'''LET IT THEREFORE BE KNOWN''' that the entire governance of Zeed is now subject immediately to the absolute authority of the Raspur Pact, as personified by the High Representative and Supreme Plenipotentiary, in accordance with the laws of war and the 1701 Armistice of Alduria City

and I therefore promulgate the following:

1. Zeed is comprised of the Ashad Republic, Republic of Malirusenia, Republic of Nyongolo, the Ruthenian Republic and the Republic of Garujulia, as well as Government Direct Administered Territory, in accordance with the Map of the Union of the Republics of Zeed as of 9.V.1689 of the Directorate of Cartography of the Central Committee for the Interior.

2. The Government Direct Administered Territory shall henceforth be known as Northern Zeed.

3. Henceforth, the foregoing shall be known as Regions; to wit: the Ashad Region, Malirusenia Region, Nyongolo Region, Ruthenian Region, Garujulia Region, and the Northern Zeed Region.

4. The administrative capital of the Ashad Region shall be in Adabad, Malirusenia Region in Ognjash', Nyongolo Region in Asilimji, Ruthenian Region in Avey, Garujulia Region in Jojokheti, and the Northern Zeed Region in Sazavar. Rusjar is the national capital.

5. Article 3 of [[Zeed Directive 1]] remains in full effect. The senior-ranking Raspur Pact officer present in the Region shall serve as military governor of their Region, responsible for maintenance of law and order until otherwise directed, and subject to the command and direction of the High Representative and Supreme Plenipotentiary.

6. This Directive takes immediate effect on the date of signature. The military governors are directed to cause the public announcement and posting of this Directive over the next ten days, as well as its immediate enforcement.

Given at the former Presidium building, Rusjar, this 8th day of the Xth month of the year 1701 AN.
