The Conclave of the Three Kingdoms is an advisory assembly that serves as the deliberative body of the Three Kingdoms. Given that the Three Kings have the full legislative and executive authority, the Conclave serves as a forum for representative from throughout the Realm to debate, inform, and forge alliances.

Each constitutive kingdom has full autonomy in determining how representatives to the Conclave are chosen. Nidaros has adopted a first-past-the-post democratic proces to elect its represenatives, while Celebarad sends delegations from the Council Nobles to represent the various Ealdorics of the Kingdom.

Due to the nature of the assembly, there are no clear-cut political parties. Nevertheless, individual members may form informal factions and alliances.

Division of Seats

The number of representatives to the Conclave is based on the population of each Kingdom, and is determined based on the first-tier subdivisions of the Realms. As of 1734, the division of seats is as follows:

Celebarad

Celebarad's 53 representatives to the Conclave were chosen by the Ealdor from among the nobility of their respective Ealdoric. In principle, Conclave representatives are appointed for life, unless dismissed by the Ealdor or the King of Celebarad, or upon their resignation. When a representative loses their seat or dies, their heir (when over the age of 15) takes their seat in the conclave.
