Passed, in a vote of 5 in approval and 1 in opposition, on Friday, 5 September 2008.

It amends Article IV of the First Commonwealth Constitution.

1. The following clause is to replace Clause A of Article IV of the Constitution:

(A) The Speaker of the Assembly is elected directly from and by the Assembly and is tasked with the responsibility of managing the activities of the Assembly and ensuring that its decisions are executed, as well as maintaining the well-being of the state, its internal and external security, as well as its diplomatic relations. These duties may be delegated to other citizens with the approval of the Assembly. The Speaker of the Assembly has a term limit of three months, but no limit to the number of terms served. Only an Antican citizen with no other micronational citizenships who has been an active participant (average of 5 posts per week over the 4 weeks preceding the election) may run for Speaker of the Assembly.
