The Five-Year Development Plan of the Duchy of Normandie (1746–1751) was a comprehensive state-led modernization initiative undertaken by the government of the Duchy of Normandie on Micras, during the reign of Theodoric van Orton. The plan was formally ratified by the Ducal Council of Cherbourg in mid-1746 and was envisioned as a transformative program to reposition Normandie as a preeminent maritime, industrial, and agricultural power in Western Keltia.

The Plan was among the most ambitious development strategies in Keltian history, influenced by both local necessities and broader continental trends of militarization, economic centralization, and infrastructural expansion. It is often compared by historians to the earlier modernization efforts of Stormark and the Hexarchy, though distinctively Norman in its scope and cultural objectives.

History
Following the political stabilisation of Normandie and its alliances within the region, the need to industrialize and strengthen economic self-sufficiency became apparent. The plan was also seen as necessary to assert the Duchy's independence amidst rising external threats and the shifting balance of power in Keltia. Objectives are:

*Expand and modernize heavy industries and shipbuilding.
*Achieve agricultural self-sufficiency and increase food exports.
*Develop a comprehensive transportation and logistics network.
*Upgrade urban infrastructure and utilities across major towns.
*Establish Normandie as a hub for innovation and trade.

Plans
The Norman Ironworks Consortium: Establishment of state-sponsored forges and foundries between Arpad and Béthencourt, producing iron, steel, and armaments. Shipbuilding Renaissance: Expansion of naval yards in Quimper and Lunhavre, geared towards producing both war galleons and merchant vessels capable of long-distance Keltian trade. Artificer Guild Reforms: Traditional guilds of blacksmiths, carpenters, and masons were reorganized into regulated corporate entities, allowing for technological exchange with Hurmu. Energy Innovations: Initial experiments with water mills and early steam prototypes, inspired by Norman engineers, though limited in scope. Normandie Rural Code of 1747: A legislative reform that standardized land ownership, introduced tenant rights, and abolished certain feudal dues. Crop Diversification Initiative: Introduction of new crops such as potatoes and maize, promoted through ducal grants. Pastoralism Enhancement Program: Significant investment in sheep and cattle breeding, with an emphasis on producing high-quality wool and dairy products for export. Rural Education Campaigns: Deployment of agronomists and educators to teach advanced farming techniques, soil preservation, and animal husbandry.

Grand Roads of the Duchy: Paving and widening of arterial roads linking Quimper, Casse-glace, Rohan, and Falaise, complemented by the construction of fortified waystations for travelers and military units. Port Modernization Project: Hivernot was transformed into a fortified trading port, equipped with dry docks, warehouses, and customs facilities. Fluvial Transport Enhancement: Efforts to dredge the Loire River and construct modest canals, facilitating grain and goods transport from inland regions to coastal markets. Postal Relay System: Establishment of a ducal postal service ensuring regular communication across the Duchy, Karum and with Hexarchy-affiliated territories.

Quimper Master Plan of 1748: The city was redesigned with broader avenues, public squares, and improved sewage and water supply systems. Educational Institutions: Founding of the Academy of Norman Sciences in Bethencourt to promote engineering, natural philosophy, and navigational studies. Public Lighting Initiatives: Introduction of electric street lighting in Béthencourt and Nouveau Bajoccas, enhancing urban safety and night-time commerce. Heritage Restoration: Major investment in the conservation of Norman castles, abbeys, and pre-Stormark era ruins, fostering both nationalism and tourism.

Financing Mechanisms
To finance the Plan, the Duchy employed:

*Issuance of Ducal Bonds: Offered to local nobility and foreign investors, particularly from Hurmudan banking houses.
*Taxation Reforms: Introduction of a graduated tax system on urban commerce and land holdings, replacing certain arbitrary feudal levies.
*Trade Privileges: Special tariffs and trade rights were granted to merchant guilds that contributed financially to infrastructure projects.
