The council chambers of the Council of Educators located on the top floor of "The Egg". This council room has the ability to move between floors and to rotate around the building in a clockwise fashion so as to give the council members a constantly changing view of the city and the parks surrounding the building.

The Council of Educators was established by a direct act of the Parliament known as the Education Act of 1802 which established a national Council of Educators to oversee the educational system of Sayaffallah. The Council of Educators is appointed by the Sultan for a two year term and they presently meet in the building commonly referred to as "The Egg" due to its whimsical iconic design.

Duties of the Council of Educators

  • Compiling and Publishing the Annual Education Review (ERS)
  • Monitor and Work to set trajectories for educational improvement on a national and regional scale
  • Provide oversight of the National Educational Authority
  • Meet regularly with Parliament and the Sultan to discuss issues relating to the educational system
  • Propose, Recommend and implement needed changes to best suit the trajectories set by the Sultan and Parliament.

Annual Education Review of Sayaffallah

The Education Review of Sayaffallah (ERS) is an annual report compiled by the Council of Educators available to the public showing what work has been accomplished over the year and what the priorities of the next year are as well as showcasing the vital statistics of the educational system in Sayaffallah for the general public's interest. Statistics such as the pass and fail rate for each school in Sayaffallah as well as the enrollment fluctuation over the year separated by monthly scales on attendance and participation in athletics is also included. The report is designed to show the status of the educational system and to provide transparency to the general public as to the health of the educational system.

The Annual Education Review is typically published on the 1st of December each year as the new elections begin and have been found to be helpful in providing greater context as to the accomplishments of the educational system. In addition to this the Annual Education Review is also available in an online pdf version as well as a hard copy which is mailed to each parent in the educational system.

Procedure for Resignation/Removal from Council of Educators

Should a member of the Council of Educators be either removed due to prosecution of a crown offence or voluntarily resign from the crown that member is replaced within three days time by the Sultan of Sayaffallah. If a resignation is submitted it is done so directly to the Sultan and that member meets with the Sultan in a private audience to discuss the resignation. If the Sultan refuses the resignation the individual may submit what is known as a "Resignation Force" which serves as an immediate resignation and deprives the individual of any renumeration or post employment benefits that would come from an accepted resignation.

When the resignation of an individual is accepted however the vacancy is announced and the National Educational Authority is then tasked with finding 10 candidates from across the country to recommend to the Sultan. The Sultan then reviews the dossiers compiled on these candidates and can either appoint an individual from the recommendations or ask the NEA to return with another slate of dossiers or the Sultan can appoint his own individual to serve in the vacancy. Regardless the law requires that the vacancy be filled within three days or the vacancy will automatically be filled by the parliament on the fourth day. If parliament fails to fill the vacancy then it falls to the NEA to fill it automatically. In the history of Sayaffallah no vacancy has ever been sent to the Parliament to be filled, the Sultan has always been able to complete his constitutional duty in ensuring the educational system is adequately covered by the Council of Educators.

In the event that an individual is removed against their will they may not be reinstated in the current slate but must be reinstated only if their crown offence is absolved or cleared or if they are granted a pardon by the Sultan. If an individual is removed by force they are barred from further participation in the meetings of the Council of Educators and are denied the ability to claim any renumeration for their work in the Council of Educators.

Council of Educators Privileges

One of the residences of the Council of Educators designed to be completely self sustaining.

The Council of Educators (COE) is provided with a series of benefits through the graciousness of His Majesty the Sultan as a reward for their service to the nation during their time on the council. These benefits include renumeration of all travel expenses to the capital city and a complimentary security detail commonly referred to as the COE Guard. Members of COE are granted residences within the capital and are provided with high level transport and motorcade to and from "The Egg" where they work and the residences they have in the capital city.

In addition to this members of the COE are rumored to have access to the Sultan at any time they wish being able to meet with the head of state and parliament at any time should they request it. This privilege allows them a degree of power that most civil servants do not have in the performance of their duties. The level of privileges extended to COE reflects the degree of responsibility that they are entrusted with. As a high level position they are expected to maintain a high level of responsibility and personal decorum. As such members of COE are heavily scrutinized in their public lives and it is not uncommon for local tabloids to attempt to uncover sordid details of the members of COE in an effort to drive up readership in their publication.

COE members residences are located on the quiet north end of the capital and are the work of the Architectural School of Bougainvilla which was commissioned to design a series of environmental friendly residences for the COE while they were in the capital city. The residences are completely off grid and have roof top solar paneling while the reflecting pool of water that the house sits on provides a constant source of purified water for the residences. Underneath the house is a purification plant that purifies all the water necessary for living in the residence while the house itself features a composting waste system that goes deep underneath the house so as to eradicate any potential smells from a traditional composting system. Each of the residences includes a sliding swimming pool that can be mechanically moved outdoors by the push of a button and if the weather is bad the pool can be moved back indoors. The residences also include study areas and a community gymnasium facility for the convenience of the COE members and their staff.
