A strategic-level covert sabotage campaign targeting food importation, storage and distribution networks within rebel held Elwynn and Amokolia during the Second Elwynnese Civil War.

The Hunger Plan was an integral part of the Raspur Pact's strategic plan for the reduction of rebel held territories, accorded a higher priority even than starving the rebels of fuel for their industries and the aircraft and vehicles of the self-defence force. Conducted under the highest secrecy, Operation Perturbation's objective was to destroy the accumulated food stores of the rebel nations, disrupt agriculture, and target food imports, thereby engendering shortages, starvation, and capitulation thereafter.

The stockpile of fifty-one Banshee cruise missiles, a relic of the Sxiro-Jingdaoese Confrontation, remaining in the arsenal of Benacia Command were assembled and transferred to Anun during 1693 AN as it became apparent that the UDF's hold over Automatica was secure and that rebel forces were confined to the far west of the main island. Upon their arrival, extensive work was undertaken to adapt all the missiles received for submarine launch.

Six teams of Florian special forces were covertly brought to Automatica aboard a Florimell troop landing ship escorted by two armed trawlers. The latter of which were modified once more upon arrival to pass as commercial fishing vessels. These were the means by which the special forces teams were inserted onto the rebel-held coastline of Oleslaad and Vattnaland.

The primary mission of the inserted special forces teams was to conduct target reconnaissance, identifying grain storage silos and central food depots in North Amokolia in conjunction with field agents recruited by the Panopticon Corps, drawn from their pre-war network of informants who had survived denunciation and incarceration following the initial uprising.

The information obtained from these sources was fed back to a Tactical Liaison Group established at Anun in order to identify priority targets for the Hunger Plan.

The main means for attacking designated targets would be the submarine launched Banshee cruise missiles, which would be carried aboard the Sanaman Awake-class diesel submarines assigned to the 101. Naval Task Force and operating in northern waters.

The Operation's first strike, against a grain storage facility in Spring Valley on the night of 11.VI.1693 AN was a resounding success, resulting in the destruction of 11,000 tons of grain, although the failure of two modified cruise missiles, out of the four launched, was noted as a cause of extreme concern.
