The Council of Basella is the legislative organ of the Barbarian Republic since 1687. It is comprised of representatives from all cities in the republic. The cities are free to decide who represents them, and have various ways of choosing. For example, in Baicha the mayor appoints a representative, in Yixing the city council and elections are held in Balqishaven. The council is presided by the president of the republic, as of 1687 this is Ase Wittenduin. The council makes decisions with a qualified majority system: at least 75% of the cities have to agree, who have to represent at least 75% of the republic's population.
