Constitutional Settlement Act 1627
An Act to establish the Constitutional Settlement of the Kingdom of Constancia
Be it enacted by the Kings’s most Excellent Majesty, by and with the advice and consent of the People's Representatives, in this present Parliament assembled, and by the authority of the same, as follows:—
Article 1 - The Role of the King
Section 1) The King shall be the Head of State of the Kingdom of Constancia and the Kingdom of Constancia only except with the consent of the Constancian Parliament
Section 2) The King shall, upon the Advice of His Government, excercise the Executive power
Section 3) The King shall with the consent of the Constancian Parliament appoint His Government Ministers and dismiss them on His will
Section 4) The King shall be of age when he has completed his eighteenth year. The same provision shall apply for the Heir to the Throne
Section 5) The King shall act on behalf of the Realm in international affairs, but, except with the consent of the Constancian Parliament, the King shall not undertake any act whereby the territory of the Realm shall be increased or reduced, nor sgall he enter into any obligation which for fulfilment requires the concurrence of the Constancian Parliament or which is otherwise of major importance; nor shall the King, except with the consent of the Constancian Parliament, terminate any international treaty entered into with the consent of the Constancian Parliament
Section 6) The King may cause Bills and other measures to be introduced in the Constancian
Section 7) The King shall declare a Bill of the Constancial Parliament as An Act of the Constancial Parliament taking effect in the Law upon receipt of Royal Assent
Section 8) In an emergency the King may, when the Constancian Parliament cannot assemble, issue provisional laws, provided that they shall not be at variance with the Constitutional Act, and that they shall always, immediately on the assembling of the Constancian Parliament, be submitted to it for approval or rejection
Section 9) The King shall have the prerogative of mercy and of granting amnesty. The King may grant Ministers a pardon for sentences passed upon them by the High Court of the Realm, subject to the consent of the Constancian Parliament
Section 10) The King may at any time issue writs for a new election, with the effect that the existing seats shall be vacated upon a new election, except that writs for an election shall not be issued after the appointment of a new Government until the First Minister of State has appeared before the Constancian Parliament
Article 2 - The Constancian Parliament
Section 1) The Constancian Parliament shall be the supreme democratically elected legislative body of the Kingdom of Constancia
Section 2) The Constancian Parliament shall consist of 60 members democratically elected by the People
Section 3) The members of the Constancian Parliament shall be elected by general and direct ballot
Section 4) The members of the Constancian Parliament shall be elected for a period of three years
Section 5) On approval of his election each new member shall make a solemn declaration of loyalty to the Constitutional Settlement Act 1463
Section 6) The Constancian Parliament shall be inviolable. Any person who attacks its security or freedom, or any person who issues or obeys any command aimed thereat, shall be deemed guilty of high treason
Section 7) At the first meeting in the sessional year the King shall read a King's Speech prepared by His Majesty's Government which outlines His Majesty's Government's policies for the coming session
Section 8) Any member of the Constancian Parliament shall be entitled to introduce Bills and other measures
Section 9) The Constancian Parliament shall lay down its own rules of procedure, including rules governing its conduct of business and the maintenance of order
Section 10) The Constancian Parliament shall advice the King via a Motion of (no) Confidence for the appointment or dissmisal of His majesty's Government
Article 3 - The High Court of the Realm
Section 1) The High Court of the Realm shall try such actions as may be brought by the King or the Constancian Parliament against Ministers and Others
Section 2) With the consent of the Constancian Parliament, the King may also cause other persons to be tried before the High Court of the Realm for crimes which he may deem to be particularly dangerous to the State
Section 3) The administration of justice shall always remain independent of executive authority. Rules to this effect shall be laid down by statute
Article 4 - Freedom of the Citizens
Section 1) Citizens shall, by right, be free, enjoy liberty and not be limited from performing lawful actions
Section 2) Citizens shall, without previous permission, be free to form associations for any lawful purpose
Section 3) Citizens shall, without previous permission, be at liberty to assemble unarmed. The police shall be entitled to be present at public meetings. Open-air meetings may be prohibited when it is feared that they may constitute a danger to the public peace
Article 5 - Repeal, Extent, Commencement and Short Title
Section 1) This Act extends to the whole of the Kingdom of Constancia
Section 2) This Act shall be amendable by the consent of the Constancian Parliament and the People and enacted by the Kings’s most Excellent Majesty
Section 3) This Act comes into force upon receipt of Royal Assent
Section 4) This Act may be cited as the Constitutional Settlement Act 1463.
