In Sevetia, prefectures form the first level of jurisdiction and administrative division. There are currently 37 prefectures of Sevetia, of which 33 were created by the Sevetian People's Assembly during the Provisional Government. Prefectures are further subdivided in municipalities.
Each prefecture is ruled by a Government Council, which combines both the executive and legislative powers. Government Councils are headed by a "Prefectural Chief". Prefectural courts from the judicial power.
