The Treaty of Perpetual Friendship and Free Association between the Imperial State of Constancia and the Khanate of Raspur united both nations, immediately prior to the Second Euran War in 1665.

It was constitutionally ratified by Constancia after the conclusion of the Second Euran War and promulgation of the Magna Carta of 1667, which established the Imperial State of Constancia.

It is considered a constitutional document of the Imperial State, and has same legal authority as the Magna Carta of 1667.

The might of Raspur marches to destroy the wretched Kingdom of Iteru for the affront they have given by the murder of our envoys. We seek the blessings of our Constancian allies for this noble enterprise and ask that the Molivadisan and Nisian Themes be prepared to accept the passage of our forces westwards, that the resources of the Trans-Euran Command of our alliance be made available to support our divisions in the field as they cross the wastes of the continental interior, and we also hope that a force of Constancian volunteers will join us in scourging the nation of Iteru from the face of Eura.

The Khan presents, along with the bearer of this missive, her ladyship the Daryāsālār of Aqabah, whom he hopes will be an agreeable guest and companion for his noble lordship the Autokrator.

TREATY OF PERPETUAL FRIENDSHIP AND FREE ASSOCIATION BETWEEN THE IMPERIAL STATE OF CONSTANCIA AND THE KHANATE OF RASPUR

THE IMPERIAL STATE OF CONSTANCIA and THE KHANATE OF RASPUR, desirous of strengthening the bond of peace and progress which happily prevails between them, by arrangements designed to promote friendly intercourse between their respective domains and territories, have resolved to conclude a Treaty of Perpetual Friendship, and for that purpose have appointed as their plenipotentiaries, for the Imperial State of Constancia, His Serene and Eminent Highness the Prince of Molivadia, Representative of the His Imperial Constancian Majesty's Government, and, for the Khanate of Raspur, Her Excellency Azardohkt al-Osman, Vizier of the Khanate of Raspur, who, having communicated to each other their full powers, found to be in due form, have agreed upon the following articles:

Article 1. Perpetual Friendship

A state of close, sincere, and perpetual friendship and free association shall define the relationship between the Imperial State of Constancia ("the Imperial Constancian Government"), and the Khanate of Raspur ("Raspur"). Citizens and denizens of the territory of either Party shall in the other enjoy the same benefits and obligations afforded citizens of the same rank in the Other. The right to grant or deny residency in Raspur shall rest unrestricted with Raspur.

Article 2. Free Association

The external defence obligations for Raspur rest upon the Imperial Constancian Government. In so doing, the Imperial Constancia Government may establish military bases in the territory of Raspur in accordance with Raspur Pact treaties and policies. The foreign and foreign-trade policies of Raspur shall fully align with the policies of the Imperial Constancian Government. As such, treaties into which the Imperial Constancian Government has entered into extend to Raspur, unless otherwise repudiated by Raspur. Raspur shall be consulted on all foreign affairs issues affecting it. The Imperial Constancian Government shall annually consult with Raspur with respect to budgetary, financial equalization or contributory matters. Raspur shall have representation in the Imperial Synkletos, and the Imperial Constancian Government shall have representation at the Court of the Khan. The Khan of Raspur and his Dynasty is duly recognized and protected in accordance with law. Raspur shall enjoy autonomy in all issues, except as stated in this Treaty.

Article 3: Final Provisions

This Treaty binds the Imperial State of Constancia and the Khanate of Raspur. The Treaty remains in force until such time that both Parties agree otherwise. This Treaty shall be ratified by the Parties in accordance with their constitutional processes, and shall enter force upon the exchange of ratifications, which shall occur in Aqaba as soon as possible.
