I'm pretty sure it '''can''' show those things. Take a look at all the World Cup articles and the template usage section. Your edit left the template showing the fillers in unused sections - something the original didn't do - and messed with all the articles which had penalties in them. If you're going to edit something which affects a lot of big articles like that, don't just do it without thinking of the consequences.

:If you look on the [[Template:Footballbox|template page]], there's a "usage" section which includes the way to insert penalties at the bottom. Just copy-paste that and fill-in as necessary. Look at one of the World Cup articles if you're stuck - this year's final ended in penalties - as they'll show how to work it.

Just wondering what you plan on doing with the templates you added earlier, as the larger ones just seem like unnecessary additions to existing ones we have that do the same thing. One more thing, make sure you copy over the /doc pages when you do templates (and categorise them), otherwise people who aren't too wikiknowledgeable won't be able to use them. I'm pretty sure it can show those things. Take a look at all the World Cup articles and the template usage section. Your edit left the template showing the fillers in unused sections - something the original didn't do - and messed with all the articles which had penalties in them.
