The Imperial Star Syndicate (I.S.S.) was founded in a basement or trailer somewhere outside of Tiberias. It was founded by Victor del Zuev and five others.
In its early days, Victor and his men would be very cautious and sell street drugs, over the time when he had enough money from street drug sales and other sources, he'd planned big. He'd vision a secret underground tunnel from Tiberias to Vandia-Levi, where most imported goods are banned.
