The Kraapkunzeler (Chancellor of the Count in Istvanistani) is the head of government of Highpass. He chairs the Kraapraat (Count's Council in Istvanistani), which serves as the executive government, in the absence of the Count. With Highpass being an absolute monarchy, executive power is ultimately vested in the Count, who must approve all measures taken by the Kraapraat. In practice however, much of the day-to-day governance of the county is delegated to the Kraapkunzeler and the Kraapraat, with the Count taking on a more supervisory role.
