was initially inspired by the writings of Lucius Tanah-Leyte, an Ocian early Dispossessed leader and thinker. In his influential pan-Greenist pamphlet, The Wretched of the Green, he writes, "what is needed most is a Confederacy of all the Dispossessed and the Stateless of Micras, to rise and defend our families and bring real and lasting peace." The phrase entered the pan-Greenist discourse and soon came to name the entire militant organization, having been widely adopted as common parlance quickly.

Some members of the Confederacy claim that the name "Dispossessed" reflects their status as outcasts and refugees from the various conflicts and upheavals that have rocked their homelands. They see themselves as a group of people who have been abandoned by their governments and left to fend for themselves, forced to turn to piracy and rebellion in order to survive. According to this narrative, the Confederacy is a coalition of the oppressed, united in their struggle against tyranny and oppression. However, others suggest that the name "Dispossessed" is more of a misnomer, and that the group is made up of opportunistic criminals and mercenaries who have little interest in political or ideological causes.

History

The pan-Greenist ideology and the formation of the Confederacy of the Dispossessed were, in part, reactions to the expansions and razzias conducted by Raspur Pact nations for decades leading up to 1716 AN-1717 AN. These military campaigns, often aimed at resource extraction and subjugation of local populations, galvanized various groups within the Green towards several instances of resistance, with the rise of Azad Eura in the 1660s being a prominent example of such resistance. The brutal efficiency and sometimes indiscriminate nature of the razzias, which involved pillaging, enslavement, and displacement, underscored the existential threat faced by those living in the Green. This backdrop of conflict and the legacy of razzias have profoundly influenced the Confederacy's tactics and organizational ethos. Adopting a strategy of mobility, surprise, and leveraging local knowledge, the Confederacy seeks to invert the dynamics of power that once left the lands and peoples of the Green vulnerable to violence, conquest, and exploitation.

In the aftermath of the collapse of the Haifo-Pallisican Empire, the unclaimed lands of The Green became a breeding ground for lawlessness, pirate activity, and small-scale warfare. The Raspur Pact saw an opportunity to expand their territory and launched offensives to gain control of these abandoned territories. In response, the Dispossessed emerged as a resistance movement, with the goal of protecting their homes and preventing the Raspur Pact from seizing control of The Green. The Confederacy was founded in a series of meetings led by political thinker Lucius Tanah-Leyte, Fíalara Préidon (a former Bassarid sailor known as "the Red Admiral"), and Mads Frederiksen (Elwynnese soldier that escaped The Scouring known as "the Gunsmith") in 1716 AN in Passas. The developing collapse of the Bassarid Empire in Keltia, Corum, and Eura would trigger a scramble by neighboring nations to secure and annex the territories to expand and preserve their security. Expecting this, the meetings led to the founding of the Confederacy, centered around the pan-Greenist ideals of Tanah-Leyte, as described in his pamphlet The Wretched of the Green, of solidarity, resistance, and the destruction of all nations that seek to expand and conduct razzias in the Green. The group is seen as the direct, hostile response to the movements across many Micran capitals that held the tenet that "the Green must be conquered!"[1]. The Confederacy emerged as a counterforce to Raspur Pact aggression, aiming to repel invaders and establish a unified front against external aggression.

Towards the end of 1717 AN, the Dispossessed achieved more or less full control over Moorland following the Evacuation of Moorland. This would be mirrored by successes in Normark and Ostland throughout the final months of that same year. The Eastern Eura Trade Association would also come to be aligned with the Confederacy of the Dispossessed following its successful defence of Norasht and Rei against an offensive launched by the Trans-Euran Command of the Raspur Pact during the same time period. Although driven back by the Federal Forces and Keltia Command in Passas, the year 1718 AN would see the Confederacy score another psychologically devastating victory over the Raspur Pact with the death of King Manco Cápac I and Basileus Giakoumis through the targeted shootdown of Condor One over Passas. The retaliatory orbital strike on Northman, conducted by the Natopian Spacefleet, and subsequent airstrikes could not disguise the disruption which had been caused to two key member states of the Pact.

As of 1728 AN, the confederacy had been largely expelled from its Keltian holdings, with the last bastions of the formerly wide ranging Corsair fleets being confined to the Norashti and Zinjibari coast of northeastern Eura and some parts of Corum.

With the discovery of Alexandrium in 1729 AN and the ensuing economic and strategic interests it attracted, the Confederacy found both a resource to fund its operations and a new catalyst for conflict. The Alexandrium Wars, thus, represent a continuation of the struggle for autonomy and resistance against the forces that seek to dominate the Green for their gain.

Organization

The Confederacy of the Dispossessed is structured into two primary wings: the military arm, the Army of the Disinherited and its naval arm, the Corsair Fleets of the Confederacy, reflecting a decentralized but coordinated approach to its operations across its bases in the Green in Eura, Keltia, and Corum. From 1717 AN to 1720 AN, the organization was led by Fíalara Préidon, known as the "Red Admiral", who was killed by New Alexandrian forces during Operation Purple Splendor with his Deputy, Mads Frederiksen, (also known as "the Gunsmith" and the perpetrator of the 1718 Condor One shootdown incident). Before their deaths, they were being advised by a Council of Advisors, composed of many of the movement's most prominent military leaders. Beneath the leaders are councils on finance, leadership, military matters, legal matters (including decisions on executions), foreign fighters' assistance, security, intelligence and media.

Currently (as of 1730 AN), the group is led by Ríomara Mavet, a Haifan soldier known as "the Tormentor" within the Confederacy. Not very many details are known publicly about its leadership. Since its foundation, much of its original leadership has either been killed or disappeared. The Council of Elders remains, with several advisors and rivals to the leader present. Under the Council of Elders is also the High Command, a council of senior commanders who oversee strategic planning, coordination with the naval arm, and liaisons with affiliated groups. The High Command is also responsible for the allocation of resources, intelligence sharing, and executing directives from the Confederacy's leader and/or by the Council of Advisors.

The Army of the Disinherited

The Army of the Disinherited form the mainstay of the fighting power of the Confederacy on land. It was initially formed in Passas around 1717 AN from amongst the defence forces and private military companies of the former Bassarid regime in northern Eura, southern Keltia, and along the shores of the Strait of Haifa. Since then, the Army has grown to encompass fighters and leaders from many different affiliates and stateless populations that live in the Green. The Army of the Disinherited is organized into brigades, each operating semi-independently within their designated areas according to the orders of the Council of Advisors. These brigades are comprised of infantry units, some mechanized divisions, and specialized squads for reconnaissance, sabotage, and guerrilla tactics. Leadership within the military arm is meritocratic, with commanders rising through the ranks based on their effectiveness, loyalty, and ideological commitment to the cause of pan-Greenism. These brigades usually tend to each be smaller affiliate groups, militias, or directly organized units. These can form into vast divisions and leagues capable of dominating large areas, especially when operating in conjunction with the Corsair Fleets of the Confederacy and available air assets. Over its operational history, it has been evident that its strength lies in the Army's knowledge of the terrain, their ability to blend in with the local populations, and their experiences in irregular warfare against larger nations. Equipment varies widely and can include captured equipment, improvised weapons, and relics from the Bassarid Empire and/or other nations.

While the military and naval arms operate with a degree of autonomy, their activities are integrated through a central leadership council, ensuring that the Confederacy's efforts are unified towards common objectives. This council comprises leaders from both arms, along with representatives from affiliated groups, allowing for a cohesive strategy that leverages the strengths of each component.

The Army of Keltia

The Army of Keltia, once a formidable force in many parts of Keltia, has faced significant setbacks. With its current state, remnants of the army are scattered across regions like Cerulea and Ostland, holding onto their existence after suffering several defeats by Raspur Pact forces in several different regional conflicts.

The Army of Eura

The Army of Eura stands as the Confederacy's most sophisticated and battle-hardened component. In close collaboration with Azad Eura, this force also benefits significantly from operations in the lands of the Green in southeastern Eura and northeastern Eura, in particular around the Norasht region. The Confederacy scored a significant victory in halting the expansion of the Suren Confederacy in northeastern Eura. More recently (1729 AN), the Army of Eura has secured significant amounts of new weapons and financing due to its exploitation of Alexandrium deposits in the southeastern Euran Green.

The Army of Corum

The Army of Corum, details of which have been less publicized, operates in the strategically important yet tumultuous landscapes of Corum.

Corsair Fleets of the Confederacy

The naval arm originally consisting of 13 different corsair fleets in 1717 AN. It maintained twelve corsair fleets operating in the Sea of Storms and a thirteenth fleet operating in the Strait of Haifa. The highly independent nature of these piratical fleets, each purported to be under the command of a captain-general, has meant that, in spite of the rumored existence of an "Emperor" amongst their numbers, has meant that they seemingly lack the cohesion necessary to form a state. Nonetheless, their access to warships, military hardware, munitions, supplies, and trained naval crews, combined with their willingness to rove far and wide in plundering expeditions as well as in support of the disinherited of the Green, means that these corsair fleets, specializing in sudden descents on under defended coastal regions, could become a significant threat for years to come.

After several significant naval engagements with Nouvelle Alexandrie, Oportia, and Natopia, the current naval arm of the Confederacy now mainly consists of (as of 1730 AN) 5 corsair fleets, subdivided into squadrons based on their operational areas in maritime territories.

These squadrons engage in piracy, raiding, and blockades, aiming to disrupt enemy supply lines, capture resources, and assert control over strategic waterways. Since the Confederacy's defeats in Keltia, its naval arm operates mainly in the seas around Eura and Corum. Command of the naval arm is vested in the Fleet Admirals, experienced mariners who have demonstrated prowess in naval combat and raiding. The Admirals convene in a Maritime Council to plan sea campaigns, manage the allocation of captured vessels, and integrate naval operations with the overall strategy of the Confederacy.
