The '''{{PAGENAME}}''' (State Council) of [[Normark]] is the civil executive of the [[Elwynn]]ese autonomous state. All administrative and operational entities of the state are subordinate to it and within its jurisdiction.

Three delegates are appointed by the [[Nordisketing]] whilst the remaining two, responsible for defence and external relations, are appointed by the Civil Executive of the Elwynnese Realm. This arrangement being brought into effect as a compromise in {{AN|1703}} following several years of an ambiguous constitutional situation following the [[Second Elwynnese Civil War]] and the anti-constitutional inclinations of the new [[Benacian Union]] which rules mainland Elwynn but not its overseas territories.
