Blavatsky is a sanct whose location varies around the Straylight sea. It can move at random times, even with the map screen open. It can also blink totally out of existence, something which it's known to have a habit of doing just as you're trying to travel there. Considering how hefty the Stress and Wound gain can get there, it might be best to take that as a sign.
Be aware that it is very easy to lock yourself out of getting to ever visit Blavatsky more than once.
Sanct description
It looms. Not like a building that's merely tall and sitting there. Not quite like a predator in the dark either, though. It's indifferent, although even there, its indifference is active, a repulsion rather than mere disdain. The many lights inside it glows maroon, but the shapes in its dark walls hardly look like windows.
Interactions
(First visit) You're the only one coming ashore. At first, you get turned around and find yourself walking back to the pier, but the second time around, you make your way to a check-in booth. "All visitors must be examined", says a sign. Getting turned around would presumably mean waiting outside for another ship.
(Further visits, with Blavatsky: Accepted Guilt != 1) You're the only one coming ashore. You know the way to the check-in booth, so you take it, and -- find yourself back on the ship.
(Further visits, with Blavatsky: Accepted Guilt = 1) You have returned to where you belong. You know your way in already. Nothing is unfamiliar in this place.
