'''Vandrio Kalimatov''', often known as '''Brother Van''', is the Brother-General of the Order of the [[Troglonauts of Cibola]] and president of [[Conference of Cycle Families]]. His cousin is [[Makhmud Kalimatov]], emperor consort of [[Eastern Natopia]]. They have a remarkable, almost identical, appearance.

His family is from Raynor Point, Drak-Modan. His father, Erasyl, was a clandestine generational demon worshiper, who learned the traditions from his family back several generations. He converted his mother, Elmira, and together they secretly worshipped Kizzy Drakland until 1675, the true death of demon queen at the hands of the Goetic [[Gorillas NF]]. They fled to Goetia and settled on the northern coast of Cibola in the newly established commune of the Troglonauts, proclaiming themselves as a bonded couple in 1677. In 1680 they went with the Troglonauts to their new location on the Inner Cibolan Sea. Vandrio was born a year later, in 1681. In his youth, like all devout Troglonauts he learned about personal demonism, became an avid swimmer, and learned to sail.

He and his family enjoyed some popularity in 1698, when news made it to Goetia that his cousin, [[Makhmud Kalimatov]] was engaged to be married to the heir to the Natopian throne. Erasyl told all who would listen that his brother, Makhmud's father, grew up a devout demon worshiper. However, he cursed his brother for turning his back on Goddess Kizzy, as he converted to Capric-Bovinism in 1671, when Drak-Modan was proclaimed by [[Nathan II]] as a Bovic state. "My brother, happy to practice demonism while we were ruled by the demon-queen herself! Converted on the first day of regime change! Opportunistic. Pathetic. I see my nephew is just the same, hitching his wagon to a butterlicker, abandoning the fierce individual demonism the Kalimatovs have proudly practiced since the days of Mors!"

According to their Troglism beliefs, Erasyl called Vandrio to demonism in 1699, during the siege of Gathering Place. Erasyl recognized Vandrio's demonic soul and called out his true demonic name before sending him and Elmira away before the Athlonic crusaders attacked. Erasyl was one of the many Goetics who fortified Gathering Place to endure the siege warfare of the Armored Goats in order to give the majority of the Goetics time to flee south.

The '''Order of the Troglonauts of Cibola''' is an association of demon-worshippers living in [[New Goetia]]. It was one of the autocephalous communes of the [[Goëtia|Community of Goëtia]], being located on the Inner Cibola Sea at present-day Grottenhafen. It is now considered a sect of [[demon worship]] known as Troglism. It is one of the newer Goetic families, and was a founding member of the [[Northern Coordinating Council]]. It is now a member of the [[Conference of Cycle Families]] after the Reconciliation merged the two family conferences. The name of the family means "cave sailors" in [[Athlon|Athlonic]], a reference to the caves they first settled in on the northern coast of Cibola.

The Troglonauts serve as the Community's ''de facto'' flotilla. The recently ruined cities of the Inner Cibolan Sea are frequently targeted by Troglonaut resource recovery teams. The Troglonauts practice and embrace nudism in their worship of demons. Although while out at sea, the Troglonaut sailors where protective clothing, when on land in their commune, wearing clothing is considered taboo. Sometimes when recovering resources from a coastal city, they will disrobe before disembarking their vessels to intimidate the defenseless denizens of the ruined cities.

==Personal Demonism==
The Troglonauts mostly believe in "personal demonism" which is why they celebrate their own nudity. They believe in the absolute perfection of their bodies as demonic vessels, and do not groom themselves or engage in bodily piercing or tattooing. They place a great value on physical fitness. Each person is capable of becoming their own demon, worthy of worship. During demonic rituals, they work themselves up into a frenzy, inhaling nitrates to induce a demonic, gibberish, speech and contort their faces and bodies into ghoulish visages. This allows them to "become demons" and worship each other and themselves. While in this state, some Troglonauts utter phrases over and over and over, and if other Troglonauts repeat these phrases, they comes standard worship phrases, or ''trueisms''. The majority of Troglonauts believe that personal demonhood is attained after years of self-adoration, self-improvement, and enough objectification by others. It is a personal decision when one becomes a "demon" in this sense, but Troglonauts believe that those who have attained demonhood can identify others who have and enter into a secret Demonic Brotherhood. It is therefore a great honor when one "Mentor" first calls an aspirant demon to be a Brother or Sister, thus entering them into the Brother- and Sisterhood of Demons.

A small sect of Troglonauts have taken personal demonism to an extreme by invoking and worshipping '''[[Grimoindr|Yral'tesh, the Trickster]]'''. Yral'tesh was the demon who possessed, manipulated, and corrupted beyond redemption the Queen of Demons herself, [[Kizzy Drakland]]. As he was a possessor demon, the name of Yral'tesh was invoked during deaths at sea by Troglonaut sailors who wished their departed comrades would just become reanimated to fulfilled their duties. However, as Yral'tesh is a minor demon it is sometimes believed that his powers are only active in [[Demonsfall]] and he cannot possess a dead body unless on sacred Benacian soil. This small sect want Yral'tesh to posses them so they can become demons immediately, without the years of devotion to enter the Demonic Brotherhood. Although tolerated in the commune, they are often derided by the Brothers and Sisters, who publicly say that the followers of Yral'tesh will never enter the Brotherhood.

==Organization==
The Troglonauts enjoy a great deal of personal autonomy. After the Goetics relocated to Caplona and the Families could no longer operate their own communes, the Troglonauts adapted their personal demonism to living among the diverse array of other demonists in [[Gathering Place]]. The foundational organization unit of Troglism is the Mentor/novice dyad in which a Mentor recognizes the demonic soul of a novice, speaks out the novice's true demonic name, and then acts as a mentor for the novice for a number of years until the novice recognizes the demonic soul residing within another Troglonaut. Mentors are also responsible for making sure their novices maintain Troglist practices. Troglonauts meet together once or twice a week to conduct their own worship services. These small gatherings are called dens and happen in Troglonauts' homes. As Troglonauts believe themselves to be ascended demons, they worship each other or themselves. The mentor-novice relationship is deeply personal and affects only those two people. All Troglonauts great each other as Brother or Sister, and the Order is essentially egalitarian as opposed to the more hierarchical structures of other Families. A Brother- or Sister-General is agreed upon by affirmation to serve as the Family's representative in the [[Conference of Cycle Families]], ensure that Troglonauts maintain their bodies as pure and intact, serve as a judge for the Westwoods contest, collect the trueisms uttered by Troglonauts during worship into a sacred text, and assist in any organizational necessities.

==Mx/Ms/Mr Westwoods Contest==

Kris Pfiszter won the Mx Westwoods Contest in 1684. They went on to compete in the [[International Master Demonist Contest]]. Their title will end in 1696 when they will preside over the 1696 title contest and help select their title successor. The contest is named after the Westwoods, a thick forest where the Troglonauts resettled after the Reconciliation had them move from the north coast of Cibola. The thick foliage of the Westwoods allows for all-day nudity without sunburning, which has promoted the Troglonaut's affinity for nudity. Unlike the original Goetic families, which were single-gender associations to prevent unwanted pregnancies, as a newer family the Troglonauts members are split evenly among genders. As a sign of respect for their family members, the contest title and awards all include three honorifics "Mx", "Ms", and "Mr", and the titleholder choose their preferred honorific.

In 1684, the contest was held at SIRenity Campground, one of the Troglonauts' larger clothing-discouraged campgrounds deep in the Westwoods. During the title contest, Pfiszter distinguished themselves by hitting all the right talking points to appease the judges, where were mostly radical members of the New Guard. They didn't wear the customary full leather uniform, they advocated for Goetics to live in the Community who were not demon-worshippers, and wanted a systemic overhaul and centralization of demonic rituals to root out all traces of the Old Ways. They won against 3 other competitors.

Kris went on to compete in the 1684 International Master Demonist Contest. During the contest, Pfiszter performed poorly to mediocre. They caused a minor controversy by appearing in denim shirts and sneakers instead of full leather, which they said was a compromise and tribute to the Troglonauts' preference for nudism without actually appearing on stage naked. They ended the contest in 6th out of seven places. They distinguished themselves in the charismatic theological debate segment by proposing a "Middle Guard" of demonism, a proposal that was met with little interest at the time, but has gained more traction in the years after the contest.

Jamie Goode won the 1696 Westwoods contest but refused to compete in the [[Second International Master Demonist Contest]] due to the inclusion of Sir Sky, the notorious titleholder from [[Navigators CF]] who was promoting the Old Ways of absusive demonism. The controversy around the 2nd IMD Contest eventually lead to the collapse of the Community and riots that all but eliminated the Navigators as a family. Jamie continued to use his Westwoods title to promote Troglism in Gathering Place during the brief Civic Dominion era of Goetia. Jamie fled Goetia like so many others during the [[Crusade of Saint Lazaros]] and died on the [[Goëtic Trail]] at the Massacre at the Ruins of Dbiyyah.

The '''Holy Bovic League''' is an international agreement establishing and governing the relationship between [[Eastern Natopia]] and the Pentheral State of [[Athlon]]. It formalized the state of affairs that existed by custom from 1537 to 1615. Athlon was a sovereign state that survived the collapse of Natopia by joining with [[Gralus]]. When the Natopian state was restored and Athlon rejoined it, the status of Athlon's sovereignty was ambiguous. [[Nathan Waffel-Paine]] served as king of Athlon, pentheros of the Bovic Church, and Natopian emperor, so the separation between Natopia and Athlon was blurred. When Nathan died and new pentheros and emperor were selected in 1607, the relationship was less clear and a ''de facto'' dependency or protectorate status was applied to Athlon until 1615, when the customs were codified into a treaty that recognized Athlonic sovereignty and church independence, while obligating Natopia to protect the islands.

It was ratified by the Frenzy of [[Natopia|unified Natopia]] in 1615. It recognizes Athlon as a ''protected sovereign nation'' to protect the independence of the [[Pentheros]] and the [[Dozan Bovic Church]]. It has been invoked several times by Natopia, when the [[Natopian Defense Force]] mobilized elements of the [[Holy Order of the Armored Goats]] during the [[Euran War]] and [[War of the Lost Brothers]]. #Athlon and Natopia are united together as two nations bound together by the yoke of this Holy Bovic League.

Compact of the Eastern Bovic Lands

The '''Compact of the Eastern Bovic Lands''' is the current constitutional framework that describes the government of [[Eastern Natopia]]. It was enacted in 1707 by agreement between the governments of [[Flaventia]] and [[Klaasiya]] under the terms of the [[Caprine Code#Section_4:_Demesne_Compacts|Demesne Compact Clause]] of the [[Constitution of the Bovic Empire of the Natopian Nation|Natopian Constitution]]. The compact creates a supra-subnational government that occupies the jurisdictional level between the demesnes and the central Natopian government. It duplicates many of the national government institutions but reduces their scope to just Flaventia and Klaasiya and gives the Emperor, and his Vicereine, considerable authority in the two demesnes. It was amended in 1709 upon the completion of the Natopian division.

These are the strengths of Our Nation, and the qualities that we all hold high above others, defining us as Natopians. This common pride, and not the circumstances of our birth, is what binds us together as Natopians. As Natopians we seek to create ever more perfect ways to organize and govern ourselves, so that we all may prosper. That is why the people of the eastern Natopian Nation has chosen to codify its governing laws into this compact, so that the government at the service of the eastern Natopian Nation shall always serve the People without ambiguity, and that the various arms of that government have clearly defined and separated powers, and that the government can act to protect the People, the Nation, the State, and the Land we depend on.''

===Article I - The Natopian Nation===

1. The government of Eastern Natopia is known as the Sovereign Natopian Empire; it consists of many peoples and nations, seeking prosperity and justice, united together under the Emperor of the Natopians.

2. Eastern Natopia empowers the Natopian people above all and is a representative democracy, with certain critical and emergency powers reserved for the Imperial Court at Vista de Nada, representing the Emperor of the Natopians in the East.

3. The Natopian Nation refers to all peoples, nations, ethnicities, races, tribes, bands, and other groups that proclaim and possess citizenship and allegiance to the two Natopian states that are party to the [[Declration of Lindstrom]].

4. A person is born into the Natopian Nation if one of their parents is a Natopian at the time of birth; or if the person is born within Natopian jurisdiction. Any other person may pursue Natopian citizenship through a formal immigration process.

5. The Cross of Sovereignty is the oldest and most important symbol of Natopia and represents the Natopian people at the core, surrounding themselves with a protective government, and using the government to hold their four most cherished and essential rights: freedom, justice, peace, and equality.

6. The motto of Eastern Natopia is "[[Peace Through Silent Oppression]]," a sober reminder of the early totalitarian governments that the Natopian Nation actively reformed over generations, and a call to the Natopian Nation to remain vigilant against oppression.

7. The capital of Eastern Natopia is [[Lindström]], which shall not be part of, or governed by, any demesne. The Imperial Government and all agencies and bureaus will meet in Lindström when practical.

8. To assist in communication among the various peoples of the Natopian Nation, the official administration language of Eastern Natopia is [[Nats]]. No local, cultural, ancient, or minority language shall ever be suppressed by Eastern Natopian laws.

9. The government of Eastern Natopia will protect the Natopian people and defend their inherent rights to freedom, justice, peace, and equality.

10. The [[Dozan Bovic Church]] and the [[Bovinism|Bovinist]] religion has a special and formal relationship with the Natopian Nation; however adherence to any religion shall never be used to discriminate against a person for any reason.

===Article II - The Emperor===

1. The [[Rulers of Natopia|Emperor of the Natopians in the East]] will defend this Compact, protect Eastern Natopia from all threats foreign and domestic, display exemplary moral and civic character, and serve as a living symbol of Natopian unity. All references to the Emperor shall be meant to refer to the Emperor of the Eastern Natopians, holding court in Lindstrom, at Vista de Nada; namely Nathan III and his legal heirs.

2. Executive power over foreign affairs and responsibility for defense of Eastern Natopia is vested in the Emperor of the Natopians in the East and exercised by [[Court of Vista de Nada]].

3. The Emperor holds power to regulate and define the structure, officers, and symbols of the Court of Vista de Nada.

4. The Emperor in the East is the Head of State, a symbol of the Empire and guardian of the persistence of the Natopian Nation.

5. The Emperor in the East appoints ambassadors, liaisons, and delegates to foreign states, entities, and organizations and receives foreign heads of state, ambassadors, ministers and other envoys.

6. The Emperor in the East grants amnesty, commutes punishments, and issues pardons.

7. The Emperor is commander-in-chief of the [[Natopian Defense Force]], with the traditional and customary military rank of Grand Commander.

8. The Emperor issues Imperial Decrees that have the authority of law to conduct matters as head of state; to administer foreign and military affairs; regulate and administer the Court of Vista de Nada; to protect and
enforce their Instrument of Succession; to create and bestow titles, honors, and awards; and to temporarily govern the entire Imperial Government in such dire national emergencies as declared by the [[Frenzy of Eastern Natopia]].

9. The Emperor remains in his authority until the Emperor's uncontested death or abdication.

10. An uncontested death is irrefutable public evidence of the Emperor's death.

11. An abdication is written by the Emperor's own hand and is submitted to the Frenzy.

12. The Emperor maintains an Instrument of Succession. In the event of the Emperor's uncontested death or abdication, the first person in the order of succession becomes Emperor.

13. The [[Pentheros]] of the [[Dozan Bovic Church]] confers Bous' divine approval of the new Emperor by officiating the new Emperor's ceremonial coronation. During the coronation, the Emperor must swear or affirm an oath to maintain, expand, and protect the Natopian Nation and Dozan Bovic Church.

14. The Emperor must appoint a capable Regent who is able fulfill all critical responsibilities of the Emperor during any absence of the Emperor that exceeds three continuous Norton months (6 Gregorian days).

15. There will be no other self-styled emperors or kings in the Empire; except ancient royal titles and kings of sovereign nations that have since entered into the Empire.

===Article III - The Frenzy===

1. All legislative powers shall be vested in the Frenzy of the Sovereign Natopian Empire.

2. The Frenzy shall be composed of representatives elected by the peoples of the [[Demesnes of Eastern Natopia]]. The total number of representatives shall be the cubed root of the total population, counted every 12 years. Each demesne is represented by a number of representatives proportional to its population; calculated after each 12-year census.

3. No citizen shall be a representatives who shall not be a resident of that Demesne for which they shall be elected.

4. The Frenzy creates a code of laws that govern Eastern Natopia, collectively known as the [[Aigoeidis Kodikas]].

5. The Aigoeidis Kodikas' authority extends to all territories, demesnes, and other jurisdictions where the Empire or any entity of the Empirey has the authority to govern.

6. Acts of Frenzy become law when passed by a majority of representatives present in the Frenzy and given assent by the Emperor. The law is then added to the Aigoeidis Kodikas by the [[Chancellor of Eastern Natopia]].

7. The Frenzy, by passing Resolutions, may direct Imperial officials to act in accordance with the Compact and Aigoeidis Kodikas, enact the ratification process of an agreement, overturn Imperial Decrees, claim additional land for the Empire, cede imperial land not protected by the [[Declration of Lindstrom]], redraw internal boundaries, rename cities, issue city charters, or any other similar action to ensure effective governing.

8. Any representatives may propose a Bill for consideration.

9. The Frenzy may determine the rules of its proceedings, punish its own members for disorderly behavior, and, by a two-thirds majority, expel its own member.

10. The Emperor, through the process of granting Assent, approves an Act of Frenzy. Only bills that receive approval through Assent shall be made into Law and added to the Aigoeidis Kodikas. Bills that do not receive the approval of the Emperor within seven (7) days after being dispatched to the Emperor for his Assent shall be passed into Law with Assent being automatically assumed.

11. The Emperor, by issuing a veto, returns a Bill back to the Frenzy, attached with an explanation from the Emperor of the veto, and can only be overturned by a three-fifth's (3/5's) vote of the Frenzy.

===Article IV - The Chancellor===

1. Executive power over domestic affairs is vested in the [[Chancellor of Eastern Natopia|Chancellor]] of the Sovereign Natopian Empire.

2. The Chancellor presides over the Frenzy, maintains the Library of Law, serves as Head of Government, executes the will of the Frenzy, upholds and enforces the Compact and the Aigoeidis Kodikas, oversees
immigration, grows and maintains the economy, presents Bills passed by the Frenzy to the Emperor for Assent, advises the Emperor on domestic concerns, and administers the normal affairs of government.

3. The Chancellor issues Chancellorial Decrees that have the authority of law when the Frenzy is unable to convene or in matters of national emergency.

4. The Chancellor appoints a cabinet of ministers to the [[Imperial Chancellery of Eastern Natopia|Chancellery]], to advise and assist them. Ministries are established in the Aigoeidis Kodikas.

5. For a vacancy in the office resulting from the resignation or death of a chancellor, the Emperor nominates a citizen that will have the confidence of the Frenzy, and following a vote of confidence for the
chancellorial nominee, swears the nominee in as Chancellor.

6. The Chancellor designates one of the appointed cabinet-level officials as the vice chancellor to assume the duties of the Chancellor during a temporary vacancy of the office

7. The Chancellor issues Executive Orders to fulfill their office's obligations. Executive Orders are instruments of government to instruct government officials where the Chancellery has jurisdiction to govern.

8. The Chancellor may be removed from office only by a constructive vote of no confidence passed by the Frenzy that also names a replacement chancellorial nominee that would have confidence of the Frenzy. If the constructive vote of no-confidence passes, then the Emperor shall swear in the new chancellor immediately.

===Article V - The Judicial Courts===

1. The judicial competencies of the Empire are vested in the [[Supreme Court of Eastern Natopia]] and in such inferior courts that are established by Frenzy or demesnial law.

2. The Court is composed of the Grand Judge and twelve (12) Justices; the Grand Judge shall preside over all proceedings.

3. The Grand Judge is appointed for life, and the Justices are appointed for twelve (12) year terms; the terms of the Justices shall be staggered such that six Justices are appointed or reconfirmed every six years.

4. Candidates for Grand Judge and the Justices are nominated by the Emperor and confirmed by the Frenzy.

5. The Grand Judge may recommend the Justice's term to be reconfirmed or allowed to expire for another 12 years by the Frenzy.

6. An appointee takes office after swearing an Oath; the wording of the Oath shall be determined by the Emperor.

7. Membership of the Court shall only cease on occasion of one of the following: a written resignation delivered to the Emperor; the death of a Member; a vote of the Frenzy to remove the Grand Judge and/or Justices that receives a majority of two thirds and a confirmation by the Emperor.

8. The jurisdiction of the Court is limitless within the Viceroyalty provided that at least one Party to a case is associated with the Viceroyalty.

9. A decision made by the Court: is taken with a simple majority of the Grand Judge, and Justices; is final and cannot be challenged or overruled unless so decided by the Court itself; takes immediate effect and requires immediate implementation, unless otherwise specified.

10. The Court defines its own procedures and practices.

11. If the Grand Judge, Justices, and/or the immediate family of a member of the court, are named as respondent in a case before the Court, then they will recuse themselves from deliberations.

===Article VI - Imperial Council of Natopia===

1. The [[Declaration of Lindstrom]], which forms the foundation of cooperation between the two Natopian states, is considered integral to this Compact.

2. Eastern Natopia sees itself and [[Western Natopia]] as independent halves of the whole [[Natopian Nation]] and affirms that unity will always be prioritized as each half pursues its own prosperity.

3. The Emperor and Chancellor each sit on the [[Imperial Council of Natopia]] and, in agreement with the western Emperor and western Chancellor, appoint the same Natopian citizen to serve as the civilian leader of the [[Natopian Defense Force]].

===Article VII - Enactment, Amendments, and Other Provisions===

1. This Compact is the supreme law of Eastern Natopia and no law, decree, order, or command may go against it within the Empire.

2. An Act of Frenzy, passed by a 3/4 majority and granted Assent by the Emperor, may amend this Compact.

The '''Alrodrian Survey and Mining Company''' is a public mining company incorporated in the demesne of [[Nova Alrodria]]. It was formed with the purpose of conducting geological research in [[The Green]] by taking advantage of the Alrodrians' extensive technical knowledge of mining. The company is notable for employing modified [[Greivar]] for expeditions to hostile environments. After several rounds of funding from various interests including [[SATCo]], [[Dingo Enterprises]], the [[Natopian Defense Force]], and others it leased an icebreaker and ice cargo vessel from [[SATCo]] in preparation for its first expedition.

==Caplona Expedition==
A survey expedition was conducted from 1709 to 1710, with the goal of establishing basecamps on the island for future settlement and establishing the infrastructure needed to mine uranium ore and export it. Company surveyors and scouts encountered the [[New Goetia]] settlers who had been secretly living there since 1702.
===Background===
In the spring of 1709, the expedition left the Port of Rostock fully stocked with supplies for a year-long research mission to the antarctic island of Caplona. Aside from a [[Floria|Florian]] research station, the island was uninhabited. Of the four large antarctic islands, it was also the most remote. Even in unusually warm summers, icebreakers struggled to get through the nearly 660 nautical miles to reach the island's coast. The cost of maintaining mining operations on the island would be offset by the valuable deposits of uranium ore and gemstones known to be under the permafrost. The Natopian Defense Force entered into agreements with the Company, one of which allowed the Company to build two environmental domes based off the [[New Lindstrom]] base in exchange for automatic purchasing rights, at market value, to 30% of the raw uranium mined each calendar year. The NDF also agreed to provide sub-orbital seasonal cargo transportation services. A separate agreement was reached with [[Dingo Exploration Corporation]] to provide monthly passenger and commercial sub-orbital transportation from its secondary spaceport in Cape Newport, [[Hazelwood]]. With these logistics in place, the settlements on Caplona would be sustainable and able to be continually supplied in the winter months.

The '''Community of New Goëtia''' is a clandestine nation of demon worshippers on the antarctic island of Caplona. They arrived via the [[Goëtic Trail]] in 1702 and reestablished their community within the relatively warm and slightly hospitable interior of the frozen island. The community operates as an alliance of autonomous communes, known as Families. Previously nomadic motorcyclists in the Green of Cibola, the Goetics have adopted a sedentary lifestyle in their new home. The frozen island, locked behind miles of permanent ice and isolated from civilization, allows them to practice their taboo religion, [[demon worship]], in private. In 1709, the Community came into contact with advance scouts and surveyors from the [[Eastern Natopia|Eastern Natopian]] [[Alrodrian Survey and Mining Company]] which had arrived on the east side of the island to set up mining camps in preparation for further development.

==Government==
The government of the Community is decentralized and shared between the Demon Queen, [[Andrea Drakland]], who assumes a ceremonial and religious role. As a demon ruling over a cult of demon worshippers, she theoretically holds absolute power, and her position's actual authority is ambiguous.

Actual governance is handled by the [[Conference of Cycle Families]] which is composed of the leaders of each Family. The Conference decides on matters critical to the survival of the Goetics in the harsh environment and has policies on family planning, assigned labor, and public housing to ensure Goetia's small and vulnerable population is sufficiently sized, fed, and housed. The Conference's authority is built on the Families' trust in it, and the Community is borderline anarchic, with the social order maintained by customs and taboos. Each Family has a more direct say in the behavior of its members, maintaining unique cultures and customs built around worshipping [[Grimoindr|different demons]].

Every twelve years the Families select from their own members candidates to compete in the [[International Master Demonist Contest]]. The contest judges the candidates on demonstrating charisma, uniqueness, and merit to select the most worthy demonist to represent the entire demon worshiping community. The current Master Demonist, Eustace H. Wriggles, serves as both a mediating factor between the Demon Queen and the Conference by relaying her words and will to the people. He also serves a combined missionary-ambassador role, and spends part of the year secretly traveling the rest of Micras to recruit demon worshippers from their home states to live in a place of religious freedom.

===Committees===
The Conference of Cycle Families creates committees at its annual meeting, and each committee operates within its jurisdiction for that year. The conference assigns each Family to fill the chair of each committee, sometimes based on the strengths of the Family's customs and other times on a random basis. If the committee's actions are determined to be unsuccessful or actively harming the Community, the Conference assigns the chair to general labor for 5 years. After settling on Caplona, the conference began to heavily rely on committees to ensure the survival of the 1,900 refugees and hundreds of returning Goetics. There are standing committees on agriculture, livestock, construction and planning, regulating industry and craftworks, and population control. A steering committee provides oversight and coordination.

The '''International Master Demonist Contest 1708''' was the third edition of the contest held among the various titleholders of the Goetic cycle families to determine the next missionary-ambassador of the Community of [[New Goetia]], known as the International Master Demonist. [[Andrea Drakland]] served as host instead of the previous winner, due to the fact that she cut the previous winner in half for causing the collapse of the Community and invoking a Bovic crusade against demon worshippers. The contest was held with all surviving 1696 titleholders returning to compete. The struggles of the [[Goëtic_Trail]] and settling in the harsh tundra of Caplona did not allow for new contests to be held.

Eustace Wriggles, runner-up from the [[Second International Master Demonist Contest]], won the contest and will serve as Master Demonist until 1720.

==Participant Expectations==
The first Master, Lukas, offered a few guidelines for how each family should select its representatives: "The ideal demonist is comfortable being a demonist, they are proud to worship their demons, and speak confidently and engagingly. The ideal demonist is charismatic, and can function as the face of our entire Community. The Master Demonist should be steeped in the demonist lifestyle, knowledgeable of our history, aware of our persecution, and always striving to protect our way of life. The International Master must be unafraid of the other nations of this world, they must protect us and defend us. A Master must be respected by their cycle family, and must be able to earn the respect of the other families. A Master cannot condone the Old Ways or suffer those that do."

The [[Navigators CF]] and their title was officially discontinued and disbarred for the 1708 contest due to that family being destroyed in the Sky Riots. ==Contest==
The contest was conducted in a single afternoon, without the pageantry and production of the full contests years prior. Andrea Drakland also served as judge for the contest, and gave a brief demonic prayer before allowing the four contestants time to speak. The contestants spent most of their time remembering their friends and family that were either massacred by the Athlonics or died on the way to New Goetia. Andrea then announced that Eustace would serve as the Master Demonist, and charged him with embarking on missionary work to bring the scattered Goetics to this new home.

The President of the Conference acts as the Community of Goetia's head of government and can be empowered by the Conference with any range of duties or responsibilities. Failure to serve as President satisfactorily will result in failure to be elected, shame brought to the president's cycle family, and even possible exile from the Community.

Each conference keeps minutes and these minutes are available to all members of the community. Records have been kept from every annual meeting, including the informal Family Conferences that founded the Community itself and established the [[Goëtian taboos]] necessary to keep the Community safe and hidden. The Community welcomes them and assigns them to live in a new family. It is taboo to ask from where a Goetic came from. Our former lives are not discussed, and over the years, we only remember our time in Goëtia. Some are natively born in Goëtia, conceived during the Scheduled Time at Gathering Place when the Deacon determines our population cannot be maintained by immigrants. Carefully planned, we have maintained a small population and been able to remain hidden this way.

We have been happy to remain undisturbed until now. The Community has felt compelled to come forward, and we declare ourselves to be a nation. As a nation we will establish ourselves over time and protect our way of life. We worship demons, worship ourselves, and worship each other, as gods of our own lives.

We have, with serious consideration, begun to develop Gathering Place into a town of constructed buildings and will, in time, establish ways for un-recruited demon-worshipers to join us here to continue to build and modernize the Community. We are not unfamiliar with the trappings of statecraft, and we will soon begin to 'play the game' that we have resisted for so long. We would seek friendship with other nations that would, first and foremost, respect our demon-given right to be left alone.

This prompted a burst of civic pride, and the construction pace of Gathering Place as a city increased. Family compounds began to transform into villages with the cycle families acting as governing councils. New and expanded editions of the Grimoindr, Kizzy's personal notes on the major demons she extracted from Demonsfall. Various Goetics have already pledged themselves to the incoming cadre of demons that they expect Kizzy to bring with her. Devotees usually find themselves elevated to positions of authority within the local families, or those already in power are expected to pledge themselves to a demon to ensure prosperity for their family.

The '''Second International Master Demonist Contest''' is a contest held among the various titleholders of the Goetic cycle families to determine the next leader of the Community of Goetia, known as the International Master Demonist. This is the second contest held to determined the third International Master. Clancy Dupree, who won the First [[International Master Demonist Contest]] serves as the host, organizer, and producer of the contest. Preparations for the contest began in late 1693 when cycle families began to hold their contests to select their representatives.

After the contest winner, Sir Zalin Sky, was declared, riots broke out throughout the Community. Zalin, a devout and intractable Old Guarder, was a suspected former member of [[The Saints CF]] and rumors of his misconduct swirled around him for years. He won his title largely by default and suspected coercion and the fact that he was allowed to compete at IMD2 caused several judges and sponsors to boycott. The '''Sky Riots''' are one of the contributing factors of the Community's collapse in late 1696.

==Participant Expectations==
The first Master, Lukas, offered a few guidelines for how each family should select its representatives: "The ideal demonist is comfortable being a demonist, they are proud to worship their demons, and speak confidently and engagingly. The ideal demonist is charismatic, and can function as the face of our entire Community. The Master Demonist should be steeped in the demonist lifestyle, knowledgeable of our history, aware of our persecution, and always striving to protect our way of life. The International Master must be unafraid of the other nations of this world, they must protect us and defend us. A Master must be respected by their cycle family, and must be able to earn the respect of the other families. A Master cannot condone the Old Ways or suffer those that do."

==Contest==
The contest was marked by controversy from the start. Jamie Goode, Mx. Westwoods, refused to compete on the same stage as Sir Sky, Mr. Sunset Coast. Goode accused Sky of being an unrepentant Old Guarder, former member of the Saints, and Vanic-sympathizer. Goode provided a stack of a dozen formal complaints issued against Sky by his former submissives, who escaped from his torture rooms. Goode claims that if Sky were given a platform to speak at the IMD contest, then the abusive and dangerous brand of demonism he practiced would threaten the stability of the entire community. The previous Master Demonist, Clancy DuPree, conferred with judges and decided there was no legal mechanism to prevent Sky from competing because to deny him his spot in the competition would be to deny the voices of the Goetics of the families that sent him. Jamie Goode immediately removed their name from the competition in protest, as did Maryanne La Fayette, in solidarity. They both supported Eustace Wriggles, a known New Guarder from Gathering Place.

The competition eventually came down to Eustace and Sir Sky, as both contestants presented themselves as opposite ends of the spectrum of demonic worship. Emboldened by being allowed to compete, Sir Sky was unapologetically Old Guard in all of his contest answers. He advocated extreme forms of physical torture well beyond the ritual bondage practiced by some demonists, he delighted in how many young submissives he broke emotionally and mentally, and verbally assaulted members of the audience. Eustace presented himself as a young, attractive, professionally well-rounded man. He promoted the positive side of demonism, that taught self-love, open discussions, and healthy exchanges of power between all parties involved.

At the closing ceremony, the tally master handed DuPree the sealed winner's envelope. DuPree opened it and read Sky's name to a stunned and silent auditorium. Without a word, he took off his sash and placed it over Sky's shoulders, thus conferring on Sky the title of International Demonist Master. Rumors swirled for days that the tally master forged the scores to give Sky the single point to take the lead. Rumor appeared to become fact when Sky appeared at his first event holding a leash around the tally master, his newest submissive. DuPree committed suicide a few days later, with a note pinned to his vest that said "I'm sorry."

===The Sky Riots===
Protests began in the western families (Troglonauts, Gladius, and Crophaulers) demanding that the Conference of Cycle Families repudiate the contest and re-do it. A protest parade from Gateway to Gathering Place also sought to draw attention to the rumored evils of the new International Master. The Conference conducted a review but found no technicalities to invalidate the contest and allowed Sir Sky to remain.

Taking it upon themselves, vigilantes from Cliffbase, Gateway, and Gathering Place, along with some members of the Gorillas rode to the Navigators' turf and began to riot. The riot quickly turned into a bloodbath as the vigilantes began to kill the Navigators indiscriminately as they assumed they all supported Sir Sky as their contest winner. The vigilantes did not realize that Sky had cheated his way into winning the local contest as well.

As word spread of one cycle family being decimated by the others, the social order began to break down. Goetics began to flee their communes in large numbers, returning to their birth nations or returning to the Green. By the end of 1696 the communes had become so depopulated that basic services were impossible. Devout demon worshippers and others who were unwilling or unable to return to the outside world fled to Gathering Place, hopeful that they would find refuge there.

===Aftermath===
The riots resulted in the total collapse of the community. It exposed the fragility of the contest system and the instability of armed and autonomous cycle families. After the refugees coalesced into the new Civic Dominion, Andrea Drakland ordered an overhaul of the contest. It would now be more of a pageant to draw tourists, with the new Demonic Master holding ceremonial duties only. She hunted down Sir Sky, brought him to The Barn in Gathering Place, and sliced him in half, from ''taint to tip'', in front of a cheering crowd. She ordered that a new contest be held as soon as possible, with the original 1696 contestants competing.

The contest was not held again until [[International Master Demonist Contest 1708|1708]], after the Goetics fled the [[Crusade of Saint Lazaros]] and reestablished themselves in [[New Goetia]].

They arrived via the [[Goëtic Trail]] in 1702 and reestablished their community within the relatively warm and slightly hospitable interior of the frozen island. The community operates as an alliance of autonomous communes, known as Families. Previously nomadic motorcyclists in the Green of Cibola, the Goetics have adopted a sedentary lifestyle in their new home. The frozen island, locked behind miles of permanent ice and isolated from civilization, allows them to practice their taboo religion, [[demon worship]], in private. In 1709, the Community came into contact with advance scouts and surveyors from the [[Eastern Natopia|Eastern Natopian]] [[Alrodrian Survey and Mining Company]] which had arrived on the east side of the island to set up mining camps in preparation for further development.

The government of the Community is decentralized and shared between the Demon Queen, [[Andrea Drakland]], who assumes a ceremonial and religious role. As a demon ruling over a cult of demon worshippers, she theoretically holds absolute power, and her position's actual authority is ambiguous.

Actual governance is handled by the [[Conference of Cycle Families]] which is composed of the leaders of each Family. The Conference decides on matters critical to the survival of the Goetics in the harsh environment and has policies on family planning, assigned labor, and public housing to ensure Goetia's small and vulnerable population is sufficiently sized, fed, and housed. The Conference's authority is built on the Families' trust in it, and the Community is borderline anarchic, with the social order maintained by customs and taboos. Each Family has a more direct say in the behavior of its members, maintaining unique cultures and customs built around worshipping [[Grimoindr|different demons]].

Every twelve years the Families select from their own members candidates to compete in the [[International Master Demonist Contest]]. The contest judges the candidates on demonstrating charisma, uniqueness, and merit to select the most worthy demonist to represent the entire demon worshiping community. The current Master Demonist, Eustace H. Wriggles, serves as both a mediating factor between the Demon Queen and the Conference by relaying her words and will to the people. He also serves a combined missionary-ambassador role, and spends part of the year secretly traveling the rest of Micras to recruit demon worshippers from their home states to live in a place of religious freedom.

It is not definitively known how or when humans first settled on Tapfer. The prevailing theory proposes that the earliest mass-migration occurred when people migrated to Tapfer from Benacia using former land bridges and short sea-crossings in the Istvanistan-Yardistan island chain, making landfall near present-day New Alexandria and then spreading throughout Tapfer. Yellow Island is divided into three major climate zones. The east is dominated by thick woods and jungle and the coast is protected by reefs. The north is open plains. Along the Borders Bay coast is fertile farmland. Alrodey island is rocky and surrounded by cliffs.

The Laval peninsula, now shared by Sororiya and Universalis, is dominated by eucalyptus bushlands. However, there is lush farmland along the Sororiyan river to produce wheat. West of the Egale river, in Thalassa, the terrain turns rough and unsettled with deserts, gorges, and thick forests.

The highest point in Natopia is Mt Vice, located in Flaventia. Other prominent mountains are Mt. Bagel in Sororiya, Mt. Zoom in Universlis, Mt. Davis in Thalassa, Mt. Dracon in Thalassa, and the Talon Mountains in Klaasiya and Thalassa.

After the Alexandrian pandemic, Natopia took in many refugees and expanded into the southwest corner of Tapfer.

The '''Goëtic Trail''' was the 3,500 mile (5,630 km) route from eastern [[Cibola]] to [[Caplona]] that Goëtic refugees travelled from 1701 to 1702. The Goëtic Trail extends from [[Gathering Place]], [[Goetia]], southwest to Southcape peninsula, across the frozen southern ocean to the Stonewall peninsula on Sypyr, and southeast to the south pole. The final crossing was at the narrow strip of permanent ice separating Sypyr from Caplona at the geographic south pole, known as Revolutionary Point by the [[Beaugium|Beaugians]]. The trail was entirely through [[The Green]] which proved especially dangerous for the refugees who had just been massacred in the [[Crusade of Saint Lazaros]]. Of the 1,900 Goetics who made it to the Southcape ruins in 1702, only 1,140 set foot on Caplona in 1702.

==Siege of Gathering Place==
The [[Holy Order of the Armored Goats]] laid siege to the Goetic capital in late 1699. The population of Gathering Place was estimated to be around 19,000 when the siege began. A contingent of [[Gorillas NF]] veterans stayed behind in the hastily fortified town to give most of the Goetics time to escape.
==Massacre at the Ruins of Dbiyyah==
The fleeing Goetics made camp in the ruins of Dbiyyah until hunted down and massacred by the [[Athlon|Athlonic]] crusaders. About 15,000 Goetics were killed in the camp, trying to flee, or found in satellite camps in the area. Exact estimates vary due to the prolonged nature of the massacre, lasting several weeks. The crusaders did not bury or collect the dead.
==Winter Camp at Leichenberg==
In late 1700 about 3,800 of the surviving Goetics made winter camp near the ruins of Leichenberg. [[Etzeland]] was on the cusp of being re-established at the time and the Athlonic crusaders were warned to wrap up the campaign so as to not suddenly find themselves in foreign territory. The encamped Goetics were warned (by a demon?) to flee and about half escaped before the pursuing Athlonics circled the camp and murdered those left behind.
==Arrival at Southcape Ruins==
1,900 Goetics survived and made it to Southcape, which was still in the Green. Facing the choice between waiting to be murdered or forced to convert to Bovinism, the Goetics decided to travel nearly 500 miles from Southcape to the Stonewall peninsula across the permanent ice of the southern ocean. They hunted and gathered for weeks to collect the necessary supplied to last the weeks-long journey. It took over a month and dozens died.
==Across Sypyr==
Several more months to cross Sypyr by foot. Wintered at Stonewall. They survived by hunting beaver and bear along the Yulia river, collecting their pelts to protect against the harsh cold. In the spring they set out toward the south pole. In the summer, they crossed the 14 mile (24km) strip of frozen ocean that separates Sypyr and Caplona. Hundreds die at this final crossing.
==The Promised Land==
1,140 Goetics arrived on Caplona in 1702. They erected a simple memorial at Revolutionary Point in honor of the nearly 18,000 Goetics who died along the Trail. They wandered in the frozen wasteland towards the north-east, as they noticed a cloud-covered mountain range. Clouds meant rain, and rain meant possible vegetation. What they found inside the circular mountain range was a hidden paradise, a temperate ecosystem heated by volcanic steam vents. They could settle here, remain hidden, and practice their demon worship ways unbothered, unnoticed, and unseen. They could no longer be nomadic, or rely on trade or barter. They would become agrarian and entirely self-sufficient. Once established, they would send out missionaries again to tell the Goetics that fled in the 1696 Great Scattering to return to [[New Goëtia]]. From 1702 to 1709 thousands more Goetics would arrive on Caplona via private chartered boats leaving ports in Nandaton, and Estatia.

New Dracoheim is the among the least populated areas in [[Eastern Natopia]] and has been historically underdeveloped. Immediately before the land was claimed by Natopia, it was owned by Stormark. The distrust of nationals from that country depressed initial inward migration and stunted economic growth and investment. It was slowly populated by Draconians who fled from poor treatment in other parts of Natopia. It was economically devastated during the Natopian Civil War and suffered from subsequent waves of depopulation as Draconians moved to [[Elwynn]] to follow Ludwig Drakire (known as Luix Rakira at that time) after his unlikely rise to power there. A constant stream of outward migration to Elwynn, [[Drak-Modan]], and [[Draconia]] has left the region severely disadvantaged. It heavily relied on assistance provided to it by the confederal government of [[Klaasiya]], with the economies of [[Egale]] and [[Northern Klaasiya]] being stronger. The creation of a NDF naval base in 1609 on New Dracoheim's Bight coast provides a significant portion of the demesne's economy.

It consists of nine [[Demesnes of Eastern Natopia|demesnes]], a [[capital region|Lindstrom]], and three territories. By some estimates it is the fifth or sixth largest country on [[Micras]] by area. Eastern Natopia shares a land border with [[Western Natopia]], marked by the [[Egale River]]. With 186 million people, it is the seventh-most populous country in the world. The national capital is [[Lindstrom]] and the largest city is [[Hazelwood|Hazelwood City]].

Humans first settled in Tapfer about 65,000 years ago. The prevailing theory proposes that the earliest mass-migration occurred when people migrated to Tapfer from Benacia using former land bridges and short sea-crossings in the Istvanistan-Yardistan island chain, making landfall near present-day New Alexandria and then spreading throughout Tapfer. These early inhabitants, called Paleotapferites, soon diversified into dozens of culturally distinct nations and tribes. On Yellow Island the Andi, Haas, and Mehl tribes eventually combined into the Ziegeish people. The Hazel people have remained a distinct culture. The Neemites are believed to have migrated from Keltia considering their cultural and linguistic similarity to the ancient Karnali people.

The country was established as a modern nation by Nett Opaegh, a semi-legendary Jasonian who traversed the continent after the Flying Islands fell into the ocean. Nett Opaegh rallied and organized the native people near present day Lindstrom and grew their village into a town, which was called Nett Opaegh's Awe by the inhabitants. Eventually the followers of Nett Opaegh became known as Natopians to the other people of Yellow Island. From 1440 to 1471, Opaegh and his Natopians undertook a campaign of unification, by force and acquiescence, during which all tribes on Yellow Island had been conquered or peacefully annexed. Over the next 200 years, the [[Natopian Nation]] has expanded to a maximum extent by annexations, land negotiations, and most commonly by simply outliving its neighbors. In the mid- to late-17th century, Natopian expansion sped up causing significant cultural, economic, and political turmoil between the different goals and needs of Natopians in the expanding west and stagnating east.

In 1707 the empire was divided into two regions that effectively acted as ''de facto'' independent nations to relieve the pressure on the central government. If there are co-rulers in either state, the co-rulers must cast a single vote, so that there are only ever four votes. In international correspondence and to avoid confusion, the title may be differentiated with a geographic descriptor as preferred by the emperor. As the NDF is integrated into the [[Raspur Pact]], it is not permitted that either state make changes that may jeopardize the readiness and effectiveness of the military. The co-emperors retain the position of Grand Commander (commander-in-chief) but the declaration stipulates that both Eastern Natopia and Western Natopia must appoint the same person as the civilian leader, namely as Secretary of Defense, in both states. Military alliances, defense pacts, declarations of war, or other substantial defense policy decisions must be approved by the co-emperors. Both states commit to upholding all defense pacts and agreements made by the Natopian government prior to the division.

Furthermore, the [[Demesne Defense Forces]] in each state are required to be maintained to NDF standards and may be mobilized for attachment to the NDF under dire circumstances.

The Secretary for Defense may break a tie in a deadlocked Council vote on time sensitive matters of national security if requested by the eastern and western chancellors.

===Foreign policy===
Each Natopian state is free to pursue its own foreign policy as determined by its unique geopolitical situation. However, neither Natopian state may engage in diplomacy that would otherwise cause irreversible harm or destroy the other Natopian state. A united foreign policy on substantial matters important to the Natopian Nation must be upheld. Eastern Natopia and Western Natopia will send their own delegations to the [[Micras Cartography Society]], [[Micras Treaty Organization]], and any other international organizations that [[Natopia]] was a member. Both states agree to uphold all treaty obligations made by the Natopian government prior to the division.

===Economic and immigration policies===
The [[Natopian natopo]] is required to be maintained as the common currency of both states and a common market will exist as well. No tariffs, customs, or other impediments to the transfer of goods, services, or workers across the intra-Natopian border shall be permitted. Each state will maintain its own citizenship and immigration policies. Free movement of people shall always exist between the two states. Citizens of each state shall have the right to live, work, and own property in the other state without a visa or immigration process. A citizen of one state may apply for permanent residency in the other state after one year of continuously residing in that state, and full citizenship a year after that.

===Legal jurisdictions===
Each state will maintain their own independent constitutions and legal codes, however each state must protect its citizens' fundamental democratic and human rights. Each state will grant full faith and credit to legally binding contracts. The extradition of lawfully charged persons shall be expedited. The police forces of one state may not operate within the other state, but they will assist in the capture and return of fugitives found therein.

===Land management===
Each state is free to pursue its own policy regarding mergers and acquisition of additional land. Each state may claim additional land on its side of the [[Egale River]] without consulting the other state. Colonies considered outside each state's western or eastern sphere of influence shall be discussed in the Imperial Council of Natopia to prevent conflict of interest or direct competition for resources. Land under Natopian jurisdiction as of the promulgation of this declaration may not be ceded or traded by either state without express permission granted by the Imperial Council of Natopia. Land on Tapfer shall never be ceded or traded under any circumstance, it must always stay under the jurisdiction of the original two parties to this treaty. Any nations or states that become joined to the two Natopian states shall be considered fully integrated parts of the Natopian Nation unless specific exit clauses are negotiated at the time of annexation.

===Enforcement and amendment===
Either state may petition the other for a redress of violations against this declaration. The Imperial Council will debate and discuss the violations and decide on proper course of action. If a decision has been deadlocked for more than three years, either emperor may request the Pentheros to moderate and provide spiritual insight.

The declaration may be amended only by the Imperial Council of Natopia.
