The ancient Calbain did not have a Governor-General. The Prince of the Calbain ruled as an absolute monarch, although in later centuries heavily influenced by the High Council. Following the Southbatavian expedition to Calbion and the establishment of a formal Calbain state entity under the leadership of the later Prince [[Jack I]], the office of Governor-General was created. For a few years, the Governor-General was the sole ruler of Calbion, until Jack I was invested as Prince of the Calbain. After this however, the position of Governor-General was maintained as a principle advisor to the Prince. William Nelson, second in command of the expedition, served as Governor-General for several years leading up to the Calbain revolt.<br />

After the reconstruction of Calbion, Llywelyn Lewis was appointed Governor-General. Lewis' personal abilities and political prowess ensured that the power of the Governor-General expanded drastically. From 1608 until 1628, Lewis and Prince Jack I governed Calbion together, with the lines between their specific constitutional powers and duties being blurred frequently. After the death of Jack I, and in the later days as a Brettish protectorate, the position of Governor-General became much more powerful, and the Prince of the Calbain more and more became a ceremonial role. During the Brettish period, the Governor-General was the representative of Calbion and leader of the Calbain autonomous government. The fact that the Governor-General now received its legitimacy from the Cynulliad Cenedlaethol greatly strengthened the position. This trend has continued until the present day.<br />

The Governor-General has the de facto sole executive power, ruling in the name of the Prince of the Calbain. Many executive tasks are delegated to the members of the [[High Council of Calbion|High Council]], who are appointed and dismissed at will by the Governor-General. In addition to being the executive, the Governor-General has legislative power through decrees. As such, he is the shared legislative authority, together with the Cynulliad Cenedlaethol. There is no distinction between the power of decree and the power of legislation, making the legislative power of the Assembly and the Governor-General equal. The Governor-General rules for an undefined time, and may in theory serve until death. When a Governor-General however loses the confidence of the Cynulliad Cenedlaethol, tradition dictates that he should resign and that new general elections are called. For a few years, the Governor-General was the sole ruler of Calbion, until Jack I was invested as Prince of the Calbain. After this however, the position of Governor-General was maintained as a principle advisor to the Prince. William Nelson, second in command of the expedition, served as Governor-General for several years leading up to the Calbain revolt.<br />

The Governor-General has the de facto sole executive power, ruling in the name of the Prince of the Calbain. Many executive tasks are delegated to the members of the [[High Council of Calbion|High Council]], who are appointed and dismissed at will by the Governor-General. In addition to being the executive, the Governor-General has legislative power through decrees. As such, he is the shared legislative authority, together with the Cynulliad Cenedlaethol. There is no distinction between the power of decree and the power of legislation, making the legislative power of the Assembly and the Governor-General equal. The Governor-General rules for an undefined time, and may in theory serve until death. When a Governor-General however loses the confidence of the Cynulliad Cenedlaethol, tradition dictates that he should resign and that new general elections are called. A Governor-General may also call new Cynulliad Cenedlaethol elections, but only if this is supported by a majority of its members.<br />

The Governor-General has the de facto sole executive power, ruling in the name of the Prince of the Calbain. Many executive tasks are delegated to the members of the [[High Council of Calbion|High Council]], who are appointed and dismissed at will by the Governor-General. In addition to being the executive, the Governor-General has legislative power through decrees. As such, he is the shared legislative authority, together with the Cynulliad Cenedlaethol. There is no distinction between the power of decree and the power of legislation, making the legislative power of the Assembly and the Governor-General equal. The Governor-General rules for an undefined time, and may in theory serve until death. When a Governor-General however loses the confidence of the Cynulliad Cenedlaethol, tradition dictates that he should resign and that new general elections are called. A Governor-General may also call new Cynulliad Cenedlaethol elections, but only if this is supported by a majority of its members.<br />

'''Calbain politics''' are characterised by entrenched factionalism. These factions date since the establishment of the modern [[Calbion|Calbain state]] in 1597. Political factions have been subject to two major re-alignments. The first occured in the late 1640s, when the institutional collapse of the Calbain government, and the exile of many prominent Calbain leaders caused a shift in political position. This saw the leadership of the nationalist party, the Plaid Calbinol, to advance Liberal values and de facto merging with the Liberal party. This group became the later nationalist faction. In return, some conservative members of Plaid Calbinol, together with the Catologian Political Party and the large majority of the Labour party, formed a conservative movement. This movement resulted in the formation of the Realist faction. ==Nationalist Faction==<br />

The Nationalist movement is, since the establishment of Calbion, been the most dominant political current in Calbion. Under the leadership of [[Llywelyn Lewis]], nationalist policies shaped the political system of the country. The nationalists were highly pro-independence anti-Jingdaoese. They advanced an aggressive foreign policy, causing friction with neighbouring Natopia. In addition, the nationalist faction champions democratic institutions, national suffrage and moderate liberalisations. The party is also strongly in favour of free trade. Especially since the 1940s, the nationalist faction presents itself as a liberal and modern party. Since 1696, the nationalist regained the government with Cadwaladr Bevan-Hall becoming Governor-General.<br />

==Realist Faction==<br />

The Realist faction arose from a political conservative movement that included Catologians, Social-Democrats and conservative nationalists. The realist faction recognised the relative weakness of the Calbain nation, and advocated strongly for autonomy within larger states, notably the Brettish, but also the Jingdaoese. Three waves of realist government existed, first during the South Batavian era, then during the Brettish era, and finally during the Arcadian era. During the Brettish era, the prominent nationalist Governor-General Lewis led a realist government. Under Arcadian occupation, the realists made up the large majority of the parliament. The strongly traditional values of the Arcadian occupiers was appreciated by the realists, and created a basis for some of Calbion's highly conservative policies that remain today. Following renewed independence, the realist faction abandoned its stance against independence, and focussed on traditional values, as well as international isolationism. After 1688, [[Richard ab Ioan]] leads the country as the first realist Governor-General under a period of independence. His government saw increased Westward expansion. The Realist government collapsed after its involvement in the [[Second Elwynnese Civil War]] sparked national outrage.<br />

==Regionalist and Minority Faction==<br />

The seizeable non-Calbain population in the South of the Ynys y Calbain is mostly of Maraguan descent. Following the establishment of the Calbain state, the Maraguans fought for autonomy and were by en large against the formation of the Calbain state. Following the [[Calbain Independence War]] which resulted in mass retaliation, the Maraguans formed a rump state that claimed the whole island. This attempt was highly unsuccessful. The democratic reforms of the 1620s allowed the minority groups to organise themselves. Hendrik Maritz founded the Maraguan Party which managed to gain several seats in the [[Cynulliad Cenedlaethol]]. For the next election, the party became a home for smaller minority groups such as Nelagans, and was rebranded as the Minority Bloc. The faction has continuously championed the rights of minorities, and has opposed Calbain nationalism. Following the expansion of the 1680s, the Minority Faction also fights for the right of ethnic Shirithians and Brettish.<br />

==Ynysig Movement==<br />

Literally the "island movement", the Ynysig Movement is a nationalist and isolationist political movement formed by supporters of former Governor-General [[Evyn Drakeford]] who left the nationalist faction following the expansion of Calbion to the West. Opponents of this plan feared that the rapid expansion would cost the nationalist faction votes (which incidentally, they were right about) and that the "cultural sanctity" would come under threat. The Ynysig movement officially supported the realist faction in the 1688 elections, but withdrew its support after the announcement of the policy of Agoriad and the opening of relations with other countries on Micras. Currently the Ynysig movement is a minority party in the Cynulliad Cenedlaethol.<br />

The more radical social democratic branch of Plaid Lafur continued socialist politics even after most of its members had joined the realist faction. The labour party is very much connected to the Labour Unions, and has some local representation but no seats in the Cynulliad Cenedlaethol. The United Workers Alliance is also the largest Labour Union in Calbion. After the Realist government sought to put the union under government control, Labour organiser Hugh ab Morgan announced that the UWA would contest at least 25 seats in urban and industrial parts of the country. After 1729, the movement has been known as the Radical Faction.<br />

The ancient Calbain did not have a Governor-General. The Prince of the Calbain ruled as an absolute monarch, although in later centuries heavily influenced by the High Council. Following the Southbatavian expedition to Calbion and the establishment of a formal Calbain state entity under the leadership of the later Prince [[Jack I]], the office of Governor-General was created. For a few years, the Governor-General was the sole ruler of Calbion, until Jack I was invested as Prince of the Calbain. After this however, the position of Governor-General was maintained as a principle advisor to the Prince. William Nelson, second in command of the expedition, served as Governor-General for several years leading up to the Calbain revolt.<br />

After the reconstruction of Calbion, Llywelyn Lewis was appointed Governor-General. Lewis' personal abilities and political prowess ensured that the power of the Governor-General expanded drastically. From 1608 until 1628, Lewis and Prince Jack I governed Calbion together, with the lines between their specific constitutional powers and duties being blurred frequently. After the death of Jack I, and in the later days as a Brettish protectorate, the position of Governor-General became much more powerful, and the Prince of the Calbain more and more became a ceremonial role. During the Brettish period, the Governor-General was the representative of Calbion and leader of the Calbain autonomous government. The fact that the Governor-General now received its legitimacy from the Cynulliad Cenedlaethol greatly strengthened the position. This trend has continued until the present day.<br />

The Governor-General has the de facto sole executive power, ruling in the name of the Prince of the Calbain. Many executive tasks are delegated to the members of the [[High Council of Calbion|High Council]], who are appointed and dismissed at will by the Governor-General. In addition to being the executive, the Governor-General has legislative power through decrees. As such, he is the shared legislative authority, together with the Cynulliad Cenedlaethol. There is no distinction between the power of decree and the power of legislation, making the legislative power of the Assembly and the Governor-General equal. The Governor-General rules for an undefined time, and may in theory serve until death. When a Governor-General however loses the confidence of the Cynulliad Cenedlaethol, tradition dictates that he should resign and that new general elections are called. A Governor-General may also call new Cynulliad Cenedlaethol elections, but only if this is supported by a majority of its members.<br />

The ancient Calbain did not have a Governor-General. The Prince of the Calbain ruled as an absolute monarch, although in later centuries heavily influenced by the High Council. Following the Southbatavian expedition to Calbion and the establishment of a formal Calbain state entity under the leadership of the later Prince [[Jack I]], the office of Governor-General was created. For a few years, the Governor-General was the sole ruler of Calbion, until Jack I was invested as Prince of the Calbain. After this however, the position of Governor-General was maintained as a principle advisor to the Prince. William Nelson, second in command of the expedition, served as Governor-General for several years leading up to the Calbain revolt.<br />

After the reconstruction of Calbion, Llywelyn Lewis was appointed Governor-General. Lewis' personal abilities and political prowess ensured that the power of the Governor-General expanded drastically. After the death of Jack I, and in the later days as a Brettish protectorate, the position of Governor-General became much more powerful, and the Prince of the Calbain more and more became a ceremonial role. During the Brettish period, the Governor-General was the representative of Calbion and leader of the Calbain autonomous government. The fact that the Governor-General now received its legitimacy from the Cynulliad Cenedlaethol greatly strengthened the position. This trend has continued until the present day.<br />

The Governor-General has the de facto sole executive power, ruling in the name of the Prince of the Calbain. Many executive tasks are delegated to the members of the [[High Council of Calbion|High Council]], who are appointed and dismissed at will by the Governor-General. In addition to being the executive, the Governor-General has legislative power through decrees. As such, he is the shared legislative authority, together with the Cynulliad Cenedlaethol. There is no distinction between the power of decree and the power of legislation, making the legislative power of the Assembly and the Governor-General equal. The Governor-General rules for an undefined time, and may in theory serve until death. When a Governor-General however loses the confidence of the Cynulliad Cenedlaethol, tradition dictates that he should resign and that new general elections are called. The '''foreign relations of Calbion''' are a reflection of the status of the country as independent and sovereign. As such, Calbion has found itself swung between alliances and power blocs on Micras throughout its history. Maintaining Calbion's independence, cultural identity and ensuring international free trade are the primary goals of Calbain foreign policy.<br />

Throughout its history, Calbion has seen several conflicts with neighbours such as [[Alexandria]], [[Natopia]] and [[Jingdao]] due to the nation's insistence on an independent course between the main alliances on Micras. Notable conflicts include the [[Tractor incident]], the [[Calbain Independence War]] and the [[Second Euran War]]. Although the nationalist government that ruled Calbion between 1685 and 1688 made some steps to establish relations with neighbouring countries, and the governments led by [[Llywelyn Lewis]] in the first half of the 17th century also displayed liberal characteristics, the incumbent conservative and realist government rejects international participation as a principle. Especially during the first years of the ab Ioan government, Calbion's foreign policy was characterised by a deep mistrust of the intermicronational community, and a focus on self-reliance in an anarchic, unreliable world. Rising concerns about the influence of Raspur-backed criminial enterprises on Cibola have adjusted Calbain foreign policy somewhat. Calbion attempted to establish some cooperation with USSO nations, which did not result in anything constructive. Thereafter, Calbion started to increase its diplomatic ties with other non-aligned states. In 1691, Governor-General ab Ioan officially declared isolation to be over, and announced the new period of "Agoriad" or opening of relations towards others. The Calbain government however distinguishes three groups of nations. The categorisation of these nation is mostly done because of reasons of opportunity. For instance, Natopia is widely regarded as a "cultural and historical enemy" of Calbion, but nevertheless remains classified in the Cymdogion category due to its regional influence and proximity.<br />

The largest group is that of ''Y Lleill'', nations with whom Calbion refuses any contact. Citizens of countries from this group also may not apply for visa and will be deported when attempting to cross the border. A second group of nations is known as the ''Cymdogion'', these are nations that Calbion recognises as having some importance for the nation, but with whom the Calbain government does not have any official relations. Citizens from these countries may apply for visa, and diplomats may be allowed entry.
