===Background===
In the wake of escalating tensions with the [[Shirerithian]] authorities in [[Raynor's Keep]], the Council of Sathrati unilaterally severed ties with the Imperial Republic of Shireroth on 11.V.{{AN|1731}}, reasserting Sathrati's sovereign independence through the Articles of Just Secession. This pivotal declaration cited grievances over perceived imperial overreach, violations of Sathrati's autonomy under the [[Protocols of Erudition]], and [[Sathrati Emergency|unlawful policing actions]] against Sathrati. 

With Sathrati's status as a dominion of the Imperial Republic now repudiated, there existed an urgent need to establish a framework for diplomatic relations and negotiations with the Imperial State of Constancia, as well as other powers in [[Eura]]. - the continental empire centred in Chryse.
