BE IT ENACTED by the King's Most Excellent Majesty, by and with the advice and consent of the Cortes Federales, in this present session assembled, and by the authority of the same, as follows:-
GENERAL PROVISIONS
Section 1. Short Title.
This Act may be cited as the "National Mango Appreciation Day Act, 1742."
Section 2. Purpose.
The purpose of this Act is to—
- celebrate and promote the consumption, cultivation, and cultural significance of mangoes throughout the Federation;
- support mango cultivators and associated industries in the Federation;
- increase public awareness of the nutritional benefits and culinary versatility of mangoes;
- strengthen cultural ties within the Federation through appreciation of a shared culinary treasure; and
- boost tourism and economic activity related to mango production and culinary heritage.
Section 3. Definitions.
In this Act—
- "Department" means the Department of Agriculture, Fisheries and Food;
- "Mango" means the fruit of trees belonging to the genus Mangifera, primarily Mangifera indica;
- "Mango Appreciation Day" means the day established under Section 4;
- "Secretary" means the Secretary of Agriculture, Fisheries and Food; and
- "Regional Mango Festival" means events organized pursuant to Section 7 of this Act.
ESTABLISHMENT OF NATIONAL MANGO APPRECIATION DAY
Section 4. National Mango Appreciation Day.
- The 15th day of the 10th month (15.X) of each year is hereby established as "National Mango Appreciation Day" throughout the Federation.
- The day shall be observed with appropriate ceremonies and activities, including those established by this Act.
- The Secretary shall issue an annual proclamation calling upon the people of the Federation to observe National Mango Appreciation Day with appropriate observances and activities.
MANGO CULTIVATION AND PROMOTION
Section 5. Federal Mango Cultivation Incentive Grant Program.
- There is established the Federal Mango Cultivation Incentive Grant Program to promote sustainable mango cultivation in suitable regions throughout the Federation.
- The Program shall provide:
- Technical assistance to new and existing mango growers;
- Research grants for developing mango varieties suitable for different regional climates;
- Educational workshops on mango cultivation techniques; and
- Marketing assistance for domestic mango producers.
- The Program shall be allocated NAX€ 3.5 million annually, to be administered by the Department.
- Not less than 40 percent of grant funds shall be allocated to small-scale farmers with operations of 5 hectares or less.
Section 6. Institutional Culinary Promotion.
- All federal institutional cafeterias, including those in government offices, military facilities, federal universities, and federally-operated hospitals, shall include at least one mango-based dish or beverage in their menu offerings on National Mango Appreciation Day.
- The Department of Education, Sports, and Culture shall develop educational materials about mangoes, including their:
- Nutritional benefits;
- Cultural significance across regions;
- Various preparation methods; and
- Environmental benefits of cultivation.
- These materials shall be distributed to regional education departments for optional inclusion in culinary arts, agricultural studies, and cultural heritage programs.
Section 7. Annual Mango Culinary Festival.
- The Department, in cooperation with the Department of Trade and Industry, shall coordinate an Annual Mango Culinary Festival to coincide with National Mango Appreciation Day.
- The Festival shall:
- Rotate among different regions of the Federation, with priority given to major mango-producing regions;
- Feature culinary competitions, demonstrations, and exhibitions;
- Showcase traditional and innovative mango-based cuisine from across the Federation;
- Include agricultural exhibitions highlighting different mango varieties and cultivation techniques; and
- Promote culinary tourism and regional economic development.
- The Department shall allocate NAX€ 1.2 million annually to support the organization of the Festival, with host regions providing matching funds of at least 25 percent of federal allocation.
MANGO TRADE AND EXPORT PROMOTION
Section 8. Specialty Mango Export License.
- The Department of Trade and Industry shall establish a specialty license for mango exporters to facilitate international trade of New Alexandrian mangoes.
- The specialty license shall:
- Provide expedited customs processing for mango exports;
- Offer access to specialized trade promotion events;
- Include technical assistance for meeting international phytosanitary standards; and
- Feature a distinctive "Premium New Alexandrian Mango" certification mark for marketing purposes.
- The Secretary of Trade and Industry shall issue regulations implementing this section within 90 days of enactment.
Section 9. Mango Tourism Initiative.
- The Department of Trade and Industry, in collaboration with regional tourism authorities, shall develop a Mango Tourism Initiative to promote visits to mango-growing regions.
- The Initiative shall include:
- Development of "Mango Trail" tourism routes linking orchards, processing facilities, and culinary destinations;
- Creation of promotional materials highlighting regional mango varieties and specialties;
- Support for agritourism operations focused on mango cultivation; and
- International marketing of mango harvest festivals and regional cuisines.
- The Initiative shall receive NAX€ 800,000 in annual funding, with participating regions contributing matching funds on a 1:1 basis.
FINAL PROVISIONS
Section 10. Regulations.
The Secretary shall issue such regulations as are necessary to carry out this Act not later than 120 days after the date of enactment.
Section 11. Authorization of Appropriations.
There are authorized to be appropriated to carry out this Act NAX€ 5.5 million for each of fiscal years 1742 through 1747.
Section 12. Reporting Requirements.
- The Secretary shall submit to the Cortes Federales an annual report on the implementation of this Act and its economic impact.
- The report required under subsection (1) shall include:
- Statistics on mango production, consumption, and export;
- Assessment of the economic impact of Mango Appreciation Day and associated activities;
- Participation rates in the Annual Mango Culinary Festival;
- Analysis of the effectiveness of incentive programs established by this Act; and
- Recommendations for enhancing mango appreciation and cultivation.
Section 13. Severability.
If any provision of this Act, or the application of such provision to any person or circumstance, is found to be invalid or unenforceable, the remainder of this Act, or the application of that provision to other persons or circumstances, shall not be affected.
Section 14. Effective Date.
This Act shall take effect on the 1st day of the 10th month (1.X) of the year 1742.
