The Tianchao Haijing, or Imperial Coast Guard, was established as the Maritime Apollonian Customs Service (MACS) during the reign of Caudillo Trajan Myksos of the Apollonian Republic in 1619 AN with the goal of defending the coast line, to stop the smuggling activities and to allow better control over overseas trade. In contrast to the situation in Kildare where navies were personal or feudal fleets, the MACS was highly centralized. It soon began to act as an important governmental tax collection agency and information service which soon overtook several agencies in efficiency. In the beginning, the Gong Federation delivered most of the ships, some of which are still in service. Regional differences in the organisation disappeared after several reforms by the Jingdaoese Naval officers. During the reign of the Sheng Emperor the service was quietly renamed into Haijing.
