The "Underground National Redoubt" is a series of defense facilities located deep under the Wechua mountains and in areas where the rock is thick enough to resist enemy attacks. The government believed that it needed to establish a credible and reliable “second strike” capability, meaning the ability to survive attacks, ranging from conventional to nuclear, by another country with sufficient resources to defend oneself and deliver a solid counterblow.

The Wechua National Redoubt is the national defensive system of the Wechua Nation, developed by its government to respond to foreign invasion or aggression and aid in the projection of Wechua power from the homeland.

During the beginning of the Restoration, the plan was refined to deal with a potential Bassarid or USSO invasion, and to resist long enough for assistance from the Raspur Pact to arrive. The term "National Redoubt" comes from the wide array of fortifications and qullqas under its administration.
